Civic or Charitable Organization to which you have belonged, Position/Office Held, and Dates: Starting in high school, I was a volunteer with the organization Amigos de Las Americas that organizes public health service work in a number of Latin American countries. For two months in 1980, 1 lived with a Dominican family in Santo Domingo, the capital of the Dominican Republic and gave vaccinations in poor neighborhoods with a Dominican health work partner. The next summer, I was a Route Leader for Amigos organizing public health projects and volunteer housing and work contacts in the far northern areas of Paraguay. In 1985, 1 worked with the Nature Conservancy as an intern on Ring Mountain Preserve. After graduating I worked for the non profit San Francisco Conservation Corps, as a Crew Supervisor from 1987-1989 and the East Bay Conservation Corps as a Project Manager from 1990 to 1993. These programs seek to provide job training and GED level education to "high risk" urban youth to increase their participation and opportunities in the job market. In between these two positions, I worked for a year in non profit housing development with Catholic Charities in Oakland as a housing specialist. This work focused on redeveloping a site for transitional housing and developing a 10 unit building for permanent housing. While living in Portland from 1996- 2004, 1 was part of a small group that started a non profit organization called Urban Water Works that developed green schoolyard storm water gardens for four (4) Portland public schools and advocated for green infrastructure around the city. I was the lead landscape designer in the organization. Additionally, while in Portland I co-founded Wen Wu School Portland to teach Wild Goose Qigong in 2000 and that school continues today. My family has a vineyard property in the Calistoga area that we have owned since the late 40s. After completing some restoration work along the Napa River, I worked with adjacent land owners to form Selby Creek Watershed Partners, an informal group that launched, applied for an received state grant funding and completed a mile long restoration project along Selby Creek from the Silverado Trail to the confluence of the Napa River from 2004 to 2010. In 2009, 1 was elected to the executive board of the Northern California Chapter of the American Society of Landscape Architects and in 2010 1 was President of the board. While President, I began an Emerging Professionals program for our area that engaged landscape designers and architects that were in the earlier stages of their careers in programs and activities to enrich their knowledge of the field and connections with potential mentors and advisors. Currently, I am a member of the local Milo Baker Chapter of the California Native Plant Society, a member of the California Native Grassland Association, and a member of the Society for Ecological Restoration. In addition, I have been an active donor for Daily Acts for over two years. Ann Baker What Special Interests/Skills/Talents would you bring to this Board, Commission, or Commitfee? My BA degree at Harvard was in social theory and I wrote my senior thesis on the antinuclear movement of the 1980s that focused on women's participation in peace encampments in the U.S. and U.K, described their goals and tactics. This part of my education gave me some understanding of how societal changes can come about, and the sociocultural roots of our relationship to natural and working landscapes is a long term interest. Working on Ring Mt. Preserve, a rare plants preserve in Tiburon, CA for the Nature Conservancy introduced me to California native grasses and wildflowers and all the creatures that depend upon them and how to care for grasslands and oak woodlands which is a core interest today. My education in landscape architecture at UC Berkeley focused on ecological and social factors that shape the built environment, and that emphasized deep knowledge and observation of a place as a prerequisite to design. While in school, I took an ecological design arts course with John Todd of Ocean Arks International who developed the "living machine" technology for natural bio-remediation and purification of waste water; a program that distilled the elemental principles of ecological system design. From 1993-1996, 1 worked for the Department of Public Works in San Francisco and was tasked with designing and implementing natural areas restoration and erosion control and pathway projects in Golden Gate Park. Permaculture and this way of systems based design became key design tool and site analysis methodology after taking a design course in 1998. In 2003, 1 was asked to join international ecological designer and artist Betsy Damon in work with the Beijing Hydrological Planning Institute to create conceptual designs and illustrative planning documents and presentations that were focused on the Wen Yu He River and Liang Sui River in Beijing. Our effort was to introduce ways of enhancing their rivers as healthy ecological systems comprised of native vegetation, secondary channels, terraces, stormwater basins, urban runoff bioremediation practices and a number of other improvements to what were primarily engineered drainage systems. Most recently I worked with Sherrie Smith -Ferri and Katie Marsolan with the Grace Hudson Museum, and City of Ukiah to write a 3M grant for the museum to create a nature education garden that showcases how Porno Indian peoples managed the plant communities of the Ukiah Valley and illustrated their values and knowledge base of how to care for plant and animal communities. I liken understanding native peoples' values and practices to reading an instruction manual for managing our native landscapes, and the project also increased my awareness how our cultural values shape how we approach landscapes and our decision making. TLast year I worked with the Sonoma County Water