In a word: "responsibility". The climate crisis demands a response. I feel I have a unique ability to help. I have been working for the health of our global community since I was 16. In retrospect, my entire adult life has been in preparation for the climate emergency work I am doing today. Professionally and as a volunteer, I've worked in capacities and for organizations that require teamwork, leadership, and a strong sense of mission. I've been immersed in the subject matter—climate, energy, food, community—and in the methods people use to solve problems and get good work done. I have worked on energy and resources policy and programs at the federal, state and local level, and I see that Petaluma is very well positioned to take advantage our situation and make great progress. This will benefit our community and be shared with other towns. We are all in this together. Climate change is rightly called an existential threat, and yet, with delightful irony, it is the quintessential opportunity—for humanity to get things right, to create a heaven on earth (or, if we fail, that other place!) Thus, our work has to be about more than the right climate policies or technologies, important as they are. It's about how people deal with each other. In the early 1980s another existential threat loomed: the idea of a winnable nuclear war. My wife and I were new parents; we joined the Petaluma Chapter of "Beyond War", a non-partisan educational NGO. Beyond War called for "a new way of thinking", based on the unity of life on earth. One of our key principles was to maintain an attitude of good will, and not preoccupy ourselves with enemies. Fast forward 30 year to my work with Citizens' Climate Lobby, which has a similar "Ghandi" values and methods at its core. We treat everyone with appreciation and respect, even those with whom we disagree. CCL and Beyond War didn't invent this stuff, they merely applied the best of human attributes and social science in a systematic way to build an effective modern movement. The difference over those three decades—and especially the last few years, is that the threat global ecocide is far more visible. More people are ready to change, and the organizing tools are more powerful. And...the wonderful thing is this: when we change our thinking in this manner, we are not just living up to an abstract ideal; we are more powerful. We get results. And it feels better. I expressed this vision in the 240 columns I wrote for the Petaluma Argus Courier on "building sustainable community", from 1999 to 2009. * My work as a climate activist and policy advocate, especially with Citizen's Climate Lobby in a leadership role since 2012. Through my work starting up CCL's Business Climate Leaders program, I have developed a large network of experts and influencers in the climate movement. What is your understanding of the climate crisis? What is the urgency and how are you involved in climate action? I first learned about the greenhouse effect in my Environmental Studies classes at UCSB in 1972. Concern about the relentless rise in GHG levels has been a backdrop for all my work on energy ever since. I have for decades considered it an existential "hair on fire" threat, though I also see the opportunity it presents to reshape modern civilization for the better (see my response to "Why do I want to join the CAC?" on the other questionnaire.) Since I joined Citizens' Climate Lobby (CCL) seven years ago, I have been immersed in climate education, organizing, and policy advocacy. While I was still employed at Enphase Energy, I devoted from 5-10 hours a week to CCL, focusing on the development of the Sonoma County Chapter and outreach to local citizens and community leaders. After getting laid off, I have been working on climate action nearly 40 hours a week, developing a new model for engaging "grasstops" leaders in advocacy for federal carbon fee and dividend legislation (e.g. getting the Petaluma Council, along with the Board of Supervisors and Santa Rosa, Sebastopol and Cotati, to enact resolutions endorsing that legislation.) What is your experience working on policy issues, including promoting awareness, creating consensus, and interacting with others who may have opposing opinions or views? Because of my work with CCL and my prior experience with legislatures, PG&E, political campaigns, and corporate Green Teams, I'm VERY experienced on policy. I have helped CCL on political strategy with Members of Congress. I have done presentations to civic groups and elected bodies, staffed tables at community events, written guest editorials and blogs for newspapers and trade publications, coaching other volunteers to do the same, and organized climate education/mobilization events. CCL's training program, in my experience with many other NGOs and companies, is unmatched in this regard, especially as it guides you in how to find common ground, how to listen to and talk with people with contrary opinions. I'd like to share it with fellow commissioners. 149 Bruce Hagen In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma are equitable and inclusive? I will start by recognizing my limits as an economically comfortable male pagan Caucasian baby boomer home -owning activist with limited Spanish language skills. I will ask for help from people who know more about this than I, including fellow Commissioners, community members, staff, and my CCL network. Who is likely to need help in Petaluma, both with getting a seat at the table and with subsequent programs? Identify demographically significant individuals, groups, neighborhoods, communities who are not likely to show up, to advocate their interests. Go to their meetings, don't expect them come to ours, at least initially. Listen, and speak their language. Keep the relationship alive. Don't be a colonialist. How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission? I believe in "climate first": what is needed to restore the climate we grew up with. I believe that we should seek to concurrently achieve other objectives for