RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing the Purchase of Seventy -Five (75) Glock 9MM Service Pistols to Replace the Existing Glock .40 Caliber Service Pistols Issued in 2008 in an Amount not to Exceed $29,327, Plus an Estimated $10,880 for New Holsters and Authorizing the City Manager to Execute all Documents Necessary to Complete the Purchase. PIXT91"Eff:1 \1 In 2008, the department purchased and issued each officer a Glock service pistol, a tactical light mounted to the pistol, and a holster that accommodated the pistol and light configuration. The proposed action is for the replacement of the department issued Glock service pistols and holsters purchased more than ten years ago. Our firearms training program includes quarterly fireanns training and qualifications. The Department exceeds the minimum firearms training standards established by the California Commission on Peace Officers Standards and Training (POST) and follows best practices for safety and liability. Our training standards result in a conservative average of more than one thousand rounds fired through our service pistols each year. Regular inspections and maintenance are performed by our own specially trained gun smiths. For this reason, and for the safety of our peace officers in the performance of their duties, the replacement of our service pistols is recommended. DISCUSSION According to the FBI and the International Association of Chiefs of Police (IACP), replacement schedules for law enforcement service pistols range from buy-back programs every four or five years to the highest average replacement occurring by year eight depending on use. The FBI and IACD recognize ten years to be beyond the useful life as safety and reliability decrease. Our existing Glock service pistols performed well during their expected useful life and our Firearms Instructors recommend staying with the same manufacturer for training and consistency. In May 2014, the Federal Bureau of Investigations performed an extensive test of various calibers. Their conclusion was the 9mm was the most practical and effective caliber for law enforcement purposes. Based on the FBI research, our local law enforcement partners have transitioned to the 9mm cartridge systems. The Glock 9mm Model 17 or 19 has become the preferred service pistol for the FBI, Sonoma County Sheriff's Office, and Santa Rosa Police Department. Based on the research and testing completed by the Firearms Team, we are recommending the Glock 9mm Model 17 and 19 be the standard issued service pistol for the department. Additionally, because our holsters have safety retention systems specific to make and model, replacement holsters would be needed for the new service pistols. Staff conducted extensive research with three local firearms suppliers. LC Action Police Supply in San Jose was the original vendor the department used in 2008. LC Action was the only vendor willing to buy back our current Glock model 22 and 23 pistols. The trade in amount for existing .40 caliber Glocks is $9,680. This buy back option reduces the cost of this replacement from $39,006.09 to $29,326.09 and relieves the department of having to dispose of individual firearms on its own. The two other firearms suppliers contacted for competitive bids were Markell Incorporated in Santa Rosa and Petaluma Gun and Reloading in Petaluma. Neither of these local companies were able to provide a trade in or buy-back option for our existing Glock firearms. The total cost to purchase seventy-five (75) Glock replacement pistols and replacement holsters is $40,207 including taxes and fees. WHEREAS, the equipment issued to City of Petaluma peace officers in the performance of their duties is critical in their ability to protect themselves and our community; and WHEREAS, the Police Department has a need to replace service pistols issued to peace officers which are more than ten years old; and WHEREAS, in accordance with section 4.04.050 of the Petaluma Municipal Code allows that bidding procedures may be dispensed with when the commodity can be obtained from only one vendor; and WHEREAS, LC Action Police Supply was the original vendor the Department used when purchasing the existing weapons in 2008; and WHEREAS, LC Action Police Supply is the only vendor willing to purchase our existing firearms to offset the replacement costs; and WHEREAS, Glock has been the preferred firearm for the Police Department since 2008. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL HEREBY: (1) Approves the purchase of seventy-five Glock service pistols and replacement holsters in an amount not to exceed $40,207; and (2) Authorizes the City Manager, or her designee, to execute any necessary agreements and documents to complete the purchase of the Glock service pistols and replacement holsters.
