Why do I want to serve on Petaluma Climate Action Commission?
In a word: "responsibility". The climate crisis demands a response. I feel I have a unique ability to help.
I have been working for the health of our global community since I was 16. In retrospect, my entire adult life has been in
preparation for the climate emergency work I am doing today. Professionally and as a volunteer, I've worked in capacities
and for organizations that require teamwork, leadership, and a strong sense of mission. I've been immersed in the subject
matter —climate, energy, food, community —and in the methods people use to solve problems and get good work done.
I have worked on energy and resources policy and programs at the federal, state and local level, and I see that Petaluma is
very well positioned to take advantage our situation and make great progress. This will benefit our community and be
shared with other towns. We are all in this together.
Climate change is rightly called an existential threat, and yet, with delightful irony, it is the quintessential opportunity —for
humanity to get things right, to create a heaven on earth (or, if we fail, that other place!) Thus, our work has to be about
more than the right climate policies or technologies, important as they are. It's about how people deal with each other.
In the early 1980s another existential threat loomed: the idea of a winnable nuclear war. My wife and I were new parents;
we joined the Petaluma Chapter of "Beyond War", a non -partisan educational NGO. Beyond War called for "a new way of
thinking", based on the unity of life on earth. One of our key principles was to maintain an attitude of good will, and not
preoccupy ourselves with enemies.
Fast forward 30 year to my work with Citizens' Climate Lobby, which has a similar "Ghandi" values and methods at its core.
We treat everyone with appreciation and respect, even those with whom we disagree. CCL and Beyond War didn't invent
this stuff, they merely applied the best of human attributes and social science in a systematic way to build an effective
modern movement. The difference over those three decades —and especially the last few years, is that the threat global
ecocide is far more visible. More people are ready to change, and the organizing tools are more powerful.
And...the wonderful thing is this: when we change our thinking in this manner, we are not just living up to an abstract ideal;
we are more powerful. We get results. And it feels better. We can sustain it.
My essay "Petaluma: City on the Edge" was published in the 2008 book commemorating Petaluma's Sesquicentennial.

The City of Petaluma seeks applicants for the position of Climate Action Commissioner. The City seeks
individuals with an inclusive vision for a resilient and sustainable future. Applicants familiar with the climate
crisis, equitable climate action, developing policy, creating public consensus, collective decision -making,
community engagement, public education, or who have climate expertise are encouraged to apply.
The Climate Action Commission is tasked with engaging on climate -related matters by 1) acting as a focal
point for community education through workshops where experts can share their expertise, 2)
understanding our impact on the environment, including carbon footprint and greenhouse gas emissions,
3) suggesting climate policies to be implemented by City staff, 4) encouraging community groups to
provide additional community involvement and expertise, and 5) examining best practices from other

* My work as a climate activist and policy advocate, especially with Citizen's Climate Lobby in a
leadership role since 2012. Through my work starting up CCL's Business Climate Leaders program, I
have developed a large network of experts and influencers in the climate movement.
What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
I first learned about the greenhouse effect in my Environmental Studies classes at UCSB in 1972.
Concern about the relentless rise in GHG levels has been a backdrop for all my work on energy ever
since. I have for decades considered it an existential "hair on fire" threat, though I also see the
opportunity it presents to reshape modern civilization for the better (see my response to "Why do I
want to join the CAC?" on the other questionnaire.)
Since I joined Citizens' Climate Lobby (CCL) seven years ago, I have been immersed in climate
education, organizing, and policy advocacy. While I was still employed at Enphase Energy, I devoted
from 5-10 hours a week to CCL, focusing on the development of the Sonoma County Chapter and
outreach to local citizens and community leaders. After getting laid off, I have been working on climate
action nearly 40 hours a week, developing a new model for engaging "grasstops" leaders in advocacy
for federal carbon fee and dividend legislation (e.g. getting the Petaluma Council, along with the Board
of Supervisors and Santa Rosa, Sebastopol and Cotati, to enact resolutions endorsing that legislation.)
What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
Because of my work with CCL and my prior experience with legislatures, PG&E, political campaigns,
and corporate Green Teams, I'm VERY experienced on policy. I have helped CCL on political strategy
with Members of Congress. I have done presentations to civic groups and elected bodies, staffed
tables at community events, written guest editorials and blogs for newspapers and trade publications,
coaching other volunteers to do the same, and organized climate education/mobilization events. CCL's
training program, in my experience with many other NGOs and companies, is unmatched in this
regard, especially as it guides you in how to find common ground, how to listen to and talk with people
with contrary opinions. I'd like to share it with fellow commissioners.

