Resolution Appointing Individuals to City Commissions and Committees
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Appointing Individuals to
City Commissions and Committees.
BACKGROUND
Vacancies exist on the Airport Commission, Recreation, Music, and Parks Commission, Senior
Advisory Committee, Tree Committee, and Youth Commission (adult members) due to
resignations and the death of one long-time committee member. The enabling legislation for the
Youth Commission, adopted in 2017, allows for up to 8 adult citizen members, but there have
never been more than 6. Additionally, the Youth Commission has submitted a list of
recommended student appointees.
DISCUSSION
The deadline for new applications was Thursday, October 10, 2019, at 5:00 p.m. Applications
submitted by that date have been reviewed for completeness and consistency with applicable
eligibility requirements and are attached to this report for the City Council's review and
consideration.
PUBLIC OUTREACH
Press releases were sent to the Petaluma Argus -Courier and Press Democrat regarding the
upcoming appointments. The attached "Get Involved" flyer was distributed at City Hall, the
Petaluma Community Center, Petaluma Library, and the Historic Library and Museum.
Information was posted to the City's website and Facebook page, and on NextDoor.
Announcements were sent out on the City's Email Listserve.
FINANCIAL IMPACTS
Costs are limited to staff time to prepare materials for the recruiting of volunteers, and are
contained within the operating budget.

I have been a licensed pilot for over 13 years, and have been a tenant and aircraft owner based at the Petaluma Airport
for the last 12 years. As a pilot and longtime tenant, I have become very familiar with the operations of the airport as well
as FAA funding requirements for airport improvement projects.

Having had the opportunity to visit hundreds of airports over the years, I can honestly say the Petaluma Municipal Airport
is one of the best general aviation airports in the country. Unfortunately, it is becoming more and more difficult to find well
run facilities these days as many airports and municipalities struggle with funding shortfalls.
Petaluma has been fortunate to have a dedicated group of staff and volunteers over the years to keep the Petaluma
Airport operating as a fantastic asset to the general aviation and local community. I would like the opportunity to use my
knowledge of the FAA grant programs to ensure the airport continues to receive the funding that it needs to operate as it
does today, for many years to come.

Rosa.

Extensive knowledge of General Aviation industry:
Father owned and operated Marin Aviation at Gnoss Field from 1967 to 1985 (in which I worked for 10 -years)
National Sales Manager, General Aviation for Chevron from 1998 to 2008
Responsible for avgas and jet fuel sales to — 600 FBOS in US, Caribbean, and Latin America
Director Brand Sales, General Aviation for Phillips 66 from 2008 to 2013
Responsible for avgas and jet fuel sales to — 700 FBO throughout North America.
Licensed pilot since 1970 with over 3300 hours commercial and recreational experience. Own 1977 Piper Arrow.
For 15 years I managed Chevron's and/or Phillips 66's fuel sales to the General Aviation industry. This involved working
closely with hundreds of FBO owners and managers, municipalities that provided their own fuel services at various
airports, commercial operators such as small cargo carriers, regional airlines, fire fighting and air ambulance operators,
charter operators, and fractional companies. This gave me first hand knowledge of the workings of their businesses, their
priorities, challenges, successes and failures, and how as a vendor we could support them. I was the liason between
Phillips 66 and the EAA, especially as it relates to support of the Young Eagles Programs, as well as the EAA, AOPA, and
NATA's efforts to attract new pilots, and supporting the Angel Flight network.
I Have over 30 years experience in business development - growing existing or start up companies or departments. As
Director of Brand Licensing for Phillips 66 (2013-2019), 1 crafted license agreements enabling companies in the US,
Mexico and the Caribbean to use our fuel brands (76, Conoco, Phillips 66). The experience of developing win-win
business relationships by understanding both sides needs, economics, and challenges is a skill that would directly support
my efforts as a board member to help find solutions to problems, situations, and opportunities that produce the best
outcome for all parties involved, sometimes having to balance opposing interests. I've worked with a large number of
small/medium sized customers (not too different from those the Petaluma Airport has as tenants and users), as well as
multi -national companies - and at the same time had to navigate the policies, procedures and processes of a large Fortune
10 employer (not too different than working with a City agency).

including what specific objectives you would be working toward as a member of this advisory body:
I have had a life long interest and connection to the general aviation industry - starting out as a boy working in my father's
FBO at Gnoss Field during the 70's and 80's. I remember flying in and out of the "old" Petaluma Airport before our
awesome current one. While having lived in Texas for a few years, we still kept property locally and returned on a
constant basis as our families are local. This gave me the opportunity to stay connected to the community even though
our primary residence was out of state.
Having recently moved back full time as a result of retiring, I have the time and energy to be involved. I have a strong
background in general aviation, working with large and small entities, and am looking for things that will enable me to
continue to do so. I am a creator. I like to create, build and grow things ... solve problems. My roles at Phillips and
Chevron included profitability responsibility which resulted in a strong understanding of revenues, expenses, and cost
allocation, and what can drive them. I would like to take these skills and work with the other board members, as well as
the new airport manager, and our tenants, to continue to support the airport we have, and address issues as they come up
as they certainly will as our community and region continues to grow, and look for opportunities to grow or improve as may
be appropriate.
I knew past airport manager Bob Patterson. He did a great job. But with all changes at that level, sometime new eyes
create new opportunities, ideas, and thoughts. I'd like to help navigate our way through these and being an active member
of the Airport Commission would allow me to do so.
Is there any other information that you feel would be useful to the City Council in reviewing your
application?
Prior to joining Chevron in 1998 1 spent four years with a division of Hyundia that was developing electric drive systems.
My role was to author grant proposals (and then management them) o various state and federal agencies for matching
grants for development and demonstration projects. Included California Air Resources Board, South Coast as well as Bay
Area Air Quality Districts, Defense Advanced Research Projects Agency (DARPA), Hawaii Development Commission, US
Postal Service and others. While the Board does not necessary get directly involved in the various grants available to the
airport, an understanding of the grant process is helpful.

