Smith Aicr, Interim Planning Director 16 17 18 APPROVAL OF MINUTES - Minutes of April 13, 1999 were approved as submitted. 19 20 PUBLIC COMMENT: 21 22 Sally Noble - 5 Stratford - Missed 2/23/99 Planning Commission meeting - was moving 23 in; if able to attend meeting would have said store was too large and Riesling too small; 24 widen Riesling and add median. 25 Kenika Cruse - 2 Chaucer - Supports Sally Noble's statements; add street trees. 26 Steven DeLapp - Stratford - Opposed to regional focus of project; send message back to 27 City Council that they should reconsider. 28 Deborah