HomeMy WebLinkAboutResolution 97-133 05/19/1997 RESOLUTION NO. 97-133 N.C.S. of the City of Petaluma, California 1 MODIFYING THE WORKPLAN AND STRUCTURE 2 OF THE STEERING COMMITTEE FOR THE 3 CORONA REACH SPECIFIC PLAN 4 5 WHEREAS, the City Council approved a study area and workplan forpreparation of a Specific 6 Plan for the area known as the Corona Reach on July 17th, 1995; 7 8 WHEREAS, the workplan called for a Steering Committee consisting of two Councilmembers 9 and two Planning Commissioners to act as liaisons to the decision-making bodies and provide to direction to the planning process; and, 11 12 WHEREAS, the workplan called for a public participation program that utilized a series of public 13 workshops to incorporate public input; and, 14 15 WHEREAS, there are a number of private and public interests in the planning area that should be 16 represented; and, 17 18 WHEREAS, these interests could also be represented by modifying the structure of the Steering 19 Committee to include appointed citizen's representing the range of interests which would provide 20 for more detailed discussions; and, 21 22 WHEREAS, the Steering Committee could provide an appropriate forum for public input and 23 participation by integrating the public participation program with the Steering Committee process 24 25 NOW THEREFORE BE IT RESOLVED, that the City Council hereby modifies the workplan for 26 the Corona Reach to integrate the function of the Steenng Committee with the public 27 participation program and to seek appointment of citizen's representing a range of interests in the 28 planning area. The composition of the Steering Committee shall be modified as follows: 29 30 • 2 members from the City Council 31 • 2 members from the Planning Commission 32 • 1 member representing property owners within the planning area 33 • Not more than 4 at-large members 34 35 BE IT FURTHER RESOLVED THAT, the charge of the Steering Committee shall be to provide 36 a forum for public input and participation and to develop policy options and recommendations on 37 a draft Specific Plan for the Corona Reach that balances the competing interests in the planning 38 azea and provides a Specific Plan that is feasible, environmentally sound and economically 39 sustainable. 40 c:koronatreso2\jb50U~eL the power and authority conferred upon this Council by the Charter of said City.
