Private Individuals and their collective impact are critical, but we cannot forget about the city owned properties and businesses in Petaluma that will be impacted by Climate Change and related policies and programs. Petaluma needs to update its minimum requirements for EV charging infrastructure for new developments Petaluma needs a comprehensive energy program for city owned properties, to improve efficiency and generate onsite Petaluma needs renewable energy microgrids at critical facilities. We cannot rely on backup generators forever. Petaluma needs to help its Commercial and Industrial facilities improve. These are large energy users with a lot of impacts, and there are multiple things that can be accomplished which are all net positive for everyone. Electric Vehicles are important, but not enough is being done to build out EV charging infrastructure. If you look at the PlugShare map - Rural Western Sonoma County is still void of infrastructure. A Single Level 2 charger at Bear Valley in Point Reyes and a single charger at Doran beach ..... more needs to be done. I am very familiar with Sonoma Clean Power - and the various other state and regional efforts to deploy EVs, and am confident I can help Petaluma with this effort. Ben Peters has regularly attended both Petaluma City Council and Planning Commission meetings to discuss issues related to climate change. -"This includes informal public advice on better electric vehicle and clean energy policies arfd technical advice on specific developments and projects. Ben regularly attends Sonoma Clean Power board and advisory committee meetings, both to ensure what is happening in the 2 county region will benefit Petaluma, and to inform the agency on best practices from across California and beyond. Ben has a signed support letter from mayor Teressa Barrett on his EV project in rural Petaluma under the BAAQMD Charge! program. Recognizing there needs to be a significant build out of EV infrastructure, he has personally developed an EV fast charging station that should be online in Q4 2019. What is the urgency and how are you involved in climate action? UNDERSTANDING CLIMATE CRISIS = Understanding 3 things - MITIGATION + ADAPTATION + RESILIENCE. This is the UN Framework, and the framework used by most governments, NGOs, and the private sector. Have been focused on the climate crisis my entire professional career. While living in San Luis Obispo county, I was elected to the Green County Council - and since moving back to Petaluma several years ago I have participated in multiple different avenues to help address this problem. Focus on helping existing Commercial and Industrial buildings achieve ZERO NET ENERGY. Much policy focus is on NEW CONSTRUCTION, whereas there is great opportunity for low cost climate mitigation by rehabbing existing buildings to have a lower carbon footprint. What is your experience working on policy issues, including promoting awareness, creating consensus, and interacting with others who may have opposing opinions or views? Familiar with the Brown act and its requirements understand the need to have an open mind and maintain a cordial and friendly atmosphere during meetings and other events have facilitated multiple workshops with companies interested in addressing climate change. Understand the development process, for both housing and other types of projects; is critical. Developers can be persuaded with both carrots and sticks to respond to the climate crisis. Ensure equity and environmental justice are founding principles and included in any guidelines or other materials that may be created or presented. Familiar with the formal codification of 'climate equity' in California and the multiple factors that do their best to ensure actions are equitable and inclusive - the CAL Enviro Screen https://oehha.ca.gov/calenviroscreen OEHHA has done good work on Environmental Justice since 2010, and there are numerous NGOs who have made this their mission. My personal local favorites are APEN - the asia pacific environmental network and the West Oakland Environmental Indicators project. Recognize this is ongoing work and when it is important to give voice to others who may not serve on the commission. How do you feel about the climate crisis? I have worked with Cities across the US to address climate chance via mitigation efforts, in developing energy conservation and efficiency projects. I have helped develop solar and other onsite clean energy technologies and can help the commission understand the technical and policy related matters. I regularly read the many reports and studies that are released on this topic, helping to stay current and up to date on best practices and actions to address this most important topic. My career background is in technology project management. The process we follow is to work with subject matter experts to understand what they are trying to accomplish and capture their business requirements, complete technical analysis, developing the budget and business case, getting buy in from stakeholders and cross functional teams, and preliminary timelines. Once the budget is approved detailed planning begins which includes documenting a detail project plan, a communication plan, meeting schedule, risk / issue log, followed by a kick off meeting. This process can be applied to anything from building a building, software, a chicken coop, organizing your household, or assisting the City of Petaluma implement climate initiatives. There is an art and science to project management. The science is managing the triple constraints of scope, schedule, and budget with a wrapper of quality. The art is the ability to manage without authority, communicate often and clearly, navigate