In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
I will start by recognizing my limits as an economically comfortable male pagan Caucasian baby
boomer home -owning activist with limited Spanish language skills. I will ask for help from people who
know more about this than I, including fellow Commissioners, community members, staff, and my CCL
network. Who is likely to need help in Petaluma, both with getting a seat at the table and with
subsequent programs? Identify demographically significant individuals, groups, neighborhoods,
communities who are not likely to show up, to advocate their interests. Go to their meetings, don't
expect them come to ours, at least initially. Listen, and speak their language. Keep the relationship
alive. Don't be a colonialist.
How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission?
I believe in "climate first": what is needed to restore the climate we grew up with. I believe that we should
seek to concurrently achieve other objectives for our communities, whether locally (e.g. affordable
net -zero housing) or nationally/globally (e.g reduce income inequality), which will also have positive
climate impacts.
And I support climate bi-partisanship; I do not wish to delay action on climate a couple more years while
we wait for partisan politics are right for the perfect social and economic reforms (e.g. the Green New
Deal. As much as I love it, there are many conservatives who do not; we should not hold up big
investments in climate work, including carbon fee and dividend legislation and support for drawdown
agriculture, while we convince enough conservatives to support the inevitable equitable transition.)
While Petaluma is predominantly Democrats, Republicans deserve the same respect, and to some
degree, outreach as other "minority" community members. My next door neighbor is one of these.
Including people like him up front will help ensure acceptance and success for our climate work.
Please provide examples of actions the City should take to address the climate crisis.
Change zoning and building rules, and provide financing and local worker training to support and encourage converting large single
family homes into multi -unit / extended family dwellings and neighborhood co -housing, including sharing of services and vehicles.
Incent a new builder to create a tiny home subdivision on the old Hash Ranch property near I Street and Grevillia.
Develop funding mechanisms for homeowner and renter decarbonization (primarily converting from gas space and water heating to
electric heat pump, gas ranges to electric induction, gasoline cars to EVs, rooftop and neighborhood solar) taking advantage of
on -bill repayment via Sonoma Clean Power and PG&E; and further, in anticipation of the Energy Innovation and Carbon Dividend
Act H.R.763, how to utilize the predictable household dividend revenue stream to secure lower rate financing; in other words, no
money down, no monthly payments. I am talking with the Center for Climate Protection's Woody Hastings and other about this.
Work with schools to establish mandatory street -cycling training for elementary and high school students, and explore the potential
to require no -fee licenses (with testing) for bicyclists while changing Cal DMV testing for motorists (they must correctly answer the
one question about cyclist rights to ride in traffic or they fail the entire exam.)
Launch program to afforest and reforest open spaces, particularly on the urban separator, training locals to oversee crews of
neighborhood volunteers. "PETALUA: Project to Establish Trees Around Local Unforested Areas"
Work with the SCAPOSD to acquire small truck -farm plots in the community separators for new young farmers graduating from
regenerative ag training. Use Marin Carbon Project methods to enhance grasslands and no -till farming.
More community gardens with local hot composting facilities staffed by trained and paid compost professionals.

I am a psychotherapist in private practice in downtown Petaluma. My primary focuses is the impact of climate change to
mental health and personal resilience, and the use of ecological wisdom to help people gain and maintain balance, calm
and self -care in the face of escalating ecological crises. I also work as an educator in the fields of permaculture, somatics,
community and personal resilience, and teach facilitation skills in collaborative decision -making. I am a long-time cultural