our communities, whether locally (e.g. affordable net -zero housing) or nationally/globally (e.g reduce income inequality), which will also have positive climate impacts. And I support climate bi-partisanship; I do not wish to delay action on climate a couple more years while we wait for partisan politics are right for the perfect social and economic reforms (e.g. the Green New Deal. As much as I love it, there are many conservatives who do not; we should not hold up big investments in climate work, including carbon fee and dividend legislation and support for drawdown agriculture, while we convince enough conservatives to support the inevitable equitable transition.) While Petaluma is predominantly Democrats, Republicans deserve the same respect, and to some degree, outreach as other "minority" community members. My next door neighbor is one of these. Including people like him up front will help ensure acceptance and success for our climate work. Please provide examples of actions the City should take to address the climate crisis. Change zoning and building rules, and provide financing and local worker training to support and encourage converting large single family homes into multi -unit / extended family dwellings and neighborhood co -housing, including sharing of services and vehicles. Incent a new builder to create a tiny home subdivision on the old Hash Ranch property near I Street and Grevillia. Develop funding mechanisms for homeowner and renter decarbonization (primarily converting from gas space and water heating to electric heat pump, gas ranges to electric induction, gasoline cars to EVs, rooftop and neighborhood solar) taking advantage of on -bill repayment via Sonoma Clean Power and PG&E; and further, in anticipation of the Energy Innovation and Carbon Dividend Act H.R.763, how to utilize the predictable household dividend revenue stream to secure lower rate financing; in other words, no money down, no monthly payments. I am talking with the Center for Climate Protection's Woody Hastings and other about this. Work with schools to establish mandatory street -cycling training for elementary and high school students, and explore the potential to require no -fee licenses (with testing) for bicyclists while changing Cal DMV testing for motorists (they must correctly answer the one question about cyclist rights to ride in traffic or they fail the entire exam.) Launch program to afforest and reforest open spaces, particularly on the urban separator, training locals to oversee crews of neighborhood volunteers. "PETALUA: Project to Establish Trees Around Local Unforested Areas" Work with the SCAPOSD to acquire small truck -farm plots in the community separators for new young farmers graduating from regenerative ag training. Use Marin Carbon Project methods to enhance grasslands and no -till farming. I want to collaborate on creating a realistic, inclusive response to the threats, challenges and opportunities of the climate crisis. This will require us to work together and share resources—material, emotional, spiritual and human. A great deal of cultural work will need to be done to help Petaluma come together in this unified, generous way. 1 believe 1 have important skills to help this project of inter -dependence move forward. My objective on the board would be to help craft a coherent vision and set of policies supporting a community-based response to survival threats from (among other things) water depletion, unwise agricultural and land use practices, escalating risk of wildfires, transportation issues, and the housing crisis which has been exacerbated by climate change impacts. We have to pivot to a fossil free lifestyle asap, significantly curtail consumption, and localize the means of production of most everything and vest it equitably in the hands of the people. I would promote home- and community -scale mitigation strategies, cultural opportunities for deepening relationships across the divides, and radical visioning towards a regenerative future. Some of the ideas put forth by Drawdown and the Transition Town movement seem directly applicable to the Petaluma community. Imagine dividing the city into sectors of no more than 6,000-7,000 people who would be supported in working together to make their neighborhood more resilient and responsive to the climate crisis. This would include mutual aid, food production, sharing energy system off the PGE grid, carpooling/sharing vehicles, while sharing resources, skills, tools and information as needed. The Comission would evolve a set of protocols these neighborhood coalitions could organize around, and working within the opportunities and limits of the area (empty lots, available land for growing, solar power opportunities, room for biking path or limiting cars in the neighborhood, etc...) each sector would evolve its own place -based patterns within the guidelines provided by the Commission. Cross-pollination opportunities for these sectors to share inspirations, successes, and failures could build necessary social capital throughout the city. Is there any other information that you feel would be useful to the City Council in reviewing your application? I bring skills as an activist, author, pubic speaker, psychotherapist, permaculture designer/teacher and mother to the table. I am a tenacious, curious, passionate, daring, creative truth -speaking and truth -listening citizen. While I have expertise in home -scale sustainability, I bring a lot of other human resource skills to the table. I think the capacity to hold space and convene conversations that matter is going to be part of the challenge before us. I welcome hard work and complexity. In order for climate crisis work to be inclusive and equitable, creating forums where the needs of all stakeholders are heard, assessed and addressed will be crucial. We need to acknowledge the systemic inequities baked into the system in order to avoid perpetuating them. Education at all levels is important —we must find consensus in understanding and responding to the crisis, now and into the future. People of color, agricultural workers, immigrants, long-term Petalumans, people in poverty, developers, activists, consumers, ecologists, ranchers, farmers, people affected by fire, renters, owners, businesses, etc...