Mayor Barrett opened Public Comment on Item I.B.
Zahyra Garcia, Petaluma, asked if the City will implement the State's guidelines
regarding CASA Compact or if Council will recommend their own.
Duane Bellinger, Petaluma, believes the initiative doesn't address the cause of the
housing crisis. He agrees that housing needs to be smaller.
Janice Cader-Thompson, Petaluma, expressed concern about the lack of local
control
Jerry LaLonde -Berg, North Bay Organizing Project, Petaluma, expressed his
appreciation for this initiative on a local level.
Ben Peters, Petaluma, expressed the need for rental protection and spoke about
funding sources, specifically taxing high-income property owners.
Efren Carrillo, Burbank Housing, representing an affordable housing developer
who has 15K people on their wait list across the county, supports the framework of
CASA, and encouraged a regional approach.
Clayton Engstrom, Petaluma, stated that local rental property owners finds flaws
in the just cause eviction and rental control aspects of CASA.
Alex Khaifin, California Apartment Association, finds flaws in the just cause
eviction and rental control aspects of CASA, and believes they don't encourage
building.
Daisy Pistey-Cyhne, Sonoma County Conservation Action, expressed the
importance of collecting information before taking a stance, and encouraged
the balance of local control and regional needs.

There was Council consensus to look for ways to build more affordable housing in
whatever way is best for Petaluma. Council directed staff to track the bills that will
be produced in the legislature regarding the elements of the CASA Compact.
Council would like another meeting to continue the discussion when the bills start
moving through the legislative process.

The meeting was adjourned at 8:55 p.m.