I am focused on climate change as the most urgent issue facing us at this time. I have expertise in mitigation strategies,
ecological awareness, group facilitation and mediation, as well as the spiritual, emotional and mental health impacts of
climate change. My work as a therapist and deep ecologist centers on the overlapping theme of resilience in both domains:
how do people, communities, groups and ecologies bounce back after shock or trauma? How do we repair the damage and
regenerate our lives, our communities and our place? I am deep in the inquiry about reliable social, emotional and material
resources for people and planet in this ongoing work of adaptation and resilience. I am skilled in deep listening, trauma
healing and resilience. I am a good listener, a provocative inquirer, and bring a deep, compassionate heart to my work. I
hold a systems view of the crisis we are in and seek solutions through a pattern language. I take leadership as an organier,
public speaker, educator, cultural creative, author and permaculture designer. I bring an artful and heartful presence to any

including what specific objectives you would be working toward as a member of this advisor bod :
I want to apply my skills towards helping Petaluma become a more resilient city with a commitment to adaption, education
and community -based mutual aid networks. I want to collaborate on creating a realistic, inclusive response to the threats,
challenges and opportunities of the climate crisis. This will require us to work together and share resources —material,
emotional, spiritual and human. A great deal of cultural work will need to be done to help Petaluma come together in this
unified, generous way. 1 believe 1 have important skills to help this project of inter -dependence move forward.
objective on the board would be to help craft a coherent vision and set of policies supporting a community -based
3onse to survival threats from (among other things) water depletion, unwise agricultural and land use practices,
alating risk of wildfires, transportation issues, and the housing crisis which has been exacerbated by climate change
acts. We have to pivot to a fossil free lifestyle asap, significantly curtail consumption, and localize the means of
duction of most everything and vest it equitably in the hands of the people. I would promote home- and community -scale
gation strategies, cultural opportunities for deepening relationships across the divides, and radical visioning towards a
Enerative future.
Some of the ideas put forth by Drawdown and the Transition Town movement seem directly applicable to the Petaluma
community. Imagine dividing the city into sectors of no more than 6,000-7,000 people who would be supported in working
together to make their neighborhood more resilient and responsive to the climate crisis. This would include mutual aid, food
production, sharing energy system off the PGE grid, carpooling/sharing vehicles, while sharing resources, skills, tools and
information as needed. The Comission would evolve a set of protocols these neighborhood coalitions could organize
around, and working within the opportunities and limits of the area (empty lots, available land for growing, solar power
opportunities, room for biking path or limiting cars in the neighborhood, etc...) each sector would evolve its own place -based
patterns within the guidelines provided by the Commission. Cross-pollination opportunities for these sectors to share
inspirations, successes, and failures could build necessary social capital throughout the city.
Is there any other information that you feel would be useful to the City Council in reviewing your
application?
I bring skills as an activist, author, pubic speaker, psychotherapist, permaculture designer/teacher and mother to the table. I
am a tenacious, curious, passionate, daring, creative truth -speaking and truth -listening citizen. While I have expertise in
home -scale sustainability, I bring a lot of other human resource skills to the table. I think the capacity to hold space and
convene conversations that matter is going to be part of the challenge before us. I welcome hard work and complexity. I am
eager to devote my time and expertise to creating effective policies, broad -based coalitions, and a collaborative spirit to
leverage climate change mitigation strategies across diverse sectors of the Petaluma community.

I wrote a popular book called "Urban Homesteading" (2009), which offers individuals and communities
DIY adaptation tactics. I have expertise with small-scale solutions, most specifically, the application of
permaculture at the home scale. I traveled and taught around the country when the book was released,
inspiring action to counter climate change. I am a permaculture designer and educator and hold a
systems approach to the crisis. In my somatic therapy practice, I help people tend to their concerns
about the climate crisis, and support them in working purposefully towards climate crisis adaptation. My
work explores resilience, systems change and transformation at the ecological and psychological levels