—all are stakeholders and have a place at the table. Neighborhood information sessions, roundtables, and teach -ins can reach all segments of the population, and diverse groups of people should be hosted together to make sure various needs and concerns, some of which will be conflicting, are addressed. As a therapist, I am thrilled you are asking me how I feel; as an activist and professional, I find it a little hard to believe! But here goes... I feel enraged, grieved and frightened. I feel passionate, urgent and called to act. I believe it's important to face in to the implications of the crisis we are perpetuating, and then get to work creating a world where we can all live. As the daughter and granddaughter of farmers, I have been aware of weather I climate and its impacts on flora, fauna, and human activity for all of my life. My years as an environmental attorney gave me a foundation in the sciences involved in pollution and the degradation (and restoration) of natural areas and impacts on people and wildlife. I have continued to track, read about, and support organizations that address climate and other environmental issues up to the present time. As a consultant, coach, facilitator, and trainer, I have spent more than 25 years helping work teams think, plan, and execute strategy together. After 11 years as a trial attorney, I became frustrated with the legal system as a way to bring about change. I received a certificate in Organization Development & Transformation from the California Institute of Integral Studies and pursued a career as a consultant, facilitator, and coach. Nearly three years ago I retired from an 18 -year career with the Kaiser Permanente San Francisco Medical Center, most recently as Director of Organization and Leadership Development. What is the urgency and how are you involved in climate action? We have known, and been warned of, the potential impacts of human activity on our planet's climate for decades. Now we are seeing, experiencing, and measuring the actual impacts as the predictions come true. Some of the data indicates we may have reached a tipping point and it may be too late to ameliorate the most damaging effects, such as greenhouse gases and rising sea levels. Yet I want to believe in the creativity and ingenuity of our human race to address these critically urgent problems. I believe in focusing on what I can control, so some of the steps I have taken personally are to drive a plug-in hybrid car, purchase my electricity from the Sonoma Clean Power Evergreen program, buy climate credits to offset any plane trips I take, eat a primarily vegetarian diet, and purchase food grown locally as much as possible. I also donate annually to The Natural Resources Defense Council and Earthjustice, organizations on the front line of the struggle to preserve and strengthen the environmental protections that currently exist. I understand the climate crisis through the lens of a parent, a Sonoma County resident, a climate justice lawyer, a lawyer working to dismantle of our corporate -controlled agricultural system, and a lawyer advocating for a more just, regenerative, and sustainable agricultural system. Our climate crisis is urgent, impacts communities now, and disproportionately impacts low-income and communities of color. Impacts include heat waves, food insecurity, drought, coastal erosion and flooding, more severe and frequent storm events, increased cyanobacteria blooms in fresh water, and more. I understand the severity of climate impacts and am involved in climate action through my work as a public interest environmental lawyer. I have come to understand the impacts of the climate crisis most significantly through my representation of the Native Village of Kivalina and its leaders from 2003 to 2017, which required frequent travel to the arctic and litigation in federal court. Native villages in Alaska suffer some of the worst current impacts of this crisis and I was able to learn from and build relationships with community leaders in Kivalina. I also understand the impacts of the climate crisis by working with environmental justice organizations and leaders to resist the disparate impacts of climate change policy, including California's cap and trade program and the federal Clean Power Plan. What is your experience working on policy issues, including promoting awareness, creating consensus, and interacting with others who may have opposing opinions or views? My work on policy issues includes legislative and administrative advocacy working in collaboration with other environmental justice advocates and community-based organizations. I drafted legislative language for bills in California, and have lobbied for both budget -related and legislative items in the California Legislature. This policy has been primarily climate justice, environmental justice, and air quality -related. I have also worked on policy issues at the administrative level, including (1) implementation of the California GHG reduction laws AB 32, SB 32, and SB 197; (2) development of the U.S. EPA's Clean Power Plan, including administrative lobbying and writing comments on the proposed CPP for EJ groups; (3) federal Clean Air Act implementation before the San Joaquin Valley air district, the Air Resources Board, and the U.S. EPA; and (4) reforming the U.S. EPA's inadequate implementation of federal civil rights laws that protect people of color from racial discrimination. This legislative and administrative experience often involved collaborative work with EJ advocates toward policy solutions with opposition from government institutions, individuals, and organizations that hold adverse positions. My work on cap and trade reform from 2007-2017 is probably the most significant example. I will apply my talent and skill set as a