GENERAL PUBLIC COMMENT
Mayor Barrett opened GENERAL PUBLIC COMMENT.
Jesse Rankin, Petaluma, wants Petaluma to ban all synthetic pesticides.
Kathy Myers, Petaluma, spoke in opposition to the art installation, "A Fine Balance."
Peter Tscherneff, Petaluma, spoke on a variety of social and political topics.
Sarah Peregoy, Petaluma, told Council Petaluma needs a new integrated pest management
plan
Seeing no other persons wishing to speak, Mayor Barrett closed GENERAL PUBLIC COMMENT.

Mayor Barrett opened Public Comment on Item I.A.
Dave Libchitz, Petaluma, said the actual cost to build Rainier would be much
higher than is estimated, and it won't fix traffic problems elsewhere in the City. He
is opposed to the project.
Janice Cader-Thompson, Petaluma, spoke of the City's financial burdens and is
opposed to the idea of spending millions of dollars to "accommodate property
owners." She feels that improvements should be made to the Corona Road
overpass.
Joe Morgan, Petaluma, considers Petaluma one of the most dangerous towns in
which to ride a bicycle. Says Council not thinking of how to move those on
alternative forms of transportation across towns - it's "all about cars."
David Keller, Petaluma, Petaluma River Council, says Rainier is an outmoded
model for how to get around town, which has always been purely a
development plan, and not a means to move people across town. It was meant
to incentivize wall-to-wall development in the vacant land adjacent to Highway
101, regardless of most of it being in the floodplain. He believes that the public
has not been given accurate information about the impacts the development
made possible by, and necessary to pay for, the Rainier Cross-town connector.
He feels the City can do much better things with $80 million.
Cathy Conover, Petaluma, said what we really want to do is reduce traffic in
Petaluma, so improving the Lynch Creek Trail should be the first priority.

Council direction to staff to: Complete a traffic analysis that would allow
comparison between the projects, including looking at Vehicle Miles Traveled
criteria; provide better cost estimates for Rainier and Lynch Creek Trail; Review
the PUC issue with the SMART/Caulfield crossing; provide better timelines for
construction; review and provide projections of TIF that is in the "pipeline" for
development; explore grant funding for the Lynch Creek Trail.
The meeting was adjourned at 8:34 p.m.
