6 APPROVING THE 1997-98 ACTION PLAN OF THE PETALUMA
7 CONSOLIDATED PLAN STRATEGY AND PROPOSED USE OF COMMUNITY
8 DEVELOPMENT BLOCK GRANT F[JNDS

12 WHEREAS, the City of Petaluma is an entitlement community under the jurisdiction
13 of the Department of Housing and Urban Development (HUD) Community
14 Development Block Grant Program; and
15

17 WHEREAS, as part of the Consolidated Plan Strategy, HUD requires an annual
18 Action Plan which is comprised of the community's projected use of Block Grant funds
19 to address community needs; and

22 WHEREAS, the Action Plan priorities were updated to meet the changing needs of
23 low and moderate income residents in Petaluma and those changes are reflected.in
24 Resolution /~97-37 NCS; and

27 WHEREAS, a public hearing was noticed. and conducted to hear comments from the
28 community on the proposed projects and programs and the City Council found the
29 proposed funding plan to be consistent with the Consolidated Plan;

32 THEREFORE BE IT RESOLVED by the Petaluma City Council that the Action Plan
33 as shown in Exhibit A to this Resolution is approved and adopted for FY 1997-98 and
34 that the City Manager is hereby authorized and directed to execute the required
35 Standard Form 424 and to submit that and all other required forms and certifications to
36 HUD; and

3 BE IT FURTHER RESOLVED that in the event of budget changes due to a reduced
4 grant allocation or project/program changes, the City Manager is hereby authorized,
5 under the provisions of the City Charter, to transfer appropriations between the
6 programs listed in Exhibit A.

Development.
