1 RESCINDING RESOLUTION 90-418 N.C.S. AND ESTABLISHING A POLICY FOR THE
2 INSTALLATION OF UNDULATIONS ON RESIDENTIAL PUBLIC RIGHTS-OF-WAY

5 WHEREAS, the Circulation Element of the General Plan encourages safe and efficient
6 thoroughfazes throughout-the community; and
7
S WHEREAS, the Circulation Element of the General Plan seeks to limit traffic intrusions into
9 residential areas; and
to
it WHEREAS, the Circulation Element of the General Plan seeks to retain the capacity of major
1z arterials and collector roads; and

la WHEREAS, the Safety Elements of the General Plan seeks to provide direct and timely delivery
15 of emergency services to all residences within the City; and
16
17 WHEREAS, citizens of the City have requested on numerous occasions, the introduction of
is traffic-calming improvements to reduce vehicle speeds on residential streets, and to decrease the
19 attractiveness of local streets for through-traffic; and
20
21 WHEREAS, City staff has considered the appropriate locations and characteristics for the
22 installation of speed undulations;

24 NOW, THEREFORE BE IT RESOLVED, that the City Council rescinds Resolution 90-418
25 N.C:S. and establishes the following policy to guide the City Traffic Committee in the
26 consideration and approval of the installation of road undulations:

28 Road undulations may be permitted within the City of Petaluma, in the following circumstances
z9 and under the following conditions:

31 a) Any residential public street other than arterial or collector status streets as reflected on the
32 Circulation Map of the General Plan, excluding those streets, or segments, listed on the
33 attached Exhibit A;
3a b) Undulations shall be located by the Traffic Engineer with consideration of street grade,
3s alignment, lighting and access to private property;
36 c) Not more than three undulations may be placed within a street segment (street segment shall
37 be defined as the length of a street between the intersection of connecting through-streets);
38 d) Undulations shall be placed within a public street segment generally upon the written approval
39 oftwo-thirds of the residents within the street segment;

1 e) Installation expenses of undulations may be jointly shared between the City and the
z homeowners/property owners;

a ~ Installation shall only be permitted upon the approval of an Undulation Request by the City
5 Traffic Committee which shall consider the following criteria in granting such a request:

7 1. Input and recommendation from the Fire Chief and Transit Coordinator;
8 2. The presence of undulations on other nearby streets and the effect on azea-
9 wide emergency vehicle circulation and response times;
l0 3. Input and recommendation from the residents of the immediate azea;
11 4. Topography (prohibited on road grades in excess of 7%) and other natural
12 and physical characteristics of the area;
13 5. Other traffic-calming options which might be available to address
la neighborhood concerns;
15 6. The need for the undulations regazd to traffic volumes or traffic
16 conditions.

is Determinations by the City Traffic Committee may be appealed directly to the City Council.
