Resolution Accepting Completion of the FY 18/19 Bikeway Striping Project by
Bayside Stripe and Seal, Inc.
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Accepting Completion of
the FY 18/19 Bikeway Striping Project, by Bayside Stripe and Seal, Inc.
BACKGROUND
The size, topography, and climate of the City of Petaluma make it an ideal city for bicycling. As
thirty-eight percent of Petaluma's working population are employed in Petaluma, increasing the
bicycle network could greatly decrease vehicle trips within the City. On March 19, 2018, a grant
was submitted to the Bay Area Air Quality Management District (BAAQMD) Bicycle Facilities
grant program to fund creation of 3.6 miles of additional Class III bikeways within Petaluma. On
December 20, 2018, the funding agreement between BAAQMD and the City was executed for
$48,500. Class III bikeways are for streets that are served by a dedicated bikeway. While they
don't provide a painted line separating a dedicated five -foot -wide bike lane, they are still
preferred by bicyclists and considered safer than no bikeway designation, due to added signage
and street markings. The five segments approved under the grant run adjacent to Grant,
McKinley, and McDowell Elementary Schools, and provide additional connections to the City's
three bus transit centers and the SMART station. The completed segments will fill gaps in the
City's bike route system.
The proposed action supports the City Council Goals #18, 20, 26 and 91: "A City that Works for
Everyone - Establish and improve paths, as useful transportation options, and make walking and
biking easy, fun and safe; Better integrate multi -modal transportation with street designs;
Update the City's Bicycle and Pedestrian plan and realize opportunities for crosstown
connections for all modes of transportation; and A Safe Community that Thrives - Implement
City Vision Zero plan with a focus on pedestrian and cyclist safety with improvements to
uncontrolled crosswalks, curb ramps, sidewalk, and bicycle infrastructure"
DISCUSSION
This contract includes the installation of Class III markings and signage on Grant Street,
Madison Street, I Street, East D Street, Maria Drive, McKenzie Avenue, Kresky Way, and St.
Francis Drive in accordance with the General Plan and Bicycle Facilities Master Plan. This work
was originally expected to be included in the FY 17/18 Pavement Restoration Project but the
grant agreement with BAAQMD was not able to be executed in time.
The final construction contract is $80,490 which includes one change order for $40,000 for
additional pavement striping. This additional pavement striping included maintenance striping
for several crosswalks and worn lane striping. The scope of this change order was the same type
of work and in the same general vicinity as the original contract and utilized the original contract
square foot price. There are no disputed claims and the project was completed satisfactorily
without any significant incidents.
PUBLIC OUTREACH
The project was presented to the Pedestrian and Bicycle Advisory Committee as an information
item. This agenda item appeared on the City's tentative agenda document on Monday, July 22,
2019 which was a publicly -noticed meeting.
FINANCIAL IMPACTS
Under the funding agreement, the City will contribute $8,324.40 as the local match from the FY
18/19 Pavement Restoration Project, C16101823.

RESOLUTION ACCEPTING COMPLETION OF THE FY 18/19 BIKEWAY STRIPING
PROJECT, TO BAYSIDE STRIPE AND SEAL INC.
WHEREAS, City staff prepared construction bid documents and advertised for the 18/19
Bikeway Way Striping Project to install class III sharrows ("the project"); and
WHEREAS, the project was bid on February 7, 2019, and three (3) bid was received and
opened on February 28, 2019 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Bayside Stripe
and Seal, Inc. from Petaluma, CA for $40,490; and
WHEREAS, it was determined that Bayside Stripe and Seal, Inc's bid satisfied the
bidding requirements for the Project; and
WHEREAS, Bayside Stripe and Seal, Inc., possessed a valid California Contractor's
License, Class C-32, #883985, that allowed Bayside Stripe and Seal, Inc. to perform the work for
the Project; and
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"),
Section 15301, because the project consists of repair and maintenance to an existing public
street; and
WHEREAS, the following contract change orders (COO) affecting the project amount
were approved:

WHEREAS, the final contract amount, as amended, including all adjustments is
$80,490.00; and
WHEREAS, the Project was inspected and determined to be complete with the contract
requirements, and the Contractor's continuing warranty and other obligations pursuant to the
contract; and
WHEREAS, based on the foregoing, staff recommends acceptance of the Project on
behalf of the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
The contract titled 18/19 Bikeway Striping Project, with the final contract amount of
$80,490, is accepted as complete, subject to the Contractor's continuing warranty and
other obligations pursuant to the contract.
2. The City Clerk is hereby authorized and directed to file a Notice of Completion
concerning the Project with the Sonoma County Clerk's Office within 10 days of the
date of this Resolution.
The Public Works and Utilities Director is hereby authorized and directed to release
all undisputed retention not subject to pending change orders within 60 days of the
date of this Resolution and in accordance with the terms of the Project contract,
California Public Contract Code Section 7107, and applicable law.
