Please state reasons why you want to become a member of this Board, Commission, or
Committee, including what specific objectives you would be working toward as a member
of this advisory body:
I feel committed to addressing climate change on every level and feel the most impactful place to
work from lies within local community. One ofthe biggest lessons I've had on local engagement
steins from the SHAKA campaign in 2014. Although we citizens passed the bill, we failed to
properly educate our community on the importance of local Council members roles. Although we
had an initial victory we did not vote in the slate orarnazing candidates that were running and
therefore we ultimately failed to protect the bi I L Council members who were voted in had ties to
the companies we were fighting and failed to stand can the side of the people. After that incident,
I decided to become a Young Democrat because I realized that when local politics are ignored,
we are ultimately ignoring our own communities needs. System change needs to be addressed
from every angle on every level.
As a younger member of the commission, I am excited about the Icarning opportunities made
available by an experience like this one, I want to learn (roam elders and others who have been
invested in local politics for decades. The chance to ask questions and understand how systems
work from the inside out is important to me so that I can Continue to educate other youth -led
organizations who I frequently coarse into contact with.
The specific objectives I would be bringing to the table:
• Supporting all citizens in gaining an understanding of climate change through a climate justice
perspective.
. Supporting citizens and council in employing solutions through resilience thinking.
79 Kailea Frederick
• Re -identifying Petaluman's as `climate -smart' land and water protectors, and Petaluma as a
destination for learning about and organizing around climate justice.
- Going back to the Petaluma's history as a trading post, leaning in on our ideal geography
in the North Bay by developing a physical hub climate justice/education space. This hub
could help physically bridge Petaluma to larger movements in the city and could have
consistent classes and workshops open to the public and schools for field trips, students
for internships, etc.
Re -visit the cities General Plan from 2008 and Sonoma Counties Climate Action 2020 report
and cross-reference with the Green New Deal as a part of understanding the next steps.
• Gain a detailed update from the Tree Commission whose work overlaps into this one. i.e. What
has been done? What hasn't? Mutual goals?
. Create an annual "Resiliency" event that ideally happens before the start of Fire Season, with an
emphasis on preparing for Fire and Earthquakes. Open this up to hold a holistic perspective of
what makes land and people resilient. For instance, this event should include emergency kits,
first responders and native (I noted that while looking over the cities General Plan, there was no
specific chapter dedicated to supporting of and preservation of Coast Miwok peoples and their
culture) fire ecologists who can educate the populace on how fire can be used to bring land
health back. Herbalists who make a product specifically for addressing trauma and lung health
and other community stakeholders who are holding visions of wellness for Petaluma should also
be uplifted.
. This event would be part of supporting the cultural shift needed to create climate -smart
citizens.
In short many of my objectives would be about creating city-wide transformational resilience
which recognizes that in the face of continual disruptions we cannot return to pre -disaster norms.
I want to support Petaluman's in feeling that they are both part of larger movements and even
ahead of the curve in leading local system -wide transformation.
I also have a big question about how Petaluma can remain accountable to communities that are
both on the frontlines of climate change and economic instability? Although we are on the
frontlines in terms of fire, economically we are more abundant than most places on earth. What
could it mean for Petaluma to begin investing in local systems that might be able to support
citizens from other impacted communities.

What Special Interests/Skills/Talents would you bring to this Board, Commission, or Committee?
I am interested in what it can mean to hold collective liberation as a goal when supporting the creation of policy.
I am skilled in large group facilitation and deep listening. I would consider myself a detailed thinker and I am able to hold
multiple divergent perspectives at once. Holding conflict and moving towards conflict resolution is also something I am
skilled in.
If researching is a talent, I would consider myself talented here. I am often looking for the lesser known and unexpected or
unexplored perspective. When researching an issue or topic I often bring together points of view and create connections
that bridge the individual experience with the global. This way of researching is often in service to supporting others in
widening their experience of the world.

Although I am aware that there is currently no funding made available to commissioners, I would like it to be known that I
highly advocate for financial compensation to be made available for this work. The words, "We are in a climate emergency"
were repeated numerous times at the Climate Forum at the library on Thursday night, which as you have read above I
greatly agree with. Even though this is an "all hands on deck" moment, I continue to find that some of the most vital and
urgent work continues to be underpaid or not paid at all. I have poured all of my adult years into addressing this crisis
which many times has looked like working for free. As a mother free work is not sustainable for my family. This is an issue
that will not go away this position will likely require an intensive amount of research and potentially long. I would appreciate
the city valuing the energy and time that it takes to be in this position through monetary compensation.