What qualifies you to serve on the Climate Action Commission?
I am a trained mediator and facilitator of small and large groups; I am skilled in non-violent
communication, deep listening, trauma healing and resilience. I am a good listener, a provocative
inquirer, and a deep, compassionate heart. I take leadership as an organizer, public speaker, teacher,
cultural creative, author and deep ecologist/permaculture designer. I hold a systems view of the crisis
we face, as well as pattern -based solutions reflective of this understanding. I have a fluid and humorous
way of communicating about climate change with diverse stakeholders. I convene and facilitate space
where people with divergent and common interests feel heard and understood. My experience with
collaborative group process creates opportunities for people to bring forth their needs, dreams and
inspirations and come to agreement across various cultural boundaries. I am a long-time political
activist with a deep understanding of systemic inequities; I am grounded in anti -racist organizing as well
as consensus -based decision -making. While I have expertise regarding the complexity of the climate
crisis and have embodied and taught many proven solutions, I am more of a generalist in my approach
—1 combine ecological knowledge with psychological interventions with political passion to support
people in dedicating their intelligence and creativity to the problem before us.
What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
I see the climate crisis as the most urgent issue facing us, needing tending at every level — personal,
collective, organizational, and governmental. We are facing short-term societal collapse; inevitable
ecological catastrophe; and possible species extinction. We have moved beyond "sustainability" into a
new phase —deep adaptation. This means shifting all of the major systems we rely upon, and more
importantly, changing consciousness as we release the trance of domination that characterizes our
culture. Climate change affects us in tangible, material, emotional and spiritual ways, and must be
addressed on all these levels. There are holding actions to take to prevent more destruction (stop
cutting down the trees!); regenerative actions to take that help us move towards a future we can all
share (plant the trees!); and the hardest work of reweaving ourselves back into the web of life (see the
forest for the trees). In this all hands on deck moment, I want to devote my professional and personal
skills to working collaboratively to change this disaster into an opportunity for cultural transformation. I
am involved in direct climate action through my writing, teaching, permaculture designing and political
activism. I use the platforms I have created to dialogue on issues of sustainability, resilience, trauma
healing and permaculture from the inside out.

What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
I worked for years on the board of Live Oak Charter School when the school was under great
financial stress and transition. The board was contentious and divided on leadership issues. I worked
as a bridge between the admin, parent community and board to broker leadership policies and
agreements serving diverse (though not all) needs. During this time, we weathered the removal of the
founding ED, hired a new ED and realigned the school towards new leadership. Policies about money,
admissions, hiring/firing of staff, evolution of curriculum and the mission of school were all debated
during those years.
During my years in San Francisco, I co -created cultural events highlighting the complex issues
driving long-time citizens, renters and artists out of the city by the dot.com boom. Our projects gained
local and national prominence as significant challenges to the clear -cutting of SF culture. While
ultimately 100% unsuccessful in halting the changes to the cultural landscape of the city, our projects
brought the larger issues to public awareness in a spontaneous, artful and catalytic way.

In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
In order for climate crisis work to be inclusive and equitable, creating forums where the needs of all
stakeholders are heard, assessed and addressed will be crucial. We need to acknowledge the systemic
inequities baked into the system in order to avoid perpetuating them. Education at all levels is important
—we must find consensus in understanding and responding to the crisis, now and into the future.
People of color, agricultural workers, immigrants, long-term Petalumans, people in poverty, developers,
activists, consumers, ecologists, ranchers, farmers, people affected by fire, renters, owners,
businesses, etc... —all are stakeholders and have a place at the table. Neighborhood information
sessions, roundtables, and teach -ins can reach all segments of the population, and diverse groups of
people should be hosted together to make sure various needs and concerns, some of which will be
conflicting, are addressed.
How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission?
As a therapist, I am thrilled you are asking me how I feel; as an activist and professional, I find it a little
hard to believe! But here goes...
I feel enraged, grieved and frightened. I feel passionate, urgent and called to act. I believe it's important
to face in to the implications of the crisis we are perpetuating, and then get to work creating a world
where we can all live. I hope that my fierce personal feelings will help raise the Commission to its
highest goals. I am not in denial, nor am I afraid to face into the fire of this time, and to work with others
to forge a new path for Petaluma, a workig model for our county, state, nation... as well as our county,
I promise to bring passion and courage to the commission and help us move forward with truth, dignity,
vulnerability and care.
Please provide examples of actions the City should take to address the climate crisis.
So many ideas. Here are a few:
1. Convene community conversations to generate coherent vision for carbon neutral, fossil fuel free,
equitable, just and delicious world.
2. Highlight organizations and projects offering visionary solutions —provide support to these folks to
teach us how they do what they do and how we can join in.
3. Create policies and procedures to true up our resource -based systems towards resilience and equity.
4. Create cultural events promoting adaptation, community resilience, skills and resource sharing.
5. Support creation of neighborhood -based mutual aid response teams.
6. Convene conversations with organizations on cutting edge of adaptation work, bring together likely
partners, and also organizations that may rely on same sources of support.
7. Expand mental health and medical support, especially in trauma recovery. Partner with groups
pioneering this work.
8. Start "Green Corps" and harvest energy of youth to plant one million trees. Green Corps could go on
to do other remediation and infrastructure projects. No end of work to be done to turn this thing around.
9. Reclaim common space for the production of healthy organic food. Plant orchards everywhere.
10. Undertake fundraising efforts from private citizens, municipalities, county, state, and federal sources
to bring existing technology and visionary ideas into action.