Agency and the City of Santa Rosa to create permit ready landscape designs for people rebuilding after the Tubbs Fire. It is an all hands on deck situation, but we are collectively trying to steer our economy and our culture, which is not as handy as a boat, and so this effort will take time, patience, persistence, ingenuity, creativity, inspiration, strategic thinking, teamwork, humility and humor. Our cultural values, our use of technology and our decisions around land use all need to adjust to new priorities in order to redesign work, play, and daily life to live in a less energy intensive fashion and enjoy modern life. Citizens of Petaluma deserve to engage in an informed dialogue about how to make these changes and examine the many ways we can reduce energy use and increase local carbon sequestration and prepare ourselves for the climate changes already coming our way. If we work thoughtfully to invest in solutions that have multiple benefits we can enhance Petaluma by making the city more walkable and lively, our neighborhoods more connected, our transit means more efficient and enjoyable and integrate our city better with resilient natural and edible landscapes. I'd like to be a member of the commission to advance integrative thinking on issues of landscape and the built environment. I've worked a lot on community based design and understand how to facilitate a community process. I've always been a team player and was trained early in the model of leadership that sees the leader as a servant to the community. I've also experienced how difficult it can be for a community or institution to change in deep ways and that there can be resistance and difficulties that arise both seen and unforseen. To me this is an expected part of the process and why we must create a process that is inclusive and flexible and respond to people who are coming with different perspectives. Environmental justice or climate justice is a real thing and understanding how different folks in our community are affected by climate change and including their voices and opinions in the seeking solutions is essential. It helps to think wider than ourselves and one thing we may want to do as a community is have sister/brother communities in other parts of the world that we connect with and exchange ideas and support. This can be done a the city level but also by Petaluma schools and other citizen groups. Some of the specific objectives I'd like to accomplish are promoting green streets and complete streets, promoting a healthy urban forest, reducing landscape water use and increasing groundwater recharge, and improving native plant and wildlife habitat both in city areas and at our outskirts and making natural spaces more available for everyday use. Reducing water use is a way to reduce energy as pumping of water uses quite a lot of energy. As a community, we can begin to create metrics for our progress by looking at overall energy use in Petaluma, government and school energy use, set goals and evaluate how we are doing in promoting carpooling, biking, scoot, walking and other lightly motorized or non motorized Is there any other information that you feel would be useful to the City Council in reviewing your application? I look forward to answering any questions and sharing further information at the council meeting. I think it's important to have more than one person on the commission that is knowledgeable about our local ecology and our landscapes and speaks up for an "all our relations (all species) perspective as we are very out of balance in this regard and placing high importance on getting back in balance will help our overall effort. I find The Natural Step to be an important voice in how to address climate change and it's emphasis on stopping to "mine" resources of any kind, and stopping accumulatation of pollutants, and that inequity has to be addressed in order to stop overuse of resources. 4 Ann Baker Are you associated with any Organization/Employer that might be deemed a conflict of interest in performing our duties if appointed to this position? 1 have my own business, Ann Baker Landscape Architecture. Do you have, professional expertise in climate issues? If so, please briefly list your relevant professional experience. I am a licensed landscape architect specializing in ecological design and restoration. I am very aware of how climate change is affecting our landscapes and how we need to reduce energy use in maintaining them and increase their productivity and output in terms of edibles, habitat, storm water management, bioremediation of urban pollutants, and carbon sequestration as well as improving our urban forests to cool urban heat islands. I know how to design these systems and also how to evaluate where they would be most effective and how to integrate them within our environment. Climate change is going to increasingly affect the livability of our cities in myriad ways so we need to plan in an integrated way for new housing, economic changes and transitions, greener street/pedestrian/bike systems, healthy urban waterways, healthy urban forests, linked parks and open space. To do this we need a facilitated, supported community dialogue to help us prioritize these initiatives, seek supportive funding from the State and other entities and begin to implement these new systems in ways that we can manage adaptively, replicate, and improve upon. In this way, we become more resilient to climate change each time we make investments in a community infrastructure or element. I have planned large ecological sites, worked on ecological city design, facilitated community projects and created progressive designs to address these challenges. 