HomeMy WebLinkAboutStaff Report 4.A 05/06/2019I85$ DATE: May 6, 2019 TO: FROM: SUBJECT Agenda Item #4.A Honorable Mayor and Members of the City Council through City Manager ` = A free estimate was provided by an auctioneer who specializes in large apparatus and the older ladder truck was valued at approximately $100,000 to $125,000. It is anticipated the City will seek the services of a commissioned, online fire apparatus auctioneer with broad outreach with the intent being to sell the item as efficiently as possible. It is further requested that any monies garnered from the auction of the surplused vehicle be utilized by the Fire Department by way of purchasing new inspection vehicles for Fire Prevention Bureau personnel. Vehicles currently in use by the Fire Prevention are 15 years old and are showing signs of age, mechanical failure and unreliability and pose a safety risk should they continue to be relied upon for much longer. PUBLIC OUTREACH This agenda item appeared on the City's tentative agenda document on April 15, 2019 which was a publicly -noticed meeting. FINANCIAL IMPACTS Proceeds from the auction will be temporarily deposited into the City's Vehicle and Equipment Replacement fund (#7500) with the intention of utilizing those same funds (in an amount not to exceed the deposit) later in FY19/20 to purchase replacement service vehicles for Fire Prevention Bureau personnel. Exhibit A to Resolution - List of item(s) to be surplused I Attachment 1 RESOLUTION DECLARING A VEHICLE TO BE SURPLUS TO THE CITY'S NEEDS AND AUTHORIZING THE CITY MANAGER TO DISPOSE OF THE VEHICLE IN ACCORDANCE WITH THE PETALUMA MUNICIPAL CODE WHEREAS, the Fire Department has identified a vehicle in its fleet which is no longer of use to the City; and WHEREAS, the Fire Department took possession of a newer model aerial ladder truck in 2018 and has identified an older 2000 Sutphen aerial ladder truck as being surplus to the City's needs and no longer required by the City; and WHEREAS, the logistics of maintaining the older truck as a reserve is neither financially nor operationally feasible and there is insufficient space to reasonably store the non-functional piece of equipment; and WHEREAS, it is anticipated that the City will utilize the services of a commissioned, online fire apparatus auctioneer to sell the vehicle which has been valued at approximately $100,000 to $125,000; and WHEREAS, proceeds from the sale of the surplussed vehicle will be deposited into the City's Vehicle and Equipment Replacement Fund (#7500) and could potentially fund the purchase of replacement service vehicles for the Fire Prevention Bureau in FY 2019/20. NOW, THEREFORE BE IT RESOLVED, that the City Manager is hereby directed to sell or dispose of the vehicle identified in Exhibit A attached hereto as deemed appropriate, and in the manner and in accordance with provisions of Chapter 3.12 of the Petaluma Municipal Code.