What qualifies you to serve on the Climate Action Commission?
I've been addressing the climate crisis head-on through various projects and my own work for the past 7 years. Through
these years I have been able to gain a realistic perspective on what we are facing as well as a critical analysis on the many
different ways that climate change impacts people differently depending on where they live and what socio-economic class
they are part of. My work has taken me from grassroots campaigning to meeting spaces at the UN. I have hired and
managed small working teams, spoken publicly and continue to write on topics related to a changing environment and
world.
As a trained facilitator with 10 years of hands-on experience with large groups, I bring a multi -faceted approach to any
cohort I am part of and work with. Through my project Earth Is 'Ghana I have also been in practice of creating educational
material and curriculum around addressing a shifting planet. My work has tied me into the larger international climate
justice movement which has allowed me an intimate view into how climate change is impacting individuals globally present
day.
My partner also works as a filmmaker with organizations that create multi -media stories that relate to these themes. These
stories then have lesson plans written to national common core standards that are moved through classrooms across the
U.S. and Canada through channels like PBS. In 2017 1 briefly worked for one of these organizations, but through his work, I
continue to be immersed in supporting ideas for curriculum.
What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
The times are urgent: let's slow down. Bayo Akomolafe
The climate crisis is:
Here, multi -faceted and interwoven with every aspect of what it means to be a human being today.
Although the Anthropocene continues to be disputed, we can all agree that we are living through a moment in history of ever -quickening unraveling. Brought to the forefront of our minds by the wildfires that
have ravaged our communities and the smoke that has settled around all our homes here in Sonoma County, the reality that we are losing predictability of seasons, temperatures and other natural large
weather systems is a preview of what we will continue to face. The crisis is here and when it strikes down on communities we are shown the complexity of what it means to be human within crumbling
systems built on foundations of inequity. To address these times, we must be willing to weave between our natural, social and political spheres.
Currently, I am finishing up co-authoring a book called, Compassion in Crisis: Learning to Live in an Age of Disaster. I have spent the last year intensively researching and interviewing individuals for this
book, which should be available in just a few short weeks. This book project is the best example of how I am currently understanding the climate crisis. As part of my research, I spent time talking with the
Deputy Executive Director of the Pacific Disaster Center and a victim of Hurricane Maria. It was an important opportunity for me to contrast the experience between a high-level approach to disaster and
someone who has suffered through one in an environment that is not properly resourced. The book covers topics related to how language frames these discussions, disaster technology and management,
cognitive dissonance, collective trauma, ancestral resilience and features an entire section on how to prepare and resource self, home and community. While putting this book together, I thought often about
how incredible it would be to support my communities in gaining a multi -faceted, bottom to top perspective on what we will continue to live through. The opportunity of the climate crisis is rooted in a cultural
shift. We need to move from ideals built on the domination of land to one of interdependence.
The urgency is unparalleled as large portions of the world are rapidly becoming uninhabitable. When we trace lack of natural resources to some of our most basic human needs like water, food, and shelter
we can expect to see a rise in violent conflict and the mass migration of peoples in search of safety and well being. The world is shifting rapidly and as a community, we must be willing to respond not just
on time, but before crisis hits.
What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
My ethos of code of conduct is rooted in Kapu Aloha, which is both an attitude of non-violence and compassion rooted in deep values of Aloha. I have been actively aligning my values and actions with Kapu
Aloha over the last 5 years, which means that I am always challenging myself to move away from us, them mindsets to instead one of continual invitation for those who have opposing views to mine.
In 2014 1 worked with the Sustainable Hawaiian Agriculture for the Keiki and the'ina (SHAKA) Movement on the island of Maui. The SHAKA Movement was a citizen's based group who put together a ballot
initiative for Maui County voters in November 2014. This ballot initiative which was passed by voters (and then overruled in federal court) was to place a Moratorium on Monsantos testing on the island
until an environmental and public health study was conducted. I was a moderator of the main SHAKA Facebook page leading up to the election where I provided daily educational updates for the public. I
also launched the For SHAKA Campaign where I spent time specifically engaging youth who were in support of the ballot initiative. As part of this project, I organized a concert featuring voter
registration, an educational video on the importance of voting for the initiative and an event with local council members and other candidates who answered questions from youth on governance and the
initiative.
Last year I became a board member with Black Mountain Circle (BMC) which is a non-profit environmental organization based out of Point Reyes. I am grateful for the opportunity to serve on this board
because I am the youngest member by a few decades and the only person of color. Often I bring a perspective to board meetings that raise critical questions related to the type of programming we create.
Sometimes my perspective is in opposition to the way the organization has been run previously and I have been practicing speaking my truth and looking for a way forward that can feel inclusive to everyone
in the room.
I also know how complex it can be to begin a just transition and to be in conversation with those whose livelihood relies on extractive industry. My father continues to work in mining and on the building of
large scale dams in Northern British Columbia. Our Nation, Thaltan Nation holds the sacred headwaters for the three major wild salmon rivers of British Columbia and is also very resource -rich. Most people
in our Nation have no other choice but to work in industry and I have friend's who work for companies like LNG Canada, who's large pipeline has been holly debated. Although I completely oppose this type
of work, 1 am aware that building and maintaining relationships with those involved is an important part of what it means to live into a just transition. My practice here is oriented in holding nuance and deep
compassion for those whose viewpoints diverge from mine, especially when it affects their ability to put food on the table.