1 Ann Baker What qualifies you to serve on the Climate Action Commission? I listed in my city application form many of my past employment and experiences that give me knowledge and insight how to address climate change. I am very experienced in sustainable landscape design, ecological restoration, and community based design processes. I'm a good presenter and facilitator and enjoy working with groups to tackle challenging problems with creative ideas. I grew up in the Bay Area and know our area well and have a lot of contacts and relationships in agriculture as well as the design and restoration community and friends working on climate change at the state and international level. I can funnel information into the City's process and also back out to share our experience and catalyze other action by other organizations and cities. Generally speaking we have the technical knowledge how to reduce our energy use and address climate change. Our biggest challenges are how to collectively make decisions that scale up effective measures quickly and cost effectively, and how to ameliorate the impacts equitably and share in the solutions equitably so that we address environmental justice and improve social equity as we move forward. I have a strong understanding how difficult prioritizing our goals and actions may be and why it's worthwhile to take the time to do it right and build a strong community foundation for united action that works as much as possible without creating "winner" or "losers" but improving everyone's quality of life and experience living in Petaluma and our county. What is your understanding of the climate crisis? What is the urgency and how are you involved in climate action? I understand that we are close to crossing the 1.5 degree C threshold that climate science has determined to be the point at which our climate becomes less stable and impacts may start cascading. For example, in western forests we have a combination of 100 years of fire suppression, climate impacts of drought and heat, insect impacts increased by drought and heat, and plant communities impacted by invasive plant species changing fuel configurations and quantities. All these interactions have caused larger fires that have torched communities in western states causing massive rebuilding efforts that use a tremendous amount of energy. So I think the urgency is very high and very real but we don't always see or experience these impacts directly and we certainly don't experience them proportionally. There is a sense of waiting for the government to fix this, but i it's too big and urgent and complex for the government alone to fix it. We all need to jump in and start fixing it in our personal lives, in our neighborhoods, in our towns and cities, our states and every level on up organizing and communicating and sharing information extensively as we go. Up to now, I have been working on progressive and ecological landscape design, and supporting climate change advocates like Daily Acts, marching, leasing electric vehicles, cutting our utility bills, but I see that isn't nearly enough. We need our community knowledge base to be increased and a conversation to be had on our values and priorities, and developing a plan of action that we can take over the next 1- 30 years to get our community and local ecologies ready for climate change and leave it in the best possible shape for our children and their children. In addition to a climate amelioration and adaptation plan, we also need some ways to measure our progress and hold each other accountable for meeting our goals. What is your experience working on policy issues, including promoting awareness, creating consensus, and interacting with others who may have opposing opinions or views? I've worked a lot in facilitating design processes that build consensus for the design of community spaces. More recently I've started to give presentations on sustainable landscapes and fire safer landscapes in wildland areas and work on the connectivity between highly functioning natural areas and natural systems and urban spaces. In integrating natural and urban systems and we can work toward multiple environmental benefits and decreased infrastructure cost. Always in community design processes or in seeking collaborative partners in restoration efforts, I encounter different points of view and finding ways to work together is a essential part of the process. Sometimes creating more of a common knowledge base addresses these differences. Sometimes its a process of gaining a greater reciprocal understanding of peoples values and priorities and working toward win/win solutions. Sometimes, through working together, we gain trust and shared experiences that help bridge differing points of view. Typically it takes all of the above, patience humor and being persistent through setbacks. Generally I find that the people who show up want to participate even they are skeptical or against something. The fact that they show up indicates they care, and want to be involved and have something to share or contribute to the process. Working with high risk youth in the SF Conservation Corps just out of college taught me that respect is a two way street; if you don't give it, you won't get it, and you won't be effective in the long run. People are so much more effective when we work as a team and so team building and inclusiveness and making things memorable and fun are essential to making progress on difficult issues. I played competitive sports and was captain of my college soccer team, but know it's the same qualities that make a good leader as make a good team mate. Creating an ethos and experience of a good team working together, being respectful, engaging constructively creates the most effective solutions and incorporates more diversity of views. Recently, I worked on the permitted garden templates for the rebuild in Santa Rosa,. We included rain gardens as 4-12% of the landscape area and while seemingly small, these rain gardens implemented across large neighborhoods have a large effect on groundwater recharge and lead to downsizing of stormwater