HomeMy WebLinkAboutResolution 97-103 04/21/1997 Resolution No. s7-1os N.C.S. of the City of Petaluma, California 1 SETTING THE 1998 ALLOCATION POOL 2 3 4 WHEREAS, the City Council has adopted a Residential Growth Management System by 5 Ordinance 1716 N.C.S. (Chapter 17.26 of the Petaluma Municipal Code) establishing the 6 procedure for setting the allocation pool on a yearly basis; and 7 s WHEREAS, interested developers have filed. Notice of Intent to Develop forms in accordance 9 with the provisions of Chapter 17.26 and these; in combination with other allocation obligations to created and anticipated by the action of the City Council, comprise the total number of allocation I1 requests for 1998; and 12 13 WHEREAS, the setting of allocations must be done in conformance with General Plan policy that la permits a maximum annual average of 500 allocations, no more than 1,000 allocations in any year 15 and no more than 1,500 allocations over three consecutive years; and 16 v WHEREAS, total requests for 1998 allocations equals 504 units; and t8 19 WHEREAS, there is no compelling reason to set the allocation pool higher than the number of 20 requested units this year; and 21 22 WHEREAS, the City Council finds the setting of allocations is not a project pursuant to Section 23 15061 of the California Environmental Quality Act and, therefore, no environmental action is 2a necessary at this time; and 25 26 WI~REAS, the City Council met on April 21, 1997, and discussed the setting of the pool for 27 1998 allotments; 28 29 NOW, THEREFORE, BE IT RESOLVED that the City Council sets the 1998 allocation pool at 30 500 units. 31 32 BE IT FURTHER RESOLVED that the City Council makes the following findings in support of 33 its setting the 1998 allocations pool: 34 35 Findin s: 36 37 1. The number of available 1998 allotments is consistent with the provisions of the 38 Residential Growth Management System Ordinance (Chapter 17.26 of the Petaluma 39 Municipal Code) and the applicable policies of the 1987-2005 Petaluma General Plan. 1 aesoluuon xo. 97-103 x.cs. The City Council need not consider the .1998 Development Objectives in determining the 2 1998 allocation pool because the .number of requested allocations (consistent with the 3 Growth Management Ordinance) was not more than 500. 4 5 3. The decision to set the 1998 allocation pool at 500 is not detrimental to the public health, 6 safety or welfare because the City Council has considered the 1998 allocation pool in the 7 content of overall City-wide growth rates, adequacy of public. facilities, and the timing of 8 development, and this pool satisfies all applicants. 9 10 11 12 c/Winword/98pooVjcm 2 Under the power and authority rnnferred upon this Council by the Charter of said City.
