S. of the City of Petaluma, California APPROVING RESPONSE LETTER TO 2006-2007 SONOMA COUNTY GRAND JURY'S FINAL REPORT WHEREAS,. under California law, the civil Grand Jury is an independent institution that oversees all aspects of the legislative and administrative departments that make up county, city and special district governments, and has the power to investigate them to ensure they are serving the public and individual citizens; and, WHEREAS, the Grand Jury conducts investigations, culminating in a final report to the community each fiscal year; and, WFIEREAS, the 2006-2007 Sonoma County Grand Jury issued its final report on Jw~e 28, 2007; and, WIJEREAS, three of their investigations require responses from the City of Petaluma: ¦ Access & Recreation in Open Space District Properties ¦ Signs of the Times ¦ Wastewater: Money Down the Drain? NOW, T>FIE~REFORE, DE IT RESOLVED that the City Council approves the response letter to the Grand Jury and authorizes the Mayor and City Manager to sign said letter on behalf of the City. Under the power and authority conferred upon this Council by the Charter of said City. Cleveland Avenue, Suite 200 Santa Rosa, CA 95403 RE: Grand Jury Final Report -Responses and Recommendations Dear Judge Boyd: The City of Petaluma is pleased to provide responses to recommendations for the Grand Jury Final Report, formatted in accordance with Penal Code section 933.05. Access and Recreation in Open Space District Properties R-6 City Councils should establish policies and practices to meet with the Open Space District to review planning on a comprehensive and long-term basis. Petaluma's Response: This recommendation has been implemented. The City of Petaluma has met with the Open Space District, as necessary, regarding the identification of potential sites for Open Space District acquisition and opportunities for public access and recreation. The City's General Plan 2025 includes policies directing closer cooperation with the Open Space District in planning for and meeting access and recreation objectives. Sians of the Times R-6 The legality of all billboards in the county should be examined and any illegal billboards should be removed. Petaluma's Response: Agree, with explanation. The City's sign regulations allow for the removal of any illegal or non-conforming sign, including billboards, through an amortization process. Wastewater: Money Down the Drain? R-1 Begin the creation of a master plan that includes ground water, surface water, and waste water. Petaluma's Response: This recommendation has been implemented. The Water Resources Element of Petaluma's Draft General Plan 2025 includes ground water, surface water and wastewater. R-5 Determine how much, realistically, should be set aside for capital improvements. Petaluma's Response: This recommendation has been implemented. Resolution No. 2007-I50 N.C.S. Page 2 Capital improvements planned for Petaluma's utilities are described in the City's 5-year Capital Improvement Program. This Program is reviewed and updated yearly. R-6 Reopen the examination of consolidation of smaller facilities and continue consolidation efforts. Petaluma's Response: N/A This recommendation may be appropriate for the smaller agencies listed in the report but is not applicable to Petaluma.