I believe that the climate crisis is the most urgent issue facing our planet at this time. Its impacts are in our face daily. I am
inspired by the City's declaration of a Climate Emergency, and would be honored to have a role in identifying realistic,
effective, and inclusive local policies and actions. I believe that my unique experience as a former environmental attorney
and an organization development consultant positions me to be a useful contributor and team member for this work.
Objectives I would be working toward include:
- Prioritizing Petaluma's most urgent climate issues and identifying high priority, high impact actions to address them.
- Increasing the "climate literacy" of the citizenry of Petaluma and engaging all segments of the community in
understanding and addressing climate issues,

I do not have professional expertise specifically in climate issues. However, for four years I was a Senior Assistant Attorney General in the state of Illinois
handling environmental law cases, some of which included:
• Litigating and settling a decade -long dispute between agricultural and environmental interests that preserved the Cache River Wetlands, which were
subsequently designated the Cypress Creek National Wildlife Refuge and identified as a Wetiand of International Importance by the Ramsar Convention.
• Litigating a case against Monsanto Involving a landfill adjacent to the Mississippi River.
• Handling sensitive negotiations with cities with aging municipal water treatment systems.
Additionally, for four years I worked as in-house counsel for an environmental consulting company in San Francisco that was involved in cleaning up
hazardous waste at Bay Area naval bases.
These experiences provided me the opportunity to learn about the earth sciences and how human activity impacts the planet.

As the daughter and granddaughter of farmers, I have been aware of weather 1 climate and its impacts on flora, fauna, and human
activity for all of my life. My years as an environmental attorney gave me a foundation in the sciences involved in pollution and the
degradation (and restoration) of natural areas and impacts on people and wildlife. I have continued to track, read about, and support
organizations that address climate and other environmental issues up to the present time.
As a consultant, coach, facilitator, and trainer, I have spent more than 25 years helping work teams think, plan, and execute strategy
together. After 11 years as a trial attorney, I became frustrated with the legal system as a way to bring about change. I received a
certificate in Organization Development & Transformation from the California Institute of Integral Studies and pursued a career as a
consultant, facilitator, and coach. Nearly three years ago I retired from an 18-year career with the Kaiser Permanence San Francisco
Medical Center, most recently as Director of Organization and Leadership Development. During those years, among other work, I:
• Developed and conducted a leadership development program that provided training and coaching to more than 100 managers,
directors, and physician leaders.
• Led numerous change initiatives to address the human factors in the implementation of new processes and programs, including
customer service improvement, implementation of one of the first electronic medical record systems in the nation, and moving half of
the Primary Care departments into a new medical office building.

What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
We have known, and been warned of, the potential impacts of human activity on our planet's climate
for decades. Now we are seeing, experiencing, and measuring the actual impacts as the predictions
come true. Some of the data indicates we may have reached a tipping point and it may be too late to
ameliorate the most damaging effects, such as greenhouse gases and rising sea levels. Yet I want to
believe in the creativity and ingenuity of our human race to address these critically urgent problems. I
believe in focusing on what I can control, so some of the steps I have taken personally are to drive a
plug-in hybrid car, purchase my electricity from the Sonoma Clean Power Evergreen program, buy
climate credits to offset any plane trips I take, eat a primarily vegetarian diet, and purchase food grown
locally as much as possible. I also donate annually to The Natural Resources Defense Council and
Earthjustice, organizations on the front line of the struggle to preserve and strengthen the
environmental protections that currently exist.
What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
Both my legal and health care careers, as described above, involved exactly these activities. I am
skilled at writing policy papers and speeches (for the Attorney General, for environmental consulting
clients, and for the medical center leadership team). I bring a bias and preference for consensus
decision -making to my work as a consultant and facilitator. 1 helped co-author a facilitator's guide to
consensus decision -making and have taught workshops on the consensus process. My legal
negotiations and my change management work in healthcare all involved bringing people with differing
and opposing interests together. I have a wealth of practices, processes and approaches for these
situations.

