M/S von Raesfeld/Dargie; approved 5 -0 -2 PUBLIC COMMENT: None DIRECTOR'S REPORT: None COMMISSIONER'S REPORT: None CORRESPONDENCE: None APPEAL STATEMENT: Was read. LEGAL RECOURSE STATEMENT: Was noted on the agenda. NEW BUSINESS; PUBLIC HEARING: I. PETALUMA VILLAGE MARKETPLACE, 2200 Petaluma Blvd. North AP No: 007-391-009,048-080-038 File: REZ02001 Planner: Betsi Lewitter Proposed modification of River Oaks /Petaluma Factory Outlet Village Master Plan Draft Subsequent Environmental Impact Report. Planning Commission Minutes - December 10, 2002 1 Betsi Lewitter, -the project planner, presented a brief report on the status of DSEIR and 2 continuation to January 14. 3 4 5 COMMISSION BUSINESS: 6 7 II. Appointment of Planning Commission representative to the Site Plan and 8 Architectural Review Committee. 9 to Teresa Barrett will remain as SPARC liaison. 11 12 13 III. Discussion and possible direction concerning a policy and procedure for the 14 installation of story poles. 15 16 Commissioner McAllister: The discussion started with Rockridge Pointe. Have 17 collected story pole policies from nearby cities. Novato has the most complete policy of 18 the ones provided. Suggest a policy be applied on discretionary basis by Community 19 Development Department or preliminary SPARC — the need for handout is key and 20 requirement for certification of height. 21 22 Commissioner Asselmeier; Commended Commissioner McAllister for getting this 23 going — asked staff to draft a policy for Commissioner review. Need further discussion 24 on some points — when, certification, removal. 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 Commissioner von Raesfeld: Liked Novato's policy — need further discussion on discretion; possibly require "story pole plan" that deals with most important elevations. Also need some discretion on certification, timing of when to put up and take down, the need for photographic record for future reference. Commissioner Dargie: Also liked Novato's policy level of discretion is important - certification independent of applicant. Support photographic record — do in conjunction with notice on site — should stay up through appeal. Commissioner Barrett: Like the idea of story poles in conjunction with project notice on site. Also support Novato, support certification. Asked staff to recommend minimum threshold — should be extended to administer projects. Commissioner von Raesfeld: When is certification required. Need distinction between Rockridge type of project and "flat land" infill as to when a licensed surveyor is needed. Commissioner McAllister: Proposed policy needs to be reviewed by SPARC. IV.