competing political objectives, and be able to hold people accountable. These are some of the skills I would bring to the commission. Taking care of our planet goes way beyond an interest. I am compelled to do all I can to advocate, act, and continually learn and observe ways to make choices that minimize our environmental impact. In order to do this I need to continually step out of my comfort zones. I think about the choices my family and I make on a daily basis and am constantly looking for ways to change our behavior. However important my own choices may be, the changes we need to plan for and make as a community will be far more impactful. We have to make major changes in how we think about and interact with transportation, energy, infrastructure, food waste, food systems, environmental justice, and how to energize and educate our community. My interest lies in being a part of transforming our economy and environment. My family and I moved to Petaluma in 2014 and I work in San Francisco and previously commuted four days a week. Being gone for twelve hours a day, four days a week made it difficult to get more involved civically. However, I have recently switched to working from home four days a week which means I am more firmly rooted in Petaluma. This means I can redirect my time and energy previously devoted to commuting to more fruitful pursuits. The primary objective of this committee and that I would be working towards will be to make resiliency the highest priority. In my opinion we have consistently prioritized convenience, lifestyle choices, and gradualism over choices that will improve our society as a whole. This means looking at everything through the lens of resiliency as we make short and long term decisions. No one person has all the answers but the objectives I think we should pursue are how to improve transportation options and efficiency, how to reduce and better manage food waste, how to make sustainable choices available to more than just the affluent, how to educate our community on why we'll do what we do and the benefits we'll realize, and hopefully change the perception that these objectives are necessary and not simply nice to have. More specifically, a list of actions I believe Petaluma needs to implement: Build bike lanes with solar collecting paths and barriers to keep cars away from bikes Improve public transport including providing more options Allocate public space for a homeless garden project modeled after Santa Cruz Ban pesticides starting with glyphosate Develop a climate curriculum in our schools Become a carbon neutral city by 2030 (not 2045) Invest in renewable energy to make it more accessible Work with local non profits and businesses to create climate resilient neighborhoods Reduce plastic including banning of disposable water bottles except for emergencies Increase enforcement of local traffic laws and launch an education campaign so residents understand the impact of their driving Is there any other information that you feel would be useful to the City Council in reviewing your application? We all have a personal story and how we ended up where we are. I have three short anecdotes that I believe led me to this moment of applying for the Climate Action Committee. The first story was told to me since 1 have no recollection. I was an infant and my mother took part in a grape strike outside a supermarket in Jersey City, NJ in support of Cesar Chavez and UFW. I remember the story because my mother was yelled at for taking part in a protest with an infant child in her arms. I guess I was groomed to be an activist and I need to do more. The second story is that at the age of twenty two I spent three months driving around the U.S. camping and exploring some of our greatest national parks. I already had a love of nature but nothing had prepared me for the beauty of the western wilderness. That was 1991 and I have been trying to do my small part to make a positive impact on environmental issues ever since. The third story is sad and great simultaneously. My mother died on July 12, 2017 and it had a profound effect on me. I was surprised by that since I was 48 years old at the time. It will forever be a blessing and a curse. But the finiteness of our life on this planet coupled with my love for my daughters meant I needed to go well beyond what actions I had taken to date to affect positive change. I have reviewed and provided input on a business plan for a Black Soldier Fly Larvae (BSFL) composting business. This type of business closes the loop on food waste since everything is used, including the larvae themselves since they make excellent feed for livestock and some fish. 1 228 Jesse Rankin What qualifies you to serve on the Climate Action Commission? am a concerned citizen that cares deeply about the climate crisis. I am willing to put in the hours to learn, advocate, and reach out to our community to affect positive change for the climate. I have 24 years of business experience managing large software implementations that requires analysis, planning, clear communication, setting and managing expectations across multiple organizations, collaborating on key decisions, developing strategy, managing the tactical, and being accountable. I believe this translates well to the Climate Action Commission. What is your understanding of the climate crisis? What is the urgency and how are you involved in climate action? My understanding of the climate crisis is that we are currently on a path that will result in the sixth great extinction. We may only be able to mitigate that disaster at this point. According to the IPCC, considered a conservative evaluation by many, we have 12 years to reverse the effects of our GHG emissions just