I would encourage the commission to identify all possible stakeholders in any proposed action and to
design criteria, with the stakeholders' input, to assure that each of their needs are addressed. I would
propose finding ways to engage existing community organizations and interest groups, as well as
identifying less -engaged populations for outreach and education.
How do you feel about the climate crisis? How will this 2ers2ective stren then the Climate Action Commission?
As described above, some days I fear it is too late and the human race may be doomed. Yet my
innate optimism and faith in humanity pulls me out of that perspective and motivates me to take
actions in my personal life to address the problems that I am aware of, including applying for this
commission. I would bring a sense of urgency to the CAC, and also a belief in the power of science to
understand and address the issues before us with an evidence -based approach.

At this point, I would say I don't know enough to propose specific actions. Generally, I would propose
we begin by identifying the most critical climate -related problems facing the citizens of Petaluma and
educate ourselves about them, including finding out what other cities, states, and countries have done
to address them. From this we could identify successful practices and determine if they are applicable
to the City of Petaluma. I would be interested to know, for example, the biggest components to the
City's carbon footprint and to explore the most effective ways to reduce it. I would also propose
educating the citizens of Petaluma on climate issues and ways we can address our personal carbon
footprints and other priorities.

I do have an interest in understanding Climate Science. My wife and I attended a 6 week class on Global Warming given at
Sonoma State University's OLLI program in 2018. As a Physician in Petaluma for over 30 years, I contributed to the health
of our community. I believe that I have a skill and talent in working with others for the public good. Through my
volunteering at Daily Acts over the past 3 1/2 years, I have come to see the power of people working together toward a
common good. I envision this Commission doing just that.
On our farm in Petaluma, my wife Sandy and I have made many improvements for the betterment of the environment. We
have replaced all of the old galvanized water pipes, replaced an old galvanized water tank, installed a solar panel array to
provide electricity for our barn, outbuildings, and various pumps. With help, we have planted native trees and shrubs, we
have taken out lawns in favor of native plants, and have embarked on a carbon farming / pasture rotation program with our
neighbor"s sheep. We have a full garden with drip irrigation and produce raspberries for jam and olives for oil.
We feel that we are stewarts of this property and land. I would now like to broaden my endeavors to work on the Climate
Change Commission to make sure that a decent environment exists for our children and grandchildren.

We came to Petaluma 48 years ago to start my Medical Practice and raise our children. I have a deeply felt, positive
feeling for Petaluma. As I said above, I contributed to the health of our community for over 30 years. With the climate crisis
getting ever more serious, I would like to be a member of the Climate Change Commission to again work for the well
being of the community. I realize that there is so much that I do not know about mitigating the effects of climate change,
but I am willing to learn. I also feel that I have strengths in areas of working collaboratively as my years on the Hospital