infrastructure systems that saves substantial cost. In addition, more water loving plants can grow in the raingardens and less water is needed to sustain them as water is "banked" -in the soil during the rainy season. This "small" solution can have a big effect when scaled up in a community and homeowners, contractors, and developers gain awareness of the benefits and are supported in learning how to install and maintain them. These types of "smaller' fixes, applied broadly add up to big wins environmentally and help connect people to the water cycle, using less water, understanding soil health and the effects of compaction. They can have a multiplier effect outward as people catch on and start applying and innovating. We worked through the City of Santa Rosa to get designs permitted and make them open source and have done a series of workshops promoting them and now Daily Acts is constructing demonstration gardens showcasing these and other sustainable features in Coffey Park. 10 Ann Baker In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma are equitable and inclusive? Thanks for putting this issue at the forefront. We need to ask to hear from a broad and inclusive cross section of the community and understand how climate change is affecting people's lives and livelihood now and their concerns for future effects. Health impacts, job impacts, business impacts, neighborhood impacts from flooding or heat islands - all these things will affect some people more than others. Strategic planning using programs like Urban Footprint, SWOT type assessments of the strengths and weakness of Petaluma's built environment, and community strengths and weaknesses, will be really helpful. Having a well designed and facilitated community engagement process, and one with full Spanish translation, is essential to creating an inclusive dialogue and vision setting process consistently from the outset. Through such a process, Petaluma can identify neighborhoods and communities with greater threats and impacts, map these and start to prioritize improvements and investments. The State of California has a number of grant programs seeking to support such efforts for less advantaged communities in particular and Petaluma can prioritize that work within city limits but also support it in adjacent unincorporated areas. How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission? I feel like the climate crisis has been years in the making and will be many years in addressing and in a sense "weathering". We are not going to avoid many of its impacts and it will change our lives in many ways. We may see communities around the world suffer greatly especially if we don't take strong action now. For this reason I think creating brother/sister relationships with a number of communities is important ethically, to create a kind of social "life raft" where we share experiences and empathy and spurs us to work harder together. Climate change is about as welcome as a long term debt on a credit card being past due, but it can also make us look at ways our present lifestyle doesn't totally serve us and create healthy people and communities. In solving the climate crisis, we can do it in a way that gets us out in reduces pollution and its health impacts, creates more community based activities, heals natural areas in our cities, and solves some social inequities. There is a lot of work to do but I think we will be rewarded for doing it well and together as a community in more ways than we can count. Listening to each neighborhood and creating a neighborhood summary that is updatable for progress and changes 2. Analysis of potential impacts neighborhoods and city wide and also local industries and businesses. 3. Urban Footprint type alternatives analysis of the impacts of different choices and investments in city planning, urban design, new developments, parks, green streets etc. 4. Community goal setting and prioritizing activities 5. Create 3-5 areas of focus and extensive effort for initial period of 5-10 years 6. Create a 5 year action plan that looks for solutions large and small that has multiple benefits, good return on investment, catalyzes further changes, and intercepts or stops climate impacts and/or energy use cascades 7. Create a separate group that conducts assessments and recommends adaptive changes to the 5 year action plan that is responsive to community input but not invested in defending the original goal setting and planning efforts 8. Therefore I want to offer my experience to the city on directions we can take that will realistically help the City, County, State and world. 1 have seen and been a part of very succesful and not succesful climate change mitigation efforts and want to help the city quickly move towards success while avoiding ideas that have been tried and found to be less effective. If appointed I feel like the Commission has a role to play in supporting the Council with well -researched, community -vetted, realistic, impactful and implementable strategy and policy recommendations. I see the Council set up the Commission to also play a role in community engagement and outreach in order to help the various parts of our community better understand our climate challenges, our possible options and then help them to come together around common solutions. What is your understanding of the climate crisis? What is the urgency and how are you involved in climate action? Human society has produced a significant amount of greenhouse gas emissions that has led to levels in the atmosphere that are causing a warming of our planet that is already leading to negative impacts from weather and carry -on impacts, such as sea level rise. These impacts are expected to worsen and will be felt disproportionally by lower -income communities least able to adapt to the new climate reality. The urgency to address this crisis is great as emissions levels look to be