HomeMy WebLinkAboutStaff Report 3.F 07/01/2019DATE: July 1, 2019 TO: FROM: SUBJECT A;0- 05W =21 in Ix Honorable Mayor and Members of the City Council through City Manager 1` Cynthia Kasten, Interim Human Resources Director Resolution Amending the Pay Rates for Part -Time Positions Benchmarked to Living Wage Positions RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Amending the Pay Rates for Part -Time Positions Benchmarked to Living Wage Positions, if the City Council increases the Living Wage for Fiscal Year 2019-2020, BACKGROUND A related item is on the Council's agenda for July, 1, 2019, that would, with Council approval, increase the Living Wage rate for Fiscal Year 2019-2020. The City's part-time classifications of Building Attendant, Marina Attendant, Tiny Tots Teacher I, and Ramp Attendant are subject to the Living Wage. These positions, and Recreation positions benchmarked to the City's Living Wage positions, were last adjusted by 3.2% effective July 1, 2018. DISCUSSION It has been determined that the Consumer Price Index, upon which the Living Wage increase is calculated, has gone up 4.5% during the past year. If the City provides a 4.5% pay rate adjustment to those employees in Living Wage positions effective July 1, 2019, there are positions benchmarked to the City's Living Wage in the Recreation Services Division that have been treated in the same manner. To maintain pay rate consistency among those positions that are related and/or similar, but are not subject to the Living Wage ordinance, it is recommended that the Council also grant those part-time position classifications the 4.5% cost of living adjustment effective July 1, 2019. The affected positions and rates of pay are listed in Exhibit A. PUBLIC OUTREACH There was no specific outreach performed in relation to this item aside from the normal public meeting agenda process. FINANCIAL IMPACTS Increasing the Living Wage by 4.5%, effective July 1, 2019, will result in a total estimated increased cost to the City in FY 2019 - 2020 of $21,931. The estimated cost of adjusting the hourly wage of City of Petaluma Living Wage positions is $10,364, and the estimated cost for those part-time Recreation positions benchmarked to the City's Living Wage positions is $11,567. The General Fund's share of these costs is $20,041. ATTACHMENTS Resolution with Exhibit A — Pay Rate Schedule for Adjusted Part -Time Positions 0 ATTACHMENT 1 RESOLUTION AMENDING THE PAY RATES FOR PART-TIME POSITIONS BENCHMARKED TO LIVING WAGE POSITIONS WHEREAS, the December -to -December Consumer Price Index for San Francisco -Oakland -San Jose (CPI -U) indicates an overall increase of 4.5% in Bay Area consumer prices from December 2017 to December 2018; and, WHEREAS, the City Council of the City of Petaluma, pursuant to Petaluma Municipal Code Section 8.36.060.1), adopted a 4.5% cost of living adjustment to the Living Wage effective July 1, 2019 based upon the most recent December 2017 to December 2018 Consumer Price Index for San Francisco -Oakland -San Jose (CPI -U); and, WHEREAS, the City of Petaluma's part-time positions of Building Attendant, Marina Attendant, Ramp Attendant, and Tiny Tots Teacher I are subject to the Living Wage and will receive an increase of 4.5% effective July 1, 2019; and, WHEREAS, the City wishes to maintain pay rate consistency within certain part- time positions which are related, and/or similar to the City's Living Wage positions, but are not subject to the Living Wage ordinance; and, WHEREAS, the City last adjusted the pay rates for certain part-time positions effective July 1, 2018 by 3.2%. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: 1. The City Council does hereby approve a 4.5% pay rate adjustment for the part-time positions listed in Exhibit A which is attached hereto and hereby made a part hereof, and the schedule of pay rates for such listed part-time positions is hereby amended accordingly. 2.