I am a resident of Petaluma, live on the east side of Petaluma, have experience working in
collaboration with other advocates and organizations toward common goals, and have relevant legal
and policy experience with climate issues.
What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
I understand the climate crisis through the lens of a parent, a Sonoma County resident, a climate justice
lawyer, a lawyer working to dismantle of our corporate -controlled agricultural system, and a lawyer advocating
for a more just, regenerative, and sustainable agricultural system.
Our climate crisis is urgent, impacts communities now, and disproportionately impacts low-income and
communities of color. Impacts include heat waves, food insecurity, drought, coastal erosion and flooding,
more severe and frequent storm events, increased cyanobacteria blooms in fresh water, and more. I
understand the severity of climate impacts and am involved in climate action through my work as a public
interest environmental lawyer. I have come to understand the impacts of the climate crisis most significantly
through my representation of the Native Village of Kivalina and its leaders from 2003 to 2017, which required
frequent travel to the arctic and litigation in federal court. Native villages in Alaska suffer some of the worst
current impacts of this crisis and I was able to learn from and build relationships with community leaders in
Kivalina. I also understand the impacts of the climate crisis by working with environmental justice
organizations and leaders to resist the disparate impacts of climate change policy, including California's cap
and trade program and the federal Clean Power Plan.
What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
My work on policy issues includes legislative and administrative advocacy working in collaboration with other environmental
justice advocates and community -based organizations. I drafted legislative language for bills in California, and have lobbied for
both budget -related and legislative items in the California Legislature. This policy has been primarily climate justice,
environmental justice, and air quality -related. I have also worked on policy issues at the administrative level, including (1)
implementation of the California GHG reduction laws AB 32, SB 32, and SB 197; (2) development of the U.S. EPA's Clean
Power Plan, including administrative lobbying and writing comments on the proposed CPP for EJ groups; (3) federal Clean Air
Act implementation before the San Joaquin Valley air district, the Air Resources Board, and the U.S. EPA; and (4) reforming the
U.S. EPA's inadequate implementation of federal civil rights laws that protect people of color from racial discrimination.
This legislative and administrative experience often involved collaborative work with EJ advocates toward policy solutions with
opposition from government institutions, individuals, and organizations that hold adverse positions. My work on cap and trade
reform from 2007-2017 is probably the most significant example. It involved educating decision -makers, shifting the narrative on
cap and trade, building political support for cap and trade reform, working with other advocates and researchers on alternative
policy options, managing difficult interactions with "big green" environmental groups that supported cap and trade, and facing
opposition from fossil fuel, Big Ag, and other corporate polluters.

In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
I will apply my talent and skill set as a community -based, movement -oriented advocate. I intend to work with fellow
commissioners using a team -based philosophy where I am on tap, not on top. I recognize that the power and privilege I
carry can disempower others, and I will work to ensure that I support other commissioners to build an empowered team.
As a commissioner, I will urge the Commission to affirmatively place justice and equity at the center of the
decision -making process and Commission actions. These practices include, but are not limited to, racial justice and
equity training for commissioners and city staff, outreach to, and support of, low-income and people of color to ensure
meaningful participation, and holding meetings in a manner that maximizes public participation (meetings in the evening,
translation for mono -lingual Spanish speakers, child care, etc.).
Most importantly, the Commission must be relevant to the diversity of residents and issues we face because people lead
multiple issue lives. That means we address the climate -related issues and needs of low-income and communities of
color, including housing, transportation, food justice, and energy. As a commissioner I intend to apply a justice -oriented
lens to my work and will support fellow commissioners to make an affirmative commitment to climate justice.
How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission?
I feel the urgent obligation to future generations to stabilize and restore the climate. I am confident the
other members of the Commission will feel this urgency as well, and that we will be oriented in the
same direction with a common purpose.
Please provide examples of actions the City should take to address the climate crisis.
The City can take actions locally, in California, and nationally. Locally, the City can play an important role with local
community -based organizations to educate residents on the climate crisis and empower actions to address the crisis.
Examples of local policy actions include a ban on natural gas in any new homes and buildings, require solar in any
new development, adopt an enhanced building code, promote a low-income energy retrofit program, increase the bike
path network and provide bicycle police patrols on city bike paths, adopt a zero waste ordinance, increase food
security with a robust community garden program, and evaluate sea level rise impacts on Petaluma, including
necessary mitigation, using moderate to severe climate scenarios. Several of these options are being adopted in other
cities and I recognize that the City has initiated policy development already in several of these areas.
At the state and federal level, examples include advocating for fiscal policy that provides cities with resources to
mitigate climate impacts and take local actions to reduce greenhouse gas emissions. The City should also join other
cities and states to lobby for aggressive greenhouse gas reduction policy. In doing so, the City should prioritize the
principles of equity and climate justice by supporting policy that ensures low-income and communities of color will not
bear a disparate climate impact and will benefit from climate policy, including the transition to a green economy.