to avoid catastrophe. The urgency of climate action is code red. We are close to a tipping point, if we haven't reached it already, and we need to acknowledge it. I am involved in climate action through volunteering, donating money, and through small daily actions. I look at every decision I make through the lens of climate change and still make mistakes. Many times I am distressed by what I see from government and, not only the lack of important actions, but the outright disdain and denial from too many corners. The best way to deal with that frustration is to take positive local actions and vote for politicians that are committed to taking on this crisis. What is your experience working on policy issues, including promoting awareness, creating consensus, and interacting with others who may have opposing opinions or views? do not have experience working on policy issues directly in local government. I work on policy issues at work but it is a different dynamic. Corporate policies are ultimately driven by profit motive, government policy should be driven by having a positive impact on the largest amount of people. However, my professional work requires promoting awareness, creating consensus, and interacting with colleagues on a daily basis that have different opinions and views regarding the systems we implement and manage. Building consensus takes patience and requires trust to be built. I also have regular conversations about climate change and we definitely have different views. While it's not nearly enough, I did have a nice moment last month when a colleague finally stopped using disposable coffee cups and switched to the ceramic mugs provided. This took weeks of discussion. 2 229 Jesse Rankin In your role as climate commissioner, how will you ensure that actions to address the climate crisis in Petaluma are equitable and inclusive? I mentioned in the CAC application form about the triple constraints of project management (scope, schedule, budget) that need to be wrapped in quality. Our climate crisis actions need to be wrapped in equity and inclusiveness. With every action considered, we need to ask ourselves is the action equitable and inclusive to all of the people and neighborhoods of Petaluma. More importantly, we need to have representation from all segments of our population. The commission will need to reach out to groups and geographies that are not represented on the committee so that their input, ideas, and needs are met by our actions. This interaction with under -represented communities needs to be nurtured and maintained in perpetuity. I've had the good fortune to spend some years in Africa and saw first hand the many, many failures of well heeled and well intentioned people who thought they had all the answers for the locals. I remember seeing a school in a rural area that was obviously built with donor money and it looked new except for the broken windows. As we got closer we realized nobody was using it because after the ribbon cutting the donors money disappeared and the community did not have the financial resources to send their kids to school. This happens all too often in global development and we need to do all we can to avoid well intentioned mistakes that would alienate the communities we are trying to serve. How do you feel about the climate crisis? How will this perspective strengthen the Climate Action Commission? I feel distraught, inspired, angry, hopeful, but most importantly motivated by the climate crisis. My perspective will strengthen the Climate Action Commission because I believe in social justice and the climate crisis, if not dealt with, will have a profound and negative impact on all areas of social justice. I don't look at the Climate Action Commission as a hobby or simply giving back to our community. I am fighting for our future. I believe my passion and the energy I will direct towards this committee will have a positive impact on the committee and our community. We can add ocean acidification to the list of disruption to our coastal ecosystems and economies such as oyster farming. I was the state's primary consulant in establishing the two ocean observing systems (CenCOOS and SCOOS) which are providing data critical to our undersanting of climate change. She admitted that it was daunting but that she had learned to fully internalize the gift of each day and to retain the optimistic viewpoint that as long as we are here on this planet we have an obligation to do our best and address the situation with the best science we have. It wouldbe easy to retreat into fatalism and even despair. I think it is better to acknowledge the risks presented by this moment and then roll up our sleeves and get to work with as much good cheer and humor as one can bring to the table. I am an incurable optimist and no matter what the outcomes there is simply no downside to doing our best today and each day to make our community as sustainable and resilient as possible and to do so with the maximum of goodwill and good humor. For instance, we have removed all plasticware from all of our buildings and replaces them with real silverware. We removed all plastic water bottles and have replaced it with filtered water. What is the urgency and how are you involved in climate action? The threat is real as science informs us. It is urgent because I don't think we truly understand where the "tipping points" are. The impacts we will face are already imbedded in our atmosphere and we must stop throwing gas on the fire through very significant reductions in carbon output. The Climate Action Commission needs to act with urgency. The ideas brought forth need to be realistic and scale -able. The science is well understood. We need the will to act.
