Public comments are limited to three minutes per person. Depending on the number of persons wishing to address the Council, time will be allocated in equal shares totaling no more than twenty minutes. Please fill out a speaker card (available at the rear of the Council Chambers) and submit it to the City Clerk. Speaker cards for General Public Comment will not be accepted after the meeting begins. The Mayor will call on individuals whose names appear on the speaker cards. If more than three persons wish to address Council on the some topic, they are encouraged to select a spokesperson. Please be ready to step forward to the microphone as soon as the previous speaker has concluded his/her comments. (Cal. Gov't. Public Hearing to Receive Comments on the 2019-2020 Proposed Action Plan and Adoption of a Resolution Approving the Community Development Block Grant Action Plan and Authoring the City Manager to Sign All Documents Required by the Department of Housing and Urban Development. (Castellucci) Resolutions to Adopt a Mitigated Negative Declaration and Approve a Residential Density Bonus Housing Agreement and Development Concession for the DeCristo Multi -Family Residential Project at 109 Ellis Street.
