BACKGROUND
Oil December 17, 2018 the City COLluci I approved Resolution No. 2018-182 N,C.S , (Attachment
2) authorizing they City ManIgCI'Lo Execute a Professional Services Agrecincut (PSA) with.
David Best For Public At'[ Services fora Public Art Coinmission oil the 1,,ynch Creck'Vrail at
Lakeville Street and [lie PetalUrna River. The approved scope of scrvices segmented the project
into two distinct phases specifying City Council aiprovral at the conclusion of tasks associated
with Phase One and prior to uornmericcrnent ol'I'llaseTwo.
Tile PSA was fully execute(] oil January 24, 2019 and the at -list bas he en closely with as
subcommittee cal` the Petaluma PlAblic Art C.ornmittee (PPAC) to completcall tasks associated
Nvith phase 0114. The following suminorives Phase One tasks completed by the, Artist in
accordance with the approved scope of services.

committee expressed a preference for the Lynch Creek "Frallat Lakeville Street location. A title
report was obtained to docirtrnent the context and restrictions for the city owned pareel, OLltrCaCfi
by subconirnitice members was conduaed to surrounding businesses on Lakeville and Madison
strects.

At the IIIIAC's April 24, 2019 mecting, David Best presented his Drall Site -Specific Concept
tAtfiuch.ment 4). The artist described his concept as as Gateway for Petaluma in the form of a
Triumphal Arcli spanning the Lynch Creck 'Frail. The Artist's stated goal is to create ain artwork
using as rich pallet (if materials that would celebrate and honor the City and its people. ,after
discussion, the committee generally Supported the concept and reqnested further rclitioniclit to
incorporate seating and landscaping into the proposal and development ol-a 3-1) model/visual

Task 2C.- Revisted Di-qfi Concept
David Best incorporated feedback Froin the Community, city Staff, and PPACS' into as revised Draft
Concept, The revised concept was presented at an onsite community event on May 22, 2019 and
to the PP C' at their meeting on May 23, 2019. The artist also presented his dimensional
drawings showing the height and proposed placement of the artwork. Constructed from steel,
Best indicated the arched structure a P

At tile PPAC mecting on May, 23, 2019 the VBAC' reviewed the work completed to date and tile
revised draft concept presented by David Best. The PPAC found that the artist had satisfied each

At the coniniLinity circtit held on Jamiary 25'a, and 26"' David Best received a variety off'cedback
from those in attendance, with particular focus on vandalism and litter concerns. There was
fe,edback that lighting, benches, and regular maintenance to SUffOUDdilIg shrubs and grasswould
be important to improving the trail generally and enliancing, the ar-twork.

There was not an explicit preference expressed between the concept of an arch and aspire that
were presented as the dratl concepts. Somc members Of the public cautioned Best to not make a

sirticture mid not something where people could hide inside. Overall, attendees expressed
excitement to see the Nature ])]-all Site Specific Concept and many asked Best if they could assist
with the project as as volunteer.
Feedback to the revised site-specilic concept presented at the community meeting held on May
22, 2019 was overwhelmingly supportive. Commenters telt the structure was sturdy and built to
last and safe for pedestrimis with tio places for people to "hide out" in. Othcrs commented that
the location oti Lynch Creck trail and in proximity to the Petalturia River and Lakeville Street has
the potential to catch the attention of people who may stumble on the arch.
Staff reccived leedback that the public was pleased with the community event itself and that it
was a good opportimity to view the concept on location and get a sense orhow the artwork will
enhance the site. Concerns for the design include(] climb -ability and cotiftision over the hanging
element at the center. There wits as i°ecorninendation to include as lighting plan in the next phase
of work.

art within public view or access in private developments. The public art program
encourages the use of art to celebrate the City's rich history, its significant environmental
assets and the diversity of its community as well as to salute creativity, innovation and

The PPAC commissioned an artwork
from David Best in June of 2017 and a
subcommittee was formed consisting
of Bev Schorr Catherine Alden, and
Meg Geiss-Mooney. At that time, Best
explained to the committee that he
couldn't begin work on the
commission until the beginning of
2019 because of previous
commitments including an installation
at the Smithsonian Institute that kept
him in Washington for several
months. ti

However, in the meantime, the
committee was able to work with him to
find a site. After discussions with Best
and the committee, a list of sites was
complied and, In mid-August, the sub-
committee spent an afternoon with
Best touring approximately ten
locations. David picked the Lynch Creek
Trail site because of its industrial nature.
Once the Lynch Creek Trail property was
identified, Kevin Colin spent from Sept.
to Dec. 2017 vetting the site, checking
height limits with PG&E, and pulfing the
property's deed.
THE CITY OF MYALUNIA
PUBLIC ART CONWITTFF,
In mid-May 2018, Best did a presentation
to the PPAC. Two weeks later Brian
Goggin presented his concept for "Final
Balance" at two community meetings at
the Agus Cafe. Kevin Colin left shortly
after that in June and M Group didn't hire
a staff replacement until mid-July, six
weeks later. Once ,Armee Booker -Knight
was on board, she began working with
Heather Hines and city counsel in Sept.
2018 to draw up David's contract.
However, since it was a two-part contract,
It took time craft and then didn't get on
the City Council's agenda until mid -Dec,
2018

As soon as Best was under contract, the
subcommittee was able to regroup and get to work.
They set up a strategy session, on Dec. 28, 2018 to
discuss organizations/individuals who might be
tapped to help plan and execute landscaping for the
site once the footprint of the artwork was known, In
January, 2019, they contacted all the stakeholders
around the site and organized two community
meetings to present Best's three concepts: two
arches and a spire with metal flags,
Best was gone for the month of February in Coral
Gabtesjtorida installing a temple for the Parkland
shooting victims. In mid-March, he and Maggie
attended a DRC meeting with city staff. He is now
scheduled to present his final draft concept at the
next PPAC meeting on April
