Whenever a vacancy .occurs on the Commission. by reason of the death, disability
or failure of a member to attend meetings, the City Council shall appoint some
person as a member of the Commission for the unexpired term of :said' person

meeting such needs in connection with all such matters pertaining to public

To counsel with the Recreation Director and the City 1 anager. in