In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
My awareness and participation within the climate movement stem from a climate justice perspective informed by growing up around the Hawaiian Sovereignty Movement. When I first stepped into
organizing around these topics I was forced to gain an intersectional analysis on the rights and different uses of land. As a commissioner, one of my first actions would be to ask the Coast Miwok peoples
and organizations like The Cultural Conservancy how climate action most makes sense within this specific landscape. As a native person who has continuously watched land be stripped from its original
inhabitants, I cannot think of a more important starting point than asking Native peoples who connect their ancestry to this land how they might like to lead or collaborate on climate action.
I would also advocate for a listening series to be put into action with diverse groups of citizens around proposed actions. These series would be grounded in methodologies like Appreciative Inquiry where
listening and careful questions support individuals in future visioning for their communities.
At public events, I would like to see priority given to organizing childcare spaces for families with young children. As a new mother, I can attest to the importance of having a safe place for my child to play so
that I can attend unpaid informative community events.
I would also bring to the table my concern for disaster capitalism when it comes to housing issues in the area. This came to my attention after the Tubbs Fire when housing costs increased because of the
lack of housing due to the fire. Taking advantage of a basic need like shelter when there is lack, due to a large scale disaster is immoral and also creates lasting felt effects in all surrounding communities.
Regulating the housing market directly after a disaster is a critical way to employ a climate justice lens.
Most recently I helped to put together a small booklet on Allyship for the Spirit Weavers Gathering this past summer. This booklet that was meant to provide a basic introduction into equity work which
included terms & concepts as well as continuing educational resources for the reader. This booklet was part of a teaching zone myself and a small team put together called the Come -UNITY Village which
centered classes focused on social justice. I feel versed in and committed to bringing this work to any group I am part of.
How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission?
In the week of the Camp Fire, I came to feel the reality of no higher ground for the first time. Although this concept is not new, having a child made it
hit home. Last summer, all four places that I have called home on this one earthMaui, Tahltan Nation, Sweden, and Californiadealt with
unmanageable fires, leaving me to realize, in the vulnerability of new motherhood, that there was nowhere to run. To feel the loss of higher ground, as a
parent, to realize it as myth, is to accept the fate of the world for what it always has been: unpredictable.
Last year, the year my son was born, The LIN released their infamous 12- year report, and I since have found myself in a terrible practice of counting
down. My child will be 12 years old at the 12- year mark. I will not yet be 40. 1 grieve daily in subtle ways for this known reality and have spent many
sleepless nights detailing my families evacuation plans in my mind, considering how long it would take to get to the river behind our home or down the
highway on a bike. Most intimately, I feel the climate crisis has already impacted me psychologically and physically. This past Spring, I developed
respiratory issues for the first time in my life which I believe is likely linked to the last two severe fire seasons we faced. During 2017 1 was pregnant and
last year I was newly postpartum, meaning that I was placed in a high-risk group to smoke exposure. I worry often about what a childhood filled with this
type of smoke exposure will also mean for my child.
This perspective of having to live the majority of one's life and raise their child within this reality is important. I bring the perspective of youth. I bring the
urgency of a mother looking for long term solutions. I am unwilling to do stand down and do nothing. From experience working with many groups of
people, I know that I bring an energy of perseverance and an attitude of truth.
To say that I feel committed to tackling climate change would be a lie, because I do not believe we are in the position to "tackle". I do believe in creating
more coping capacity, resilience, preparedness and adaptability within ecological and social systems. Sometimes I wonder briefly about what else I would
be doing with my life if it wasn't for climate change, but I realize those are lost moments. I am here for the change. I am here for the work. These times
leave no other choice.
Please provide examples of actions the City should take to address the climate crisis.

Supplemental Questionnaire for Climate Action Commission Applicants:
Please provide examples of actions the City should take to address the climate crisis.
I spent time going through the City of Petaluma General Plan from May 2008 where I found that
many of the original suggestions I had thought of already existed. If given a commission seat I
would want to re -visit those plans, specifically those related to Transportation, Trees, Green
Building, the Environment, Green House Gas Emissions, Water and Sustainability. My emphasis
would be placed on tying these topics into economic and social responsibility, in line with the
call for a Just Transition from the Green New Deal. Below I note both my ideas and then the
specific policies and goals from the General Plan that I think would be wise next steps for
Petaluma.
Along with revisiting the General Plan, I would also support the rest of the commission and
council in approaching climate change through applying resilience thinking. Resilience thinking
as defined by the Stockholm Resilience Center is "a thinking approach [that] investigates how
these interacting systems of people and nature can best be managed in the face of disturbances of
uncertainty.
Example Ideas:
1. Invest in bicycle and pedestrian infrastructure
- More bike/pedestrian lanes are safer. I often do not feel safe biking or walking in areas that are
not heavily trafficked.
- Bike camps for children within schools
- Skill shares on how to fix and maintain your bike
2. Invest in the youth: Young people know what they are facing and are looking for direct ways
to skill -up and step into action.
- Educational talks through local high schools
- More intentional bridge -building and strengthening of youth social movements
- Creative collaboration w/schools. Can students earn extra credit for civic engagement
orientated around climate change?
- Provide an analysis around community organizing, support youth becoming active and engaged
organizers
3. The Train:
- Lower the cost of the smart rail. It costs more for my family to take the train to areas in Marin
where we have family, rather than drive.
4. Ban Styrofoam and other single -use plastic before 2030
5. 100% clean energy by 2030
6. Address disaster capitalism and enforce regulation around the cost of home rentals rising after
a disaster like a fire

