Resolution Accepting Completion of the Onsite Vehicular Access Bridge Over
Ellis Creek Project C66101627
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Accepting Completion of
the Onsite Vehicular Access Bridge Over Ellis Creek Project C66101627.
BACKGROUND
This construction project involved the installation of a recycled railcar bridge over Ellis Creek at
the City's Ellis Creek Water Recycling Facility (ECWRF) to provide staff safe travel to and from
the plant's disinfection facility and outfall and storage ponds to the rest of the facility.
Previously, staff had to travel on Lakeville Highway to access the various facility sites, which
involved merging onto high-speed lanes with short acceleration lanes. Operations, maintenance,
and lab staff make an average of 200 trips to these facilities each month, often driving large
maintenance trucks and towing large pumps or other heavy equipment. The newly constructed
bridge will save an estimated 80 hours of staff time each month from a four -fold reduction of
travel distance.
Bids for the construction contract were opened on December 20, 2018. On February 4, 2019, the
City Council awarded the construction contract to Team Ghilotti, Inc. of Petaluma, CA in the
amount of $328,120. Construction was successfully completed in June 2019.
The proposed action meets Council Goal #10: "A City that Works for Everyone - Make the City
of Petaluma a model employer, and improve employee morale, productivity, and retention
through leadership and professional development, workplace safety and wellness programs,
encouraging creativity and innovation, and providing opportunities for connections between staff
and the community, and celebrating staff successes.
DISCUSSION
The final construction contract cost is $344,664, which included one change order in the amount
of $16,544.49. The change order was related to additional work to backfill the abutments,
improving the access roads, and one minor delay of the Contractor's schedule.
FINANCIAL IMPACTS
The approved project budget (Project Number 066101627) was $590,000. With the design,
construction contract, final quantities, contingency, construction management and inspection, the
total cost for the project was $462,642, as shown in following project breakdown:

*Note: The construction costs include $65,849 in labor, materials, and equipment for the
previously constructed approach roads to the bridge completed in house by Ellis Creek staff.
The project is funded through the wastewater capital fund. At project closeout, all remaining
funds will be returned to the Wastewater CIP fund to be used on other future projects. Following
the acceptance of the project, the City Clerk will file a Notice of Completion with the Sonoma
County Recorder and the Finance Department will release the contract retention account to the
contractor within 60 days.

RESOLUTION ACCEPTING COMPLETION OF
THE ONSITE VEHICULAR ACCESS BRIDGE OVER ELLIS CREEK
PROJECT C66101627
WHEREAS, City staff prepared construction bid documents and advertised for the
Onsite Vehicular Access Bridge Over Ellis Creek Project 066101627 to construct a recycled
railcar bridge over Ellis Creek at 3890 Cypress Drive, Petaluma, CA 94954 ("the project"); and
WHEREAS, the Project was bid on December 6, 2018, and four (4) bids were received
and opened on December 20, 2018 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Team Ghilotti,
Inc. from Petaluma, CA for $328,120.00; and
WHEREAS, by Resolution No. 2019-022 N.C.S., adopted on February 4, 2019, the City
Council found the bid of $328,120.00 for the project to be the lowest responsive bid, awarded the
Project to Team Ghilotti Inc., in the amount of $328,120.00, conditioned on Team Ghilotti Inc's
timely executing the project contract and submitting all required documents and authorized and
directed the City Manager to sign the project contract on behalf of the City; and
WHEREAS, the following contract change orders (CCO) affecting the Project amount
have been approved:

WHEREAS, the final contract amount, as amended, including all change orders,
overruns and underruns is $344,664.49 and is within the approved project budget and;
WHEREAS, based on the foregoing, staff recommends acceptance of the project on
behalf of the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
The contract titled Onsite Vehicular Access Bridge Over Ellis Creek Project, project
no. C66101627, with the final contract amount of $344,664.49, is accepted as
complete, subject to the Contractor's continuing warranty and other obligations
pursuant to the contract.
2. The City Clerk is hereby authorized and directed to file a Notice of Completion
concerning the project with the Sonoma County Clerk's Office within 10 days of the
date of this Resolution.
Staff are hereby authorized and directed to release all undisputed retention not subject
to pending change orders within 60 days of the date of this Resolution and in
accordance with the terms of the project contract, California Public Contract Code
Section 7107 and applicable law.