accelerating and we have passed the point that the leading scientists suggest is a safe level of warming to avoid the catastrophic impacts of climate change. I lead a multi-sectoral industry coalition of utilities, manufacturers, builders, cities and NGOs that work on market and policy solutions to building pollution. I also seek to take personal responsibility for my and my family's role in climate change by reducing emissions from our lifestyles. What is your experience working on policy issues, including promoting awareness, creating consensus, and interacting with others who may have opposing opinions or views? My career of nearly 20 years working on climate change at its heart has been efforts to bring together disparate stakeholders to try to find common ground. I have worked with individuals and groups of industries and citizens that had concerns about different proposed approaches to addressing climate change. Whether their concerns are personal property, cost, convenience, aesthetics, environment or any others it is necessary to understand where people are coming from and why they feel the way they do in order to craft solutions that will work for the widest range of Petaluma's citizens, businesses and civic organizations. 19 Panama Bartholomy In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma are equitable and inclusive? Step one in any efforts to ensure more equitable approaches to climate solutions is to engage various groups and citizens that represent historically underserved communities and communities that will have a harder time accessing potential solutions. This engagement should be an opportunity to listen to these communities and involve them in discussions to draw out what their reality is, their needs are and their ideas for climate action. This should be a part a robust assessment of community needs, development of common indicators to measure success and set goals for the City's climate efforts. These efforts should be done with the above community groups that have already been engaged with and brought into the "community of solutions" so that there is a foundation of trust between the City and these communities before work together begins and they don't feel that the approach and solutions are already baked before being brought to them for their input. After goals and measurement indicators are adopted and the communities have been engaged with groups and leaders within underserved communities can be identified to help organize community -led decision making processes that will more deeply engage the community in the Committee's actions. This should include holding events at locations and times more easily accessible to underserved communities, extra outreach, including translation, to underserved populations about events and policies and policy development efforts that allow opportunities to educate citizens and involve them in choices and trade-offs in the development process. How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission? feel it is tragic and frightening. It is an existential crisis that requires political action to bring about reductions from large fossil -fuel companies, changes in the way that we build -out communities and some life-style adjustments to avoid the worst impacts from it. As a Committee -member I would need to balance what I may feel is needed to be done globally with the reality of what we can feasibly achieve in Petaluma. I feel my background in the science, policy and communication of climate change and my passion and concern about the crises would make me an active and driven committee -member that would push the committee to adopt the types of policies we need and can implement. I would feel driven to engage the community and community groups because no local solutions can be achieved without their support and therefore my concern for climate would push me to be sure they are a equal partner in developing recommendations for the Council. Please provide examples of actions the City should take to address the climate crisis. It comes down to transportation and buildings. Together these two sectors represent 92% of the City's direct emissions (Transportation 64%, Buildings 24%). So our focus, if we are to look at direct emissions rather than indirect emissions (purchasing, lifestyle, etc.) needs to be on solutions in these two sectors. For transportation we need to build and renovate our community to allow for options for mobility outside of a single -occupant vehicle, need to invest in a more robust public transportation network, need to offer all -electric transportation options (car share for example) and help citizens move their own transportation choices off of fossil fuels (permit fee reductions and streamlining, education, etc.). For buildings we have the benefit of Sonoma Clean Power (SCP) in our community. This means we have electricity that is both cheaper and cleaner than the State average. We need to find ways to use this cleaner and cheaper electricity to replace other fossil -fuels in our homes, our heating systems. The city should consider ways to avoid the laying of new fossil fuel infrastructure and helping building owners and occupants transition off of fossil fuels in their buildings. Nothing feels better, to me, than finding solutions that are acceptable to all stake holders. I want to bring these collaboration skills and technical knowledge back to my home town, Petaluma. At least half of my work has been remodeling existing buildings —which is one of the biggest building challenges we face in Petaluma. In fact remodeling to make existing buildings very energy efficient and healthy for the occupants is the best green choice because of all of the embodied energy and resources saved. A substantial added bonus, is that making residences energy efficient for low income people makes housing more affordable, more comfortable and healthier. I have