From The Petaluma General Plan 2025:
Pg. i-6 " Sustainability:... We acknowledge that we bear a responsibility to craft our policies for
the next twenty years and beyond with consideration for the world that we will be leaving to
future generations."
Pg. 1-22 Trees and the Built Environment
• 1-p-49, Preserve existing tree resources and add to the inventory and diversity of
native/indigenous species.
1-p-50, Preserve and expand the inventory of trees on public property
I am also curious about brainstorming creative and meaningful ways to include citizens in tree
planting efforts through art and ceremony.
pg. 2-4
• 2-P-7, Encourage creation of a street tree planting program in existing residential areas and
industrial areas undergoing revitalization.
Pg. 2-12
• 2-p-37, Use the Natural Environment Element, Water Resources Element and the Petaluma
River Access and Enhancement Plan as tools to:
- Implement the Petaluma River greenway by maintaining setbacks.
- Creating flood terraces where appropriate.
- Preserving flood storage capacity of the floodplain.
- Protecting and enhancing habitat conservation areas.
- Protecting and enhancing oak and riparian habitat and other open spaces along the river.
Pg. 2-24 Continue to develop into Green Building & outlined goals
Pg. 4-2
• Invest intensive support into the Chinook salmon as Western Pond Turtle as outlined on this
page under "Aquatic and Riparian Resources". "The General Plan seeks to protect these aquatic
and riparian habitats as they play a crucial role in the preservation of sensitive species in the area,
including the Chinook salmon and the Western Pond Turtle."
Pg. 4-7 Goal 4-G-3: Air Quality, specifically:
• 4-P-6, ...required planting of trees along streets and within park and urban separators, and
retaining tree and plant resources along the river and creek corridors."
4-P-7, Reduce motor vehicle related air pollution.
4-P-11, Promote ride -sharing and car -sharing programs.
Pg. 4-9 & 4-10 Goals 4-G-4 Energy
• Reduce reliance on non-renewable energy sources in existing and new development.
Pg. 4-12 — 4-14 Green House Gas Emissions Revisit this whole chapter in detail, specifically:
• Our cities commitment to undertaking the "Cities for Climate Protection" program
89 Kailea Frederick
• What it means for us having signed the U.S. Mayors Climate Protection Agreement which
promises to surpass the Kyoto Protocol targets
• Our Community Greenhouse Gas Emissions which states that our transportation is responsible
for 55-59% of our emissions. On pg. 5-2 there is a further detailed table which looks at
percentages of modes of travel with driving alone at 72.1 %.
Pg. 5-18 — 5-21, Goal 5-G-5: Bicycle & Pedestrian Improvements
• 5-P-15, Implement the bikeway system as outlined in the Bicycle and Pedestrian Plan, and
expand and improve the bikeway system wherever the opportunity arises.
biking
5-p-21, Strive to create a five percent bicycle commute share by 2025
5-p-22, Preserve and enhance pedestrian connectivity in existing neighborhoods and require a
well connected pedestrian network linking new and existing developments to adjacent land uses.
• 5-p-25, D., Study, seek funding for, construct and maintain a "Petaluma Ring Trail", a
connected system of multi -use trains in the Urban Separator, or otherwise approximately parallel
with (if not immediately adjacent to) the Urban Growth Boundary. The Petaluma Ring Train
shall form a continuous, unbroken path around the city.
• 5-p-31, Making bicycling and walking more desirable by providing or requiring development to
provide necessary support facilities throughout the city.
• 5-p-32, Promote bicycle and pedestrian safety and increased use of non -motorized
transportation alternatives through engineering, education, and enforcement programs.
5-p-33, Fund and perform regular maintenance on all public bicycle and pedestrian facilities.
5-p-34, Utilize a creative variety of measures to fully implement all projects and programs of
the Petaluma Bicycle and Pedestrian Plan.
Pg. 5-25
• 5-p-51, A., Support efforts to establish ferry and water taxi service along the Petaluma
waterfront.
Pg. 6-18
• 6-p-21, Develop an Urban Forestry Program to consolidate the various City policies and
ordinances regarding tree planting and removal and to incorporate the goals of the California
Climate Action Team Report to plant 5 million trees in urban areas by 2020 to provide energy
conservation and reduce greenhouse gas emissions.
o Would it be possible to partner with an organization like For The Wild who is wanting to plant
out 1 million trees?
Pg. 8-21
• Revisit `Sustainable Site Planning' with an emphasis on improving natural hydrologic functions
and water quality through sustainable site planning
Pg. 9-13
9-p-9, Incorporate sustainability as a characteristic of Petaluma's image.
9-p-10, Encourage economic development that will enhance job opportunities for existing City
residents by providing incentives for proposals that:

Provide jobs that match the skills (occupation) of unemployed or underemployed workers
who live in Petaluma, and/or
Commit to first -source hiring for workers who live in Petaluma, and/or
Pay wages that enable workers to live in Petaluma.
One of the things that I would like to support would be the bridging between Petaluma and other
small cities that are working towards Climate Action. One aspect that fuels individuals and
groups are knowing that they are part of a larger collective story and movement. Over the years I
have thought frequently to a moment at the UN Climate Conference in Paris when by chance I
sat down and shared a breakfast conversation with a mayor from New Zealand who had traveled
to the conferences to meet up with other local officials from other countries who where
committed to implementing the Paris climate accord in their municipalities. This was an
important conversation for me as I learned during that meal about how smaller local
governments can in many ways support and move forward quicker in terms of implementing
climate action, instead of waiting for top-down instruction, which so much of those conferences
are orientated around. I think publicly aligning Petaluma with other cities that are utilizing
frameworks like the Green New Deal would provide citizens with a sense of pride and the energy
boost we are going to need to engage the public on all levels.

My background in climate issues stems from my experiences as a student leader at the University of California, Santa Cruz. After being appointed as the head of sustainability ata

After graduating, I continued pursuing my passion for sustainability as a canvasser for the Asian Pacific Environmental Network, Here, l performed outreach and provided community

is to in rease community outreach efforts to the different communities that make up Petaluma to learn more
about how these communities are already contributing to sustainability and ways we can help empower them
to practice other sustainability efforts given their varying circumstances,
Another action the City could take to address the climate crisis is to provide more incentives to actively
practice sustainability. For example, during my time in Washington D.C., I witnessed how their grocery stores 1
provided a discount to consumers who brought reusable bags in addition to charging for one-time use bags.
This helped promote an incentive for those with limited budgets to remember to bring their reusable bags. The
City could also integrate sustainability education and training on energy, water, and food waste as a
requirement for schools and businesses, Given the structural differences within schools and businesses, it
would be the commission's responsibility to create trainings tailored to these differences as well as to offer it in
multiple languages, 'The aforementioned are a few ways we can tackle the climate crisis, and I am eager to I
learn from the commission and the community about other ways we can achieve collective empowerment

interacting with others who may have opposing opinions or views?
specialize in mediation and community involvement, so I do this for 40-50 hours/week! In the
agreement work that I do, I'm trying to get participants to identify their interests and motivations, rather
than their positions. This creates a space for creative problem solving and consensus building, and
can help move a group away from intractable conflict.
107 Ben Gettleman
In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
think environmental justice is a critical issue, and we'll need to make sure we're considering the
needs of EJ communities. We need to make the climate crisis relatable for people who often work 2 or
3 jobs to keep their families safe and healthy. This means connecting it to quality of life, education, and
jobs. We also have to "go to them" to get input through pop-up workshops, getting involved in
churches, and accessing families through the schools.
How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission?
I honestly feel discouraged that the need is so dire and yet there is still so much reluctance on the
national level to take immediate and drastic action. I also feel hope that local actions, when
implemented thoughtfully and effectively, can trickle up and become part of a national conversation. I
believe Petaluma has an opportunity to do that with the Climate Action Commission.
Please provide examples of actions the City should take to address the climate crisis.
Update Petaluma's Climate Action Plan with more input from the local community
Work closely with Sonoma Clean Power to broaden the range of incentives for home electrification,
solar panels, and electric vehicles
Develop climate action curriculum for local schools
Develop anti -idling zones for local schools

Please state reasons why you want to become a member of this Board, Commission, or Committee,
including what specific objectives you would be working toward as a member of this advisory body:
I approach this Commission from a background of engaged and passionate role models. My mother, Cinda Gilliland, serves
as the President of the Petaluma Arts Center board; my stepfather, Larry Reed, served on the Design Review board in
Petaluma; and my grandmother served for several years on the school board in San Rafael. I see this as an opportunity to
give back to my community in an area I feel strongly about. In addition, as a member of the Climate Action Commission I
would like to work towards a comprehensive plan for Petaluma, one that includes a holistic understanding of transportation,
infrastructure, housing, and social and environmental well-being. Petaluma holds great potential, but is on the brink of great
change and growth, which if left unheeded could lead to a lower quality of life for all inhabitants. On the Commission I would
strive towards solutions that address Petaluma as a whole, and would work towards a resilient and climate -smart future.
One that would serve as an example to other communities nearby.
Is there any other information that you feel would be useful to the City Council in reviewing your
application?
As the Sustainability Manager at Sherwood Design Engineers, I worked alongside Civil Engineers and Environmental
Planners with a focus on green infrastructure and sustainable water solutions, including water reuse. In this capacity I
learned a great deal about urban planning, especially as relates to California and our water scare regulations, requirements,
and opportunities. This experience in combination with my work as a Farmers Market Manager, with the Agricultural
Institute of Marin, contributes to a uniquely holistic understanding of climate stresses faced in a variety of sectors; in both
urban and rural communities and settings. I was also a part of the Resilient By Design - Bay Area Challenge, with a focus
area of Islais Creek in south-eastern San Francisco; as a part of the design team, I was responsible for community
engagement and facilitation working directly with community groups and stakeholders from Bayview / Hunters Point and the
Dogpatch neighborhoods. This experience contributed greatly to my interest in civic engagement and public process,
understanding both the difficulty, and yet importance of equity and inclusion.

