By a straw vote, with Mayor Barrett, Council Member Fischer, Council Member
King, and Vice Mayor McDonnell in favor, and Council Member Healy, Council
Member Kearney, and Council Member Miller opposed, Council decided that "A
Fine Balance" would be installed at its planned location on Water Street for a
period of ten years, after which the location will be revisited. Staff will review
California Environmental Quality Act (CEQA) concerns and will return at a later
Council Meeting with a new contract for the artist, Brian Goggin.
