21 COMMISSIONER'S REPORT: Reminder of the March 5 primary from
22 Commissioner Vouri. Commissioner Glass pointed out the lost opportunity to have a
23 park -as part of the Traditions Subdivision.
24 CORRESPONDENCE: Correspondence for Southgate will be introduced at that time.
25 APPEAL STATEMENT: Was read.

33 Applicant is requesting approval of a Conditional Use Permit for a sports
34 complex consisting of six lighted softball fields, batting cages, volleyball
35 courts, and concession stands. The complex will include a two -story

Note: This project is continued from the July 24, 2001 Planning Commission
Meeting at which time the commission requested additional information
from staff and the applicant. This information is provided in the staff
reported dated February 26, 2002.
Phil Boyle presented the staff report.
Commissioner von Raesfeld recused himself.
Commissioner Glass: Asked for an update on the lighting.
Phil Boyle: A third party analysis of the lighting was done and attached as part of the
staff report.
Commissioner Glass: Asked for an update on traffic issues.
Phil Boyle: Pointed out,traffic issues dealt with on page 3 of the Staff Report.
Commissioner Glass: Asked as a well for the Colorado's.
Phil Boyle:
Commissioner Glass: Asked about a sound wall.
Phil Boyle: There is not a sound wall proposed.
Commissioner Glass: Asked for an update on canopy on bleachers.
Phil Boyle: No canopy is proposed.
Commissioner Glass: Asked about putting a fast growing hedge.
Mary Hronoc: Bleachers are portable so therefore we cannot provide a canopy. There
will be some trees to provide shade as well as trees on the edge of the property to deflect
golf balls.
Public Comment:
Elizabeth Rifler, East Washington: Problem with the notice — client is outside City limit
and did not receive a notice. Project is inconsistent with the urban separator in the
General Plan. Noise and traffic are concerns. Nothing in the initial study related to
noise, land use and planning, traffic. Noise is a major concern and a study should be
conducted. Regarding water quality, an annual draw down test is not sufficient. Not a

1 sufficient amount of water to fight a fire. Could not find enough information regarding
2 the traffic and the impact of this project. Think an EIR is required. The Mitigated
3 Negative Declaration is too vague. Do not think that the project on its face meets the first
4 finding of approval for the CUP. Many conditions of approval are too vague, examples
5 11, 12, 13 and 21.

7 Juan Colorado: Have been to all the meetings regarding concerns brought up at the
8 Planning Commission. Initially supported the project, however, many issues have come
9 up and do not think they have been dealt with properly.

11 Margaret Baker, 1708 St. Ann Way: Flew over Prince Park recently and experienced a
12 problem with the lights. Feel the Sports Plex will be even more problematic.

14 Rick 'Savel, Brought up the signalization at East Washington and Adobe Road — were
15 findings for that study incorporated in the traffic study?

17 Alan Tilton: Studies conducted by the county and our subsequent analysis came to the
18 same conclusion.

20 Commissioner Barrett: Asked if speeds can be reduced on East Washington with speed
21 bumps, etc.

23 Alan Tilton: Said this type of speed reduction is usually done on residential streets and
24 not main arterials.

26 Tom McCaw, Airport Commission: Airport Commission* has concerns regarding the
27 lighting on the sports complex. Airport Commission never saw the results from the
28 lighting study.

30 Patricia Tuttle Brown: Bike Committee would like two things, 1) a perimeter path
31 around the complex which the applicant should be conditioned to maintain and 2) the off
32 road path to be a Class I path, two -way and multi -use.

34 Tom McCaw, Airport Commission: Referred to the lighting report.

36 John Mills, 1.315 D Street: All noise, water, traffic, and bicycle issues have been
37 discussed previously. The project was approved by the City Council during the lease
38 approval. The issue of a perimeter bike path is not feasible due to safety reasons.
39 Recommend the Commission approve the project pending issues being resolved with the
40 Colorados.

42 Phil Boyle: Addressed the issue of the public notice and the Colorado's zoning. The
43 property is not within the City limits.

45 Curt Bates: The issues that Mr. Colorado's attorney brought up have been addressed.

47 Commissioner Barrett: Referred to the Staff Report and the draw down of water.

2 Curt Bates and George White: Clarified that impact is the issue and will be dealt with.

4 Curt Bates: The original intent was to mitigate the domestic use of water.

6 Commissioner Vouri: Asked for Curt Bates to describe a draw down test.

8 Commissioner Vouri: Asked George White to address hours of operation.

10 Marty Hromec Discussed issues of the Colorado family and felt that all the issues were
11 discussed and agreed to, however, Mr. Colorado brought up issues that had not been
12 discussed previously. Object to having the bike path on the perimeter due to safety
13 concerns. Referred to a report by Musco on lights. Project has been submitted to the
14 FAA and the FAA approved the lights selected by the applicant. Well only to be used for
15 irrigation purposes. Have researched sound walls — do not build between commercial
16 property and residences.

18 Commissioner Vouri: In agreement regarding a bike path between the ball fields and the
19 golf course. Any other place for a path?

21 Mary Hromec: There will be a Class II path on East Washington Street.

23 Commissioner Vouri: Asked if there were individual mitigation measures that could be
24 instituted. Supports easement on east side of property from North to South through the
25 parking lot and to shut down batting cages at 9:00 p.m.

27 Commissioner Barrett: Suggested possibly limiting the hours of the batting cages, for
28 example.

30 Commissioner Glass: Would like to see the agreements worked out before the project
31 can go forward.

33 Marty Hromek: Would like to meet with Mr. Colorado, however, I would like to have
34 someone there to take notes.

36 Juan Colorado: Disagreed with the issues brought up by Mr. Hromek. Is willing to meet
37 with Mr. Hromek and discuss the issues.

43 Commissioner Vouri: Think there is hope for the project. The only issue I have for the
44 updated staff report. Asked for a specific analysis of glare for pilots — did not get this
45 information in the lighting study. In order to make the findings for the Mitigated
46 Negative Declaration need a specific analysis regarding the glare. Brought up on pg. 9 of
47 the lease about the water draw down test.

2 Commissioner Barrett: Lighting study was not what the commission asked for and safety
3 is the number one issue for me. Was disappointed that information was not provided to
4 the Airport Commission. Would like specific language on what the Colorados can do if
5 their water is diminished. Also have concerns about fire protection. Still have concerns
6 aboutithe traffic. Would like to see RESA contribute to a crosswalk on East Washington.
7 Will bus service be available?

9 Commissioner Dargie: Two issues are the lights affecting the pilots and the water for the
10 Colorados. Lighting study is not what I had in mind. Was also disappointed that the
11 report was not shared with the Airport Commission.

13 Commissioner Monteschio: Concerned about the lighting, addressing the neighbors
14 concerns. Would still like to see a bike path on the perimeter and a time line for the
15 crosswalk on East Washington.

17 Commissioner Glass: Asked if the City can exhaust all possible resources to clarify the
18 lighting issues.

20 Commissioner Vouri: Asked that the Airport Commission weigh in on this information
21 so we can make the best decision for the community.

23 Marty Hronek: Provided a list of airports in and around sports complexes or stadiums.

25 Commissioner Vouri: Asked for a copy of the airport list and the notebook from Musso.
