Special Workshop Meeting
NOTE: Council Member Kearney participated in this meeting via teleconference from the main lobby of the
TownePlace Suites Fresno, 7127 North Fresno Street, Fresno, CA 93720. City Council Rules, Policies, and
Procedures (2004) establishes, in Rule II(G), the ability of Council Members to participate in a Council
Meeting by teleconference, when they are at least fifty miles outside the City limits.
Under the provisions of the Brown Act, Government Code §54953, the following conditions were met:
• The agenda was posted in the main lobby of the TownePlace Suites Fresno, 7127 North Fresno Street,
Fresno, CA 93720, at least 24 hours prior to this meeting.
• The location at 7127 North Fresno Street, Fresno, CA 93720 was accessible to the public.
• A quorum of the members of the Council participating in this meeting were at a location (s) within the
boundaries of the City.
• Any public present at the teleconference location would have been able to address the Council during
the Public Comment portions of the Council Meeting.

Mayor Barrett opened Public Comment.
Dennis Pocekay, NBOP/Rapid Response, Petaluma, in favor of raising the
minimum wage to enable workers to live in Petaluma.
Richard Marzo, Petaluma, Lace House Linen, does not think expediting minimum
wage increases is fair to businesses, and said that different cities having different
mandates leads to an unlevel playing field.
Stanton Lawson, Sequoia Senior Solutions, Petaluma, is concerned about the cost
increasing for seniors who require live-in care.
Christine Campbell, Nelson Staffing, Petaluma, suggested a hardship clause for
companies who may struggle to meet the minimum wage.
Sue Davy, North Bay Animal Services, in support of raising the minimum wage.
Lauren Ornelles, Good Empowerment Project, Petaluma, spoke about the
connection of low wages and access to good nutrition. Believes it needs to be
higher, such as a living wage.
Erin Chmielewski, NBOP, Petaluma, in support of raising the minimum wage.

There was Council consensus to direct staff to prepare a minimum wage
ordinance for Council adoption.