Petaluma city limits or have a Petaluma address for address since September 2018.
not less than one year prior to appointment? p
Do you have professional expertise in climate issues? If so, please briefly list your relevant professional
experience.
Yes, I have a MSc in Environmental Studies & Sustainability Science where climate change and
associated challenges were focal; however, professionally I also have experience working at an
innovative civil engineering firm that specialized in water reuse and green infrastructure, in addition to
work with California farmers, which directly related to struggles with both climate and water stresses.
Additionally, as mentioned in the initial application form, I was a member of the Resilient By Design -
Bay Area Challenge, which focused on resilience in the face of climate stresses, including sea level
rise. My role on the design team, was to engage members of the public in workshops.
115 Dana Gill iland-Winstrom
What qualifies you to serve on the Climate Action Commission?
As a concerned resident with strong critical thinking and systems analysis training as it pertains to
sustainability challenges and climate change, I am well-equiped to serve on the Climate Action
Commission and serve my fellow Petalumian. I also bring international experience, with a Master
degree from Sweden, where the focus was on sustainability and environmental stressors (i.e. climate
change and its affects).
What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
My understanding of the climate crisis is that it is dire, and needs immediate action. Every citizen and
every town should do its part, no action is too small or insignificant. I am personally invovled everyday
through conscious decisions, whether it be to ride my bike to the grocery store, or buy locally produced
products, or saying "no" to a plastic cup or straw. Every action makes a difference, and everyone can
do something!
What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
In my two previous positions, both as a Farmers Market Manager and Sustainability Manager, 1 was
responsible for engaging with stakeholders and the public, acting as a liasion between the community
and my organization/firm. In this capacity, I excelled at interacting with a variety of actors on a wide
variety of topics, often with opposing views or opinions, and promoting clear and unbiased dialogue.
also have experience with facilitation, which would serve me well in this role.
116 Dana Gill iland-Winstrom
2
In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
I would hope that the Commission itself includes a comprehensive picture of the population of
Petaluma, and therefore addresses many view -points equitably, but in addition, the topics and
decisions should be brought before a representative group to gauge public opinion. In my role, I would
lend a listening ear to anyone who expressed interest in engaging in the discussion and advocate for
representative actions.
How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission?
It frightens me, but I do not want to fall victim to thinking that it is too late. Instead I want to move
forward with solutions that offer optimism, and one way to do this is by offering every resident tools to
improve our situation. I believe that this perspective would strenghten the Climate Action Commission,
providing a young set of eyes on a problem created by the generation that preceeds me. In addition, as
a new mother, I want to create the best possible future for my child and the coming generations.
Please provide examples of actions the City should take to address the climate crisis.
Actions should include, improved public transportation and cycling infrastructure, that encourages the
use of alternate modes of transporation, including bus, train, and bike. Petaluma is a small enough city
that more residents should travel short distances by modes other than car. This depends in large part
on feelings of safety and ease, which both could be improved greatly. Other actions should include:
sustainable land use practices, such as carbon farming, and incentives for land -owners to implement
such practices; water and energy savings programs; and improved waste management for both the
facility operation and education of the public.

What Special Interests/Skills/Talents would you bring to this Board, Commission, or Committee?
I am a born convener, back from the neighborhood club I started as a child, on through punk rock shows in the 90s to the
first ever Student Philosophy Symposium of SFSU. As a professional and an activist I have held conferences, meetings,
guided tours, strategic planning sessions—always only with one goal, bringing people together for collective action.
It is true that I am on the very left of the political spectrum in terms of my own views, as I am sure most if not all applicants
for this commission will be. Yet I will bring my talent for listening and encouraging dialogue across perceived divides. As a
facilitator, I have the skill to hold my own opinions aside and hold space for the integration of seemingly incompatable
viewpoints.
My relevant special interests are
— hyperlocal economic development (discussed elsewhere in more detail), and
— Petaluma! Our family from beyond the city call us "Petaluma boosters!" And we are, we love it here and the direction the
city is taking

Please state reasons why you want to become a member of this Board, Commission, or Committee,
including what specific objectives you would be working toward as a member of this advisory body:
My purpose is to develop hyperlocal economic and cultural systems which are resilient and inclusive. Petaluma is my home
and the locus for many of the communities I am a part of. I wish to provide my expertise to these communities by
supporting our city management and elected officials.
Specific objectives toward this end will include:
— a trackable, cross-juristicion, framework agnostic coordinating tool for sustainability planning across city departments
— broad stakeholder engagement for both input on specific projects and for collecting ideas from residents to explore
potential new initiatives. Broad stakeholders would include civic, religious, and business leadership; landowners;
representative samples of the spanish-speaking, "progressive," and "conservative" populations of Petaluma;
underpresentated groups including the homeless, the cognitively diverse, and the elderly
— this committee as a vehicle for voices from across the poltical spectrum to join together in dialogue around leaving a
thriving city for the current generation of growing children and beyond
Is there any other information that you feel would be useful to the City Council in reviewing your
application?
I was at the 3 year planning session earlier this year. I've never seen an event like that held by Sonoma County officials.
The effort and approach convinced me that Petaluma is moving in the right direction. That was when I first considered
getting involved at a city level.