I would like to be more involved in the community in regards to having an influence on both public policy and being
involved with improving the city infrastructure. I think the airport plays a unique roll in serving both local business and
tourism. With my background in both business and public safety I feel I can provide a roll in suggesting ways to increase
revenue potential by attracting more available services, attracting tourism and accessibility to the airport, all while keeping
safety in mind; benefiting both local business and the residents.
Is there any other information that you feel would be useful to the City Council in reviewing your
application?
I worked for the city of Petaluma for 8.5 years as a firefighter paramedic. I know how the city operates very well from being
an employee of the city, a resident of the city and serving the citizens in a public safety roll. I feel I can provide a unique
perspective when it comes to making decisions regarding safety of the airport, public policies involving the airport,
marketing the airport, and decisions on increasing revenue potential for the airport.'

Since moving to Petaluma in 1992, Petaluma Municipal Airport has always interested me. Initially, I would meet friends at
29'r Diner for breakfast on the weekends so that I could watch the aircraft takeoff and land and as my family grew, we
would attend the various activities at the airport. Recently, I acquired my Private Pilot's license, joined PAPA and I have
been involved with the monthly Display Day at the airport. As a result, I have become much more aware of the day to day
operations and issues that Petaluma Municipal Airport faces and as I believe that Petaluma Municipal Airport is not only a
tremendous resource for the pilots, but also for the local community. As such, I would like to take a more active role in
helping maintain the viability and growth of Petaluma Municipal Airport.

I retired at the end of August, and decided that I would like to spend some of my free time giving back to the community
that has been my home for 24 years. I love Petaluma, and so appreciate the quality of life we live here. That quality of life
is dependent on this area's recreational offerings, especially its parks, and its many cultural activities are essential to
keeping a community vibrant.

non -judgmental empathetic listening and support to help seniors retain a

Senior Peer Counselors are all seniors themselves who volunteer their

My interest in environmental issues was manifest in the work we did to develop environmentally sound approaches to
nursery management and home gardening. In addition to my knowledge about horticulture, I have experience with

all other skills necessary to keep a small business in operation.

Recently retired, I have the time and desire to give back to my community. I would like to do something to improve the
quality of life in Petaluma, and participating in the Tree Advisory Committee seems like a natural fit. I see tree planting as
a significant, long-term enhancement to Petaluma, both for trees' aesthetic value and for the environmental benefits they
provide.
I was recently in Europe, and saw first hand the immense value trees can add to everyday life in a community. In France in
particular, many, if not most, cities and towns are sheltered from the Mediterranean sun and heat by shade trees that were
planted generations ago. Petaluma has a similar climate, and should do whatever it can to increase its tree canopy. This
is especially critical now, in the age of global warming, as trees have been shown to be an effective buffer against climate
change.
I have read online about the work of Casey Trees in Washington, D.C., and their efforts to encourage citizens and civic
groups to plant trees in the nation's capital. I have also read about the National Arbor Day Foundation's work to encourage
tree planting in communities across American through its Tree Cities program. We should be doing this work in Petaluma,
both on public and private land. I am ready to roll up my sleeves and tackle what needs to be done, from planting trees to
writing grant proposals.

In light of the City's resolution regarding the climate crisis, I think the city needs to be more proactive and aggressive about
restoring and caring for its urban forest. One of the easiest and least expensive things the City can do to mitigate a
warming climate, is to plant more trees, cultivate trees and water trees, on public lands and by encouraging private
property owners to do similar activities. The City has done a fair job at maintaining its parks, and the passage of measure
M secures some long range funding for our parks. But over the ten years that I have lived in Petaluma, I have watched
Petaluma's street trees and trees in greenbelts and mediums, gradually disappear, due to the drought. We are becoming
a drier and hotter city.
envision the role of the tree advisory committee as one of coordination, education, advising and as a "think tank." I would
like the see the tree advisory committee take a more aggressive role in pursuing changes, identifying projects and
networking among city agencies and between the city and the community. If budget limitations continue to be a problem,
perhaps it is time to explore different public-private partnership, even the formation of a non profit organization dedicated to
raising funds and motivating volunteers to work on this issue. I think the tree advisory committee could sponsor or spark
such innovations and collaborations.
Like I said, caring for trees is one of the most hands on, and manageable things citizens can do to mitigate the climate
crisis, although certainly the impact of trees on the climate is more long term than a short term solution.
