ENVIItONMENTAL PROTECTION AGENCY 4 i WHEREAS, current patterns of land use in many communities increase peoples' dependence on 6 the automobile and are largely responsible for the 2% annual increase in vehicle miles traveled ~ (VMT) in the U.S.; and, a WHEREAS, this dependence on the automobile results in increased pollutant emissions, the loss 10 of precious open space, the need for building and extending costly roads and public services, the 11 inequitable distribution of economic resources, and the loss of a sense of community; and I2 13 WHEREAS, appropriate mixed use, transit-, bicycle- and pedestrian-oriented development and u redevelopment can reduce auto dependency and VMT, and create more: livable and resource 15 efficient communities; and IC 17 WHEREAS, the City of Petaluma has been identified by the Local Government Commission's I s Center for Livable Communities, as contributing to its jurisdiction's environment, economic health 19 and sense of community by adopting land use policies which encourage transit-, bicycle- and zo pedestrian-oriented development and redevelopment; and 21 22 WHEREAS, the Center for Livable Communities provides assistance to cities and counties 23 through the U. S. Environmental Protection Agency's Transportation Partners program; and z4 2> WHEREAS, the Transportation Partners program supports community transpiration solutions 2G across the country through information services, technical assistance, and recognition; and 27 2s WIiEREAS, cities that participate in the Transportation Partners program receive recognition and 2~ support for their efforts to improve their land use patterns and reduce their residents' dependence 30 on the automobile; and 31 s2 WHEREAS, the Center for Livable Communities would like to recognize the City of Petaluma as 33 one of it's Transportation Partners; and Resolution No. 97-35 N.as. Page 1 of 2 1 WHEREAS, this recognition comes without cost to the participating jurisdiction; 2 3 NOW, THEREFORE, IT BE RESOLVED that the City of Petaluma agrees to 4 become a Transportation Partner with the Center for Livable Communities. 5 fi resoHPA/plan74 sm Under the power and authority conferred upon this Council by the Charter of said City.
