Vote: 6/1 (Healy "no") Resolution 2019-157 N.C.S. Denying the Appeal Filed by Michael and Deborah Shockro and Upholding the Public Art Committee's Approval of Final Design for A Fine Balance Public Art Installation on Water Street. File No.: PLAP-19- 0002. Vote: 6/1 (Healy "no") By a straw vote, with Mayor Barrett, Council Member Fischer, Council Member King, and Vice Mayor McDonnell in favor and Council Member Healy, Council Member Kearney, and Council Member Miller opposed, Council directed staff to return with a resolution to authorize a new contract with artist Brian Goggin to install A Fine Balance at its planned location on Water Street for a period of ten years, after which the location will be reevaluated, and including any applicable environmental analysis.