126 Michael Giotis
What qualifies you to serve on the Climate Action Commission?
I have:
— an MBA in Sustainable Enterprise
— deep sustainability network built from 5 years of producing the Sustainable Enterprise Conference
and dozens of other sustainbility and resilience events
— a strong local business network built from work with 100s of North Bay companies and startups
— an active parental network through our school, youth sports, and charity communities
— extensive experience with facilitating difficult conversations in public and private settings
— project management tools and expertise
— communications skills, verbal and written
— extensive public -facing educational programming experience, including development, marketing, and
design as well as content creation and presentation
— an everyday, all day focus on using this crisis as an opportunity to learn how to work together again
What is your understanding of the climate crisis? What is the urgency and how are you involved in climate
action?
The climate crisis is caused by unchecked consumption. In that regard, it is a complex issue fueled by
the activities of companies that produce and by all of us who consume. The science that the public is
seeing, including the recent, more dire projections of the IPCC, depict the most optimistic end of the
spectrum. In private, the leading scientists are much more pessimistic. The urgency comes from the
sudden and severe shift that these scientists are now expecting the growing children of today, in our
city, to experience in their lifetime.
Accordingly, my focus is on hyperlocal resilience build on regenerative practices in the commercial,
political, and domestic spheres of activity. In addition to my sustainability convening mentioned
elsewhere, I work on sustainbility initiatives such as Citizen C.A.T., North Bay Forward, One Planet
Living. I am an ambassador for the Sonoma Climate Challenge and an organizer of the Cannabis
Sustainability Working Group which meets monthly.
My current professional project (and passion!) is to bring a zero waste Bulk Store to Petaluma. Stay
tuned!
What is your experience working on policy issues, including promoting awareness, creating consensus, and
interacting with others who may have opposing opinions or views?
As a facilitator, I understand that facts only present part of the picture of how a dialogue is unfolding in
real time. Keys to successful consesus building include taking the (often long) time to bring everyone's
whole perspective to the table and really listening beyond words into the experience of the participants,
both in the moment of dialogue and in their interaction with the issue under discussion.
When time is taken and facts are agreed upon, all participants have the foundation that leaves space
for productive dissent and opposing arguments.
My experience in this area includes promotion to and re -framing for diverse stakeholders, multi -channel
communications and conveying types (un -conference, chiret, art/music/poetry showcase, themed
dance party, practical tips workshop, networking, film or book + discussion groups).
127 Michael Giotis
In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma
are equitable and inclusive?
Upward of 30% of the population of Petaluma is Spanish-language first. How many from those
communities were at the 3 year planning session? 1 am currently working to integrate multiple langauge
communites across Petaluma through poetry events. It is difficult work. I look forward to building on
this, ideally in partnership with a Spanish -first member of this committee.
I disagree with the current trend in sustainability activism which says that we can no longer wait for
those who don't believe in climate change so there is no point engaging with them. While the strategic
approach of especially focusing on those ready to take action is sound, the biggest issue that needs to
be addressed is our societal difficulty in dialogue "across the aisle." Whatever else we do, we have to
have an engaged, ongoing dialogue that includes and respects voices from all communities across
Petaluma. To be clear, I mean even white nationalists. Not listening will not help.
How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission?
My two boys are growing up here, ages 11 and 8. Science makes it clear that by the time they are my
age, they could be refugees fleeing this land. The fear and grief of that scenario drive my action for
local change so that never happens.
At the same time, this mix of facts and feelings has given me as a father the opportunity to really focus
on sharing with my kids the tools for living a good life. The keys to living well have little to do with
whether they get into Stanford or take over the family business and more to do with being present in the
world, listening to others, and finding ways to lead. These interactions with my kids remind me that they
is always room to enjoy life, to shine a positive light.
Being present in the world, listening to others, and finding ways to lead—this is the perspective I will
bring to the Climate Action Commission.
Please provide examples of actions the City should take to address the climate crisis.
1. Ongoing public forums and updates around immediate climate issues, such as wildfires and wetlands
resilience.
2. Closed door engagement with the wealthiest citizens about how city initiatives may support their
charitible and local activities.
3. Exploration of the OnePlanet.com platform's potential benefits to sustainability planning.
4. Official city adoption of the One Planet Principles for communications, planning and reporting.
5. Prioritization of green -lighting the solutions we know will help.
6. Fearless declaration of climate crisis leadership.
7. Ongoing dialogue with and input from all the communities that make up Petaluma.

Climate Actin Commission Application
Supplemental Questionnaire responses
My qualifications for serving on the Climate Action Commission are as follows:
• 9 -year resident of Petaluma.
• Respected faith leader in the Petaluma community, with well-established interfaith and
ecumenical connections with Christian, Multi -faith, Jewish, Buddhist, and Muslim congregations
and their leaders.
• Life-long student of the connection between ecology, religion, and community. Eagerness to
learn more, and to grow personally and professionally through work on the commission.
• Many years' experience as a faith community leader, promoting awareness, developing leaders,
creating consensus, resolving conflict, and responding to challenges and crises in a creative and
collaborative manner. Passion for transformative learning in community.
• Prior to ordination to the Episcopal Priesthood, I was an organic farmer and gardener for 13
years. My experience includes managing the farm program at Green Gulch Farm Zen Center,
where I established the Farm Apprentice Program in 1994, and founding the St. Mary's Urban
Youth Farm in the Bayview neighborhood of Southeast San Francisco for the San Francisco
League of Urban Gardeners.
• Extensive experience with public speaking, teaching, leading workshops and facilitating
participatory meetings.
• Excellent interpersonal skills; patience, authenticity, humor, and compassion grounded in
personal spiritual disciplines.
• Hope for the future and faith in humanity.
• Spanish fluency—not perfect, but quite good.
My understanding of the crisis is that it is a legacy of the modern industrial economy's dependence on
fossil fuels as its primary energy source. The pollution of the atmosphere by heating -trapping gases
from the extraction and burning of these fuels is raising global temperatures, producing a cascade of
mutually -reinforcing effects, such as droughts, wildfires, and heat waves, more powerful storms,
alteration of wind and ocean currents, and rising sea -levels, that have destabilized the ecological
conditions under which human cultures and civilizations evolved. The question is not whether there will
be serious impacts on agricultural productivity, the viability of coastal communities, and other basic
underpinnings of the world economy, social stability, and human health, but whether humanity can
adapt quickly and radically enough to forestall a complete collapse of life as we know it.
I have been involved in climate action in the conduct of my private life, and in my professional capacity
as an Episcopal Priest. Within the limitations of our moderate income, my wife and I have worked to
reduce our ecological footprint, installing insulated windows, solar panels, and energy-efficient lighting