The City of Petaluma seeks applicants for the position of Climate Action Commissioner. The City seeks
individuals with an inclusive vision for a resilient and sustainable future. Applicants familiar with the climate
crisis, equitable climate action, developing policy, creating public consensus, collective decision -making,

The Climate Action Commission is tasked with engaging on climate -related matters by 1) acting as a focal

and applied behvioral science). Extensive experience designing water and energy efficiency strategies
and programs, first greenhouse gas study for Sonoma County; work on animal waste digesters with
regard to GHG, soil health, and family farm financial strength; repurposed PAYS tariffed on bill retrofit
system for water utility use and demonstrated exceptional results for improving rental housing;
supported Petaluma City Council's sustainability interests in design charrette for our new wastewater
plant; identified means for 75% energy savings aboard a $1 B Navy frigate, etc.

What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
My understanding is based upon scientific studies and direct personal experience. Accordingly, I
believe most official predictions of climate effects correctly report the direction of change, but under
report its velocity. For one example, temperatures are rising in arctic regions faster than anywhere
else. Now there are more fires in high latitudes, and hence soot deposited on the arctic ice cap. As the
formerly white ice darkens, it absorbs more energy from solar radiation instead of reflecting it back into
space. Consequently, it may not be long until the entire ice cap is lost one summer, and practically all
incident radiation will then be absorbed in the ocean. This one change may add heating equivalent to
that produced by one half of the greenhouse gasses emitted annually by the global human economy.
Consequently, I believe the need to act is urgent - both to massively reduce net emissions, and to
prepare for unavoidable impacts from gasses previously emitted yet still remaining in the atmosphere.
What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
Perhaps the best experience was when, on the eve of an International Conference in San Francisco of
The Natural Step, a leading Swedish sustainability framework, Ann Hancock, Ken Wells, and I thought
to invite public, private, and business leaders to attend the conference with us. The theory was that if
we were all grounded in the same information, we might thereafter work together instead of at cross
purposes. We arranged a bus and invited more than 50. The bus was packed; the atmosphere giddy.
Follow on was amazing: Petaluma Chamber immediately formed a Sustainability Committeee, COP
embedded sustainability principles in new wastewater planning (and General Plan), and SSU
broadened their MBA program.
Work to thwart the climate crisis must anticipate the feelings that will inevitably arise among those who
will feel challenged as foundational norms are unearthed for discussion. Time must be taken, with
guidance from psychologists, to understand concerns and find common ground.

In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
We must establish means for gathering input from traditionally underserved and impacted citizens to
identify relevant issues and shape proposals as they are developed. Appropriate meeting places, times
and facilitation methods must be selected to support participation. The Climate Justice Alliance
provides a wonderful framework for directing this work. Also, with many jurisdictions already preparing
climate action plans, and the State of California already directing funds toward retrofitting homes in low
income and environmentally impacted areas, there is much to draw upon in preparation. To ensure
actions to address the climate crisis in Petaluma are equitable and inclusive, I recommend developing
quantifiable targets, and metrics with which progress may be measured.
How do you feel about the climate crisis? How will this perspective siren then the Climate Action Commission?
The scale of this crisis and itsc onsequences are incalulable. There is a great danger of falling into
despair or becoming desperately busy doing things that are inadequate. Perhaps if we instead see this
crisis as an invitation to evolve as a species to more fully exert our innate capacities of compassion we
can steer to a safe shore to preserve not only our children's future, but also that of everthing else living
on Earth. For whatever reason, we now find ourselves with this incredible opportunity in our hands.
Please provide examples of actions the City should take to address the climate crisis.
Transportation: Aggressively work to reduce miles traveled in cars. Aggressively enable ability to use
bicycles and electric scooters safely, while planning for higher density urban development and access
by proximity. Support transition to electric cars, while exploring less expensive alternatives than
individually owned cars.
Buildings: Disallow use of fossil gas in new housing and small commercial so as not to dig the hole
deeper, then work on cost-effective ways to retrofit existing buildings to eliminate GHG emissions.
Sustainable Dredging +: Building on work of CDFA's Healthy Soils Program as expressed by local
carbon farming projects, expand this work throughout the Petaluma River watershed. Benefits include
retaining rainfall to reduce fluvial flooding, retain soil to lessen future dredging needs, and sequester far
more carbon than emitted in dredging operations thereby to help the City to minimize net emissions,
thus also reducing the effect forcing sea level rise. At the same time this sets the stage for Petaluma to
be the heart of the regional fibershed and the many beautiful products and livelihoods to ensue.
