HomeMy WebLinkAboutStaff Report 4.D 08/05/2019DATE: TO: FROM: SUBJECT • — • • illda August 5, 2019 Honorable Mayor and Members of the City Council through City Manager' Dan St. John, F.ASCE — Director, Public Works and Utilities Kent Carothers, P.E. — Operations Manager Resolution Authorizing Award of Contract for Corp Yard Tank Demo Phase RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing Award of Corp Yard Tank Demo Phase 1. BACKGROUND The Hopper Street Pollution Control Plant was built in 1936. The operation included several clarifiers, digesters, and trickling filters to treat wastewater. The Hopper Street Plant was abandoned in July 2009 when the Ellis Creek Water Recycling Facility began operations. The Corporation Yard for Public Works has occupied a portion of the facility since the abandonment. Over the past decade, Animal Services, the Mary Isaaks Center, and Recology use the Hopper Street facility along with Public Works and Utilities. Public Works has run out of space for daily operations, equipment and material storage, employee parking, and storage of vehicles awaiting auction. Recently there have been incidents involving tight vehicle maneuvering which have led to safety concerns regarding operation of Animal Services intermixed with operation and maintenance activities. The Fire and Police Departments are also looking for additional secured areas for vehicle storage. The Phase 1 project includes removal of decommissioned structures including one clarifier tank near the vehicle repairs building on the north entrance and two large trickling filters in the center of the Hopper Street facility. This tank demolition phase is needed for any future use of the site as determined by the master planning effort. In the interim, these structures will be removed and replaced with laydown area (vehicle access, maneuvering, and parking.) The demolition and surfacing improvements will permit more vehicle and equipment storage, as well as additional parking and it will open the site for additional safety in maneuvering vehicles and equipment. DISCUSSION Staff compiled contract documents for the subject project and issued a Notice Inviting Bids on June 5, 2019. The bid schedule included demolition of the three tanks and associated structures and placing fill, rock, and pavement with drainage considerations to allow a laydown area for the corporation yard. On July 3, 2019, four bids were received as follows: Name of Bidder Coastside Construction CVE Demolition, Inc. Ghilotti Construction Team Ghilotti, Inc. Engineer's Estimate Business Location ( Base Bid Santa Rosa $683,405 Fresno $764,793 Santa Rosa $798,000 Petaluma $815,141 N/A $700,000 Staff verified that Coastside Concrete & Construction, Inc. possesses a valid Class A California Contractor's License, number 995338, which qualifies Coastside Concrete & Construction, Inc. to perform the work. Coastside Concrete & Construction, Inc. has performed a number of recent projects for the City and their work has been timely and satisfactory. The contract is schedule for sixty working days to substantially complete the project before winter. Construction management and inspection services will be conducted by City staff. An on-call geotechnical firm will assist with testing and material conformance. PUBLIC OUTREACH Letters to the identified stakeholders were mailed and staff has discussed the preliminary project scope with Animal Services and COTS in person. Stakeholders, including COTS, Animal Control Services, and adjacent property owners, will be notified prior to the start of construction with contact information for Coastside's superintendent as well as for City inspection staff. FINANCIAL IMPACTS The Engineers Estimate was $700,00 to perform the work. A contingency of $100,000 included in the budget. Staff time, geotechnical, and administration cost are anticipated to be $90,000 for a total project budget of $890,000. The project will be funded with reserves in the Wastewater funds. A budget adjustment request will be brought forward in conjunction with FY 19/20 first quarter budget adjustments. A CIP project budget will be prepared. No general funds will be used for this project. Resolution 2. Location Map I Attachment 1 RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR CORP YARD TANK DEMO PHASE 1 WHEREAS, City staff has prepared construction bid documents and advertised for construction of the Project; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the Project was bid on June 5, 2019, and four bids were received on July 3, 2019 and opened in accordance with applicable law; and WHEREAS, the lowest bid for the Project was from Coastside Concrete & Construction, Inc. for $683,405; and WHEREAS, staff has determined that Coastside Concrete & Construction, Inc. submitted a responsive and responsible bid and satisfies the bidding requirements for the Contract; and WHEREAS, staff has verified that Coastside Concrete & Construction, Inc. possesses a valid California Contractor's License, Class A, number 995338 that qualifies Coastside Concrete & Construction, Inc. to perform the Project; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, waives any and all non-conformance in the bid of Coastside Concrete & Construction, Inc. for the Corp Yard Tank Demo Phase 1 project and finds the bid of $683,405 to be the lowest responsive bid, and further finds that Coastside Concrete & Construction, Inc. is the lowest responsible bidder; and 2. Awards the contract for the Corp yard Tank Demo Phase 1 to Coastside Concrete & Construction, Inc. in the amount of $683,405, conditioned on Coastside Concrete & Construction, Inc. timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents; and Directs staff to issue a notice of award to Coastside Concrete & Construction, Inc.; and Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by Coastside Concrete & Construction, Inc. of the signed project contract and all other required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents.