and appliances in our home, turning the lawn around our Eastside Petaluma house into a drought -
tolerant landscape producing habitat for native species and a growing share of our own food. In our
other food purchases we have attempted to purchase directly from local producers where possible. We
have reduced our commuting and long-distance travel, purchased an energy-efficient hybrid car, and
signed up for 100% renewable power.
In my ministry I have been active in educating my congregation about the science of climate change, and
our moral duty to respond, while encouraging their faith in the power of community to heal trauma,
adapt to disruptive change, and find just and creative solutions to daunting problems. I have
encouraged our congregation's membership in Interfaith Power and Light, the pioneering faith -based
climate -action group. I have also drawn on my background in organic agriculture in my active
involvement, over 7 years, as an advisory board member with the Interfaith Sustainable Food
Collaborative, engaging faith communities in the North and East Bay Areas in partnerships with each
other, with advocates and policy -makers, and with local producers and distributors, to promote food
justice and food security for all. I see this as a key aspect of climate adaptation and community
resilience,
Ot,t e64on 3.
In addition to what I have already written, for the last nine years I have been leading the redevelopment
of St. John's Episcopal Church, Petaluma, after a schism that reduced the congregation to a fraction of
its former size. There was a discontinuous break in the administration and governance of the church,
which has required rebuilding the organization essentially from scratch. This has been a complex
process of consensus -building, creating policy, managing conflict, and keeping people with divergent
opinions working together. I have intervened decisively at times, in areas where it is my purview to do
so, but my principal role has been to create the context of trust, openness to dialogue, clarity about
principles and policy, and long-range vision, within which the members of the congregation have found
their own solutions to problems.
At an earlier stage in my life, I had the experience of managing the 15 -acre commercial organic farm at
Green Gulch Farm Zen Center during a time of crisis. After the sudden departure of the previous farm
manager in an atmosphere of conflict, many in the community were questioning the rationale for, and
viability of, the farming program itself. Some were advocating discontinuing its operation. I made the
case at Senior Staff meetings, and in community forums, for the importance of the farm to the broader
mission and vision of the Zen Center. I succeeded in building consensus around my proposal to develop
a formal farm apprentice program in closer alignment with the educational and ecological stewardship
aspects of that mission, and to shift our marketing strategy from wholesale to direct -to -consumer
marketing. I recruited the team to carry out this plan, and in broad outline it continues today.
C." Imo! 7
I will build on existing relationships to help bring questions about climate adaptation and community
resilience to gatherings of stakeholders in the community who are already working to meet the needs of
underserved and vulnerable communities --staff and clients at COTS, Petaluma People Services Center,
Rebuilding Together, PEP Housing, Sonoma County Organizing Project, and the various faith
communities, etc.

1 will reach out to congregational leaders across the spectrum of faiths and denominations in Petaluma,
inviting them into conversation about their role in helping their communities respond to the climate
crisis. This will include religious minorities, such as the Islamic Center and B'nai Israel Jewish Center, as
well as Christian churches with ethnic minority -majority composition.
As the parent of a public school student in Petaluma, I will seek ways to engage the administration,
faculty, and students of the public school districts and public colleges in integrating climate action into
planning and curriculum. 1 will reach out to other City Commissions such as the Youth and Senior
Commissions, to see how we can work cooperatively to connect climate adaptation and community
resilience to their efforts and concerns.
I will work on the commission to make the connections between the climate crisis and other inter-
related factors driving increasing inequity in our community—the exorbitant costs of housing, health
care, and higher education, food insecurity, poor public transportation, depressed wages and lack of
promising career paths, and the broken immigration system.
At times I feel afraid, and often very sad. I am especially pained when I think about my teenage
daughter and the hardships, constraints, and agonizing choices that she will face over the course of her
lifetime because of the changing climate. At the same time, I see the climate crisis as a spiritual and
evolutionary crisis for humanity, and for the living Earth. We are entering a time of death and rebirth on
a planetary scale, and I have a deep faith in the profound evolutionary wisdom of the Earth, as shown in
previous crises of similar magnitude. I also have faith in the spiritual potential of humankind to awaken
our reverence for all of life, our compassion for one another and all suffering beings, and our loving and
clear-eyed humility and wisdom. It is my hope that, out of the crucible of this crisis, we will find our way
to a new and creative global civilization based on diversely -adapted local cultures, our common humane
and spiritual values, and an elegant and reverent science of cooperation with the regenerative powers
of whole Earth.
It remains to be seen how this perspective will strengthen the Climate Action Commission. I trust that it
will, but it is not really for me to determine how. I hope that by getting to know the other members and
letting them get to know me, by respecting and learning from them, and lending my voice to the
conversation, I will find how my particular gifts and perspectives build up the whole.
Here are some ideas:
Recruit volunteer organizers in neighborhoods throughout the city for Climate Action Block Parties to
build community among neighbors and encourage and inform their own thinking about how they can
act together.
Enlist faith community leaders in holding congregational forums and workshops on local impacts of
climate change and ways to respond.
Begin discussions with leaders at Petaluma City Schools, Santa Rosa Junior College, and Sonoma State U.
about integrated curricula and vocational training for careers in ecological design, permaculture,

community planning and organization, trauma -informed counseling, and so on, adapted to local
conditions and knowledge.
Work with the Tree Advisory Committee, The Planning Commission, and ReLeaf California to develop a
city-wide plan for a cooperatively -managed urban forest, to reduce heat-island effects and expand
neighborhood food production.