community-based, movement -oriented advocate. I intend to work with fellow commissioners using a team -based philosophy where I am on tap, not on top. I recognize that the power and privilege I carry can disempower others, and I will work to ensure that I support other commissioners to build an empowered team. As a commissioner, I will urge the Commission to affirmatively place justice and equity at the center of the decision-making process and Commission actions. These practices include, but are not limited to, racial justice and equity training for commissioners and city staff, outreach to, and support of, low-income and people of color to ensure meaningful participation, and holding meetings in a manner that maximizes public participation (meetings in the evening, translation for mono -lingual Spanish speakers, child care, etc.). Most importantly, the Commission must be relevant to the diversity of residents and issues we face because people lead multiple issue lives. At the state and federal level, examples include advocating for fiscal policy that provides cities with resources to mitigate climate impacts and take local actions to reduce greenhouse gas emissions. The City should also join other cities and states to lobby for aggressive greenhouse gas reduction policy. What is the urgency and how are you involved in climate action? My understanding is based upon scientific studies and direct personal experience. Accordingly, I believe most official predictions of climate effects correctly report the direction of change, but under report its velocity. For one example, temperatures are rising in arctic regions faster than anywhere else. Now there are more fires in high latitudes, and hence soot deposited on the arctic ice cap. As the formerly white ice darkens, it absorbs more energy from solar radiation instead of reflecting it back into space. Consequently, it may not be long until the entire ice cap is lost one summer, and practically all incident radiation will then be absorbed in the ocean. This one change may add heating equivalent to that produced by one half of the greenhouse gasses emitted annually by the global human economy. Consequently, I believe the need to act is urgent - both to massively reduce net emissions, and to prepare for unavoidable impacts from gasses previously emitted yet still remaining in the atmosphere. What is your experience working on policy issues, including promoting awareness, creating consensus, and interacting with others who may have opposing opinions or views? Perhaps the best experience was when, on the eve of an International Conference in San Francisco of The Natural Step, a leading Swedish sustainability framework, Ann Hancock, Ken Wells, and I thought to invite public, private, and business leaders to attend the conference with us. The theory was that if we were all grounded in the same information, we might thereafter work together instead of at cross purposes. We arranged a bus and invited more than 50. The bus was packed; the atmosphere giddy. Follow on was amazing: Petaluma Chamber immediately formed a Sustainability Committeee, COP embedded sustainability principles in new wastewater planning (and General Plan), and SSU broadened their MBA program. Work to thwart the climate crisis must anticipate the feelings that will inevitably arise among those who will feel challenged as foundational norms are unearthed for discussion. Time must be taken, with guidance from psychologists, to understand concerns and find common ground. 2 211 Ned Orrett In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma are equitable and inclusive? We must establish means for gathering input from traditionally underserved and impacted citizens to identify relevant issues and shape proposals as they are developed. Appropriate meeting places, times and facilitation methods must be selected to support participation. The Climate Justice Alliance provides a wonderful framework for directing this work. Also, with many jurisdictions already preparing climate action plans, and the State of California already directing funds toward retrofitting homes in low income and environmentally impacted areas, there is much to draw upon in preparation. To ensure actions to address the climate crisis in Petaluma are equitable and inclusive, I recommend developing quantifiable targets, and metrics with which progress may be measured. How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission? The scale of this crisis and itsc onsequences are incalulable. There is a great danger of falling into despair or becoming desperately busy doing things that are inadequate. Perhaps if we instead see this crisis as an invitation to evolve as a species to more fully exert our innate capacities of compassion we can steer to a safe shore to preserve not only our children's future, but also that of everthing else living on Earth. For whatever reason, we now find ourselves with this incredible opportunity in our hands. Please provide examples of actions the City should take to address the climate crisis. Transportation: Aggressively work to reduce miles traveled in cars. Aggressively enable ability to use bicycles and electric scooters safely, while planning for higher density urban development and access by proximity. Support transition to electric cars, while exploring less expensive alternatives than individually owned cars. Buildings: Disallow use of fossil gas in new housing and small commercial so as not to dig the hole deeper, then work on cost-effective ways to retrofit existing buildings to eliminate GHG emissions. Sustainable Dredging +: Building on work of CDFA's Healthy Soils Program as expressed by local carbon farming projects, expand this work throughout the Petaluma River watershed. Benefits include retaining rainfall to reduce fluvial flooding, retain soil to lessen future dredging needs, and sequester far more carbon than emitted in dredging operations thereby to help the City to minimize net emissions, thus also reducing the effect forcing sea level rise.