designed affordable housing in Petaluma, both new and remodels. Careful design for the site conditions and microclimate makes a huge difference without adding cost. What is the urgency and how are you involved in climate action? I have the good fortune of having climate action be my profession, and my mission in life! Because of this, I grieve for Mother Earth and her inhabitants. The knowledge that humans are willfully exploiting and poisoning our planet became so unbearable over a decade ago that I began studying the moral and ethical issues of the nightmare possibility that humans (along with the vast majority of all life), could become extinct as a direct result of climate change. Dr. Elizabeth Kubler-Ross divides grief into different stages. The first stage is Denial —where too many of our decision - makers choose to remain. The second stage is Anger —where the majority of the frustrated, irritated and anxious among us have gotten stuck. The last stage is Acceptance —where I believe the Petaluma Climate Action Committee is right now —exploring options to put a new plan in place, then moving forward to find solutions. One critical component of this plan will be taking a deep look at the recommendations from other local groups like the , the Center for Climate Protection, Sonoma County Regional Climate Protection Authority, Sonoma County Conservation Action, etc. We can then extrapolate what is especially relevant to Petaluma and raise the bar where it will be most effective for Petaluma's circumstances. A specific example comes from my four year tenure as an appointed member of Sonoma Clean Power (SCP), Business Operations Committee/Community Advisory Committee. One of my fellow committee members was also serving on the board of a Sonoma County anti -tax organization. Citing his career as a financial expert for Chevron, he publicly declared that the "only community benefit should be the lowest possible rates." To be honest, for awhile I felt he was my nemesis. Then I made an effort to get to see him as a complex human being who had a very different life and professional experience than my own. I began to listen to his comments at meetings with curiosity rather than judgement. At one memorable SCP meeting I publicly said that I understood this fellow's concern about being fiscally responsible to the community. I then followed this with the suggestion to be "extra careful about the choices we make for reducing green house gases (GHG), by using the best available science while also being the most cost effective. He enthusiastically agreed, adding, "Let's find the most cost effective ways to reduce GHG." To my surprise, this consensus building was as glorious to me as solving complex technical problems or resolving management dilemmas. 28 George Beeler In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma are equitable and inclusive? By actively engaging with the stressed -out individuals and groups who live under constant threat of economic, ethnic, cultural and/or gender bias, and therefore feel uncomfortable engaging in local government forums, town -hall meetings, and other traditional outreach activities. We must creatively build upon our already established lines of communication with those city, county, and regional entities which already have trusting relationships in those communities. This knowledge became so unbearable over a decade ago that I began studying the moral and ethical issues of the nightmare possibility that humans along with the vast majority of life on the Earth could become extinct from climate change. I have found comfort and encouragement in the teaching of great thinkers like Joanna Macy who says, paraphrasing, how lucky we are to be alive at this time when humans know the necessity to evolve from our adolescent behavior of exploiting the Earth without regard to the consequences to maturing to an adult attitude of taking responsibility for our actions. I have the good fortune of having climate action as both my profession and my mission in life! Working on this with other dedicated people is my antidote for despair. My wife and I walk our talk. We remodeled our home to be the first in CA to meet the Thousand Home Challenge. We only drive solar and Evergreen charged electric cars. The last time I did a careful analysis our carbon footprint was 1/10th of the average American while we are living a very comfortable but delightfully modest lifestyle. Please provide examples of actions the City should take to address the climate crisis. First, after understanding our full charge from our Petaluma City Council, I believe the commission should take a deep look at the recommendations of our fine Sonoma County groups like the Center for Climate Protection, Sonoma County Regional Climate Protection Authority, Sonoma County Conservation Action, etc. We should explore what is especially relevant to Petaluma and raise the bar where it will be most effective for Petaluma's circumstances including all stake holder interests, reducing green house gases, being cost effective and being equitable. • We do not need to reinvent the wheel for many other ideas, we can learn from the experiments of similar communities. • Provide affordable housing for our Petaluma work force to be equitable while reducing commuting GHG. • Look for ways to encourage the market place to address the full range of climate mitigation. The City Council should be taking steps to ensure the Climate Action Commission include citizens of diverse racial and social -economic i backgrounds, not just individuals with expertise in climate change. Input from a cross-section of the polity is required when considering legislation and programs that will impact the lives of the citizens. As a commissioner, I would promote the concept of inclusion and transparency within the work of the commission and seek to get input from as many citizens of Petaluma as possible.
