HomeMy WebLinkAboutStaff Report 3.C 07/01/2019w��LUAgenda Item #3.0 zs�$ DATE: July 1, 2019 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Cynthia Kasten, Interim Human Resources Director SUBJECT: Resolution Authorizing the Position Allocation of One Parks Maintenance Lead Worker and Eliminating the Position Allocation of One Parks Maintenance Worker II RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing the Position Allocation of One Parks Maintenance Lead Worker and Eliminating the Position Allocation of One Parks Maintenance Worker II. BACKGROUND Parks Maintenance is a subdivision within the Parks and Facilities Maintenance division of Public Works and Utilities. The Parks Maintenance crew is currently comprised of one Parks Maintenance Lead Worker who provides day to day direction to a crew of seven Parks Maintenance Workers. Due to the in-depth daily direction and review required by a lead, and since the services required are beyond the scope of the Parks Maintenance Worker II classification, the department has identified the need for reducing the current allocation of Parks Maintenance Worker II by one full-time equivalent (FTE) and in turn, increasing the allocation of Parks Maintenance Lead Worker by one FTE. DISCUSSION The Parks Maintenance Lead Worker differs from the Parks Maintenance Worker I/II series in that it is a journey -level position tasked with planning, assigning, scheduling, directing, and reviewing maintenance work of crew members, which generally encompasses lead worker responsibilities. Currently, the Parks Maintenance division has only one -Parks Maintenance Lead Worker to provide direction to seven Parks Maintenance staff. Contingent upon approval, the additional Parks Maintenance Lead Worker will allow for a sound organizational structure within Parks Maintenance, in which Lead Workers would direct smaller crews of three on daily maintenance tasks. Splitting the work between two Lead Workers would allow the department to better plan, manage, review, and track daily parks maintenance activities, thus providing a higher level of service to the community. The Parks Maintenance Lead Worker classification most closely aligns with the duties and responsibilities of the existing workload, and therefore, in line with Petaluma Municipal Code 3.04.020 and the City of Petaluma Personnel Rules and Regulations (Rule IV- Classification and Rule V — Compensation), the proposed allocation changes are justified and necessary. Both position classes are represented by Bargaining Unit 2, American Federation of State, County and Municipal Employees ("AFSCME"). AFSCME has reviewed the proposed action and is supportive of the proposal. PUBLIC OUTREACH There was no specific public outreach performed in relation to this item aside from the normal meeting agenda process. As indicated above, the City discussed the proposed actions with AFSCME through proper means of outreach, both verbally and through email correspondence. AFSCME is in agreement with the City's approach. FINANCIAL IMPACTS The annual salary range for the Parks Maintenance Lead Worker position,is $6.3,877 - $77,646 as compared to the current salary range for the Parks Maintenance Worker II position which is $56,555 - $ 68,744. This results in increased salary and benefit costs of approximately $11,400 annually. Any increase in the current fiscal year will be absorbed in the existing budgets. A budget adjustment will be necessary for FY 19/20 budget and will be brought forward in conjunction with first quarter budget adjustments. ATTACHMENTS 1. Resolution 2 ATTACHMENT I RESOLUTION AUTHORIZING THE POSITION ALLOCATION OF ONE PARKS MAINTENANCE LEAD WORKER AND ELIMINATING THE POSITION ALLOCATION OF ONE PARKS MAINTENANCE WORKER II WHEREAS, the City Manager/Personnel Officer has determined that certain duties and responsibilities are currently performed by one Parks Maintenance Worker II position are more appropriately performed under the Parks Maintenance Lead Worker classification; and, WHEREAS, the City Manager/Personnel Officer has determined the addition of one Parks Maintenance Lead Worker position allocation and elimination of one Parks Maintenance Worker II position allocation properly aligns the description of the duties and responsibilities of the existing workload. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: 1. City staff have given proper notice of this action. 2. The City Council takes this action pursuant to Petaluma Municipal Code 3.04.020, the City of Petaluma Personnel Rules and Regulations (Rule IV - Classification and Rule V — Compensation) and, other applicable requirements. 3. The City Council authorizes the position allocation of one Parks Maintenance Lead Worker effective with the adoption of this Resolution. 4. The City Council eliminates the position allocation of one Parks Maintenance Worker II effective with the adoption of this Resolution. 3
