RECOMMENDATION It is recommended that the City Council approve a Resolution Authorizing Award of Contract for the B Street Sewer Replacement Project to Team Ghilotti, Inc. BACKGROUND To maintain and improve the condition of the City's water and wastewater systems, the City replaces or rehabilitates deteriorating water and sanitary sewer lines annually. A five-year priority list of water and sewer line replacements has been created. These projects are cross- referenced with the City's street maintenance program, development projects, and proposed PG&E work to endeavor to assure that new or nearly new pavement will not be impacted. The project scheduled for FY 19/20 is the B Street Sewer Replacement Project, CIP # C66401941. It includes: 1) the replacement and upsizing of the sewer main and manholes along sections of B, 5th, and E Streets, and Hinman Lane; 2) the replacement and upsizing of the water main and water services along B Street for improved firefighting capability; 3) installation of Americans with Disabilities Act approved curb ramps at various intersections in the project area, including replacement of damaged and uplifted sidewalk; and 4) replacement of deteriorated asphalt pavement in the project area. This project replaces pipes aging and undersized piping, abandons existing sewer mains that have the potential of high stormwater infiltration, improves city services, reduces maintenance costs, reduces inflow and infiltration, and reduces the risk of sanitary sewer overflows during storm events. The project location is shown in Attachment 2. The proposed action supports the City of Petaluma's Goal 8-G-4 as outlined in the General Plan: Wastewater — Manage the wastewater collection and treatment system to address 100 percent capture and treatment of the City's wastewater in an economically and ecologically sound manner. DISCUSSION The project was designed, and contract documents compiled, in-house by City staff. A Notice Inviting Bids was advertised on May 23`d, 2019, and on June 13th,,2019, three (3) bids were received as follows: Name of Bidder Bid Total Team Ghilotti Inc. $2,497,141.00 Lowest Responsible Bidder W.R. Forde Associates $2,650,600.00 Mercer -Fraser $3,187,850.00 Engineer's Estimate $2,400,000.00 The lowest responsible and responsive bidder, Team Ghilotti Inc. has performed similar sewer and water projects throughout the Bay Area, including Petaluma. Staff verified that Team Ghilotti Inc possess a valid Class A California Contractor's License, number 895384, which qualifies Team Ghilotti Inc. to perform the work. It is recommended that Council adopt the resolution awarding the contract to Team Ghilotti, Inc., the lowest and responsive bidder, in the amount of $2,497,141.00. Construction is scheduled to begin in September 2019 and to be completed by January 2020. Construction management and inspection services will be conducted by City staff with assistance by an outside consultant for geotechnical and material testing services. PUBLIC OUTREACH This project will require extensive public outreach due to the proximity of the project to downtown as well as within residential streets. Prior to commencement of the project, City staff will meet with the Petaluma Downtown Association to discuss the impacts of the project to the downtown area. In addition, the City intends to hold a community outreach meeting to inform the residents and business owners of the project timeline and impacts to area, to address any concerns, and incorporate any comments into the City's construction management efforts. Additional public outreach will include a mailer to all stakeholders within the project area prior to construction, social media notifications including Facebook and Nextdoor, and weekly updates to the City's website for project information. FINANCIAL IMPACTS The total approved budget for the B Street Sewer Replacement Project, Project Number C66401941, is $3,380,000. Resolution 2. Location Map Attachment 1 RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR THE B STREET SEWER REPLACEMENT PROJECT TO TEAM GHILOTTI, INC. WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff prepared construction bid documents and solicited bids for the Project; and WHEREAS, the project was bid on May 23, 2019, and three (3) bids were received and opened on June 13, 2019 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Team Ghilotti Inc., from Petaluma, CA for $2,497,141.00; and WHEREAS, staff has verified that Team Ghilotti Inc., possesses a valid California Contractor's License, Class A, #895384 that qualifies Team Ghilotti Inc. to perform the Project; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"), Section 15301 and 15302, because the project consists of replacement and reconstruction of existing infrastructure of similar size and function. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162, and other applicable law, waives any and all non- conformance in the bid of Team Ghilotti Inc. for the B Street Sewer Replacement, Project No. C66401941, finds the bid of $2,497,141.00 to be the lowest, responsive bid and further finds that Team Ghilotti Inc. is the lowest responsible bidder, and establishes a contract contingency of $480,000.00. Awards the contract for the B Street Sewer Replacement, Project No. C66401941 to Team Ghilotti Inc., in the amount of $2,497,141.00, the amount of the lowest responsive bid, conditioned on Team Ghilotti Inc.'s timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Directs staff to issue a notice of award to Team Ghilotti Inc. 5. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by Team Ghilotti Inc., of the signed project contract and all other required document, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. .19 Attachment 2
