HomeMy WebLinkAboutStaff Report 4.E 05/06/2019w�p.LU Agenda Item #4.E I85� DATE: May 6, 2019 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Claire Cooper, CMC, City Clerk SUBJECT: Nomination to the Coastal Commission by the Mayors' & Councilmembers' Association City Selection Committee RECOMMENDATION Review letters of interest submitted to date and provide direction or give discretion to the Mayor on how to vote at the Special Meeting of the Sonoma County Mayors' and Councilmembers' Association City Selection Committee on Wednesday, May 15, 2019 at 3:00 p.m. in Rohnert Park. BACKGROUND The City of Petaluma is a member of the Sonoma County City Selection Committee and the Sonoma County Mayors' and Councilmembers' Association. On April 11, 2019, the City Selection Committee received a letter from California State Senate President pro Tempore Toni G. Atkins requesting nominations be submitted for an appointment to the California Coastal Commission pursuant to Section 30301.2 of the Public Resources Code. By statute, the City Selection Committee is required to submit nominations to the Senate Committee on Rules within 45 days of receipt of the letter, which is Sunday, May 26, 2019. The California Coastal Commission is a state agency with quasi-judicial regulatory oversight over land use and public access in the California coastal zone. California's coastal management program is carried out through a partnership between state and local governments. The deadline to submit letters of interest to the City Selection Committee for nominee consideration is May 7, 2019. After coordinating the availability of Sonoma County Mayors and Council Members calendars, a Special Meeting of the City Selection Committee to take action on this is scheduled for May 15, 2019. DISCUSSION Section 30301.2 of the Public Resources Code requires the Senate Committee on Rules to ask for 1 names of one or more supervisors and one or more mayors or city council members from the counties of Marin, San Francisco, and Sonoma. Due to the timeline of the Council meetings, the deadline to submit Letters of Interest, and the date of the Special Meeting of the City Selection Committee on May 15, 2019, any Letters of Interest received after May 6 may not be considered for Council action. However, the Council may give discretion to the Mayor to make the decision at the Special Meeting of the City Selection Committee when all Letters of Interest will be presented. The vacancy and interested persons are as follows: California Coastal Commission - one position, to fill term expiring June 2019 of Aaron Peskin, Supervisor (San Francisco) Four-year fixed term. Letter received ftonz Deborah Fudge (Windsor) The City Selection Committee will make a vote to submit a list of nominees at its Special Meeting on May 15, 2019 meeting in Rohnert Park. The letters of interest received to date for this position are attached. PUBLIC OUTREACH This item was noticed with the Monday, May 6, 2019 Regular City Council/PCDSA Meeting agenda, in accordance with Government Code §54954.2(a). First of all, I grew up on the coast in Santa Cruz. One of my first Mayor votes was for the establishment of the Coastal Commission. I am very familiar Dominic Foppoli with all aspects of coastal development, public/private property issues as they relate to shoreline public access, recreation, marine habitat protection, and Vice Mayor Debora Fudge landform alteration. Councilmembers Importantly, my college degrees are related to environmental planning. As well, I EstherLeinus Bruce Okrepkrepkie worked for two ears for the Governor's Office of Planning and Research y g Sam salmon focusing on review of developments in the central valley, but I was also responsible for review of developments in Los Angeles County, including the Interim Town Manage] Ken MacNab then proposed Port of Long Beach Coal Terminal. I worked with multiple state agencies including the State Lands Commission and the Public Utilities Commission to provide the Port and the city with comments from the state for this very environmentally sensitive project on the coast. Since then, I worked for PG&E for 25 years, and am versed in power plant development and decommissioning issues. And through my 23 years as an elected official for the Town of Windsor, I have been a leader in sustainable design and development in Windsor. My planning background and expertise has been valuable to our town as we grew from a spot on the highway, to a town with a nationally award-wimling mixed-use downtown. I have been following Coastal Commission meetings and issues for years and would be honored to be recommended by you as a nominee to the North Coast position which is now vacant. I would.promise to work closely with all North Coast communities early and often as issues arise that could impact us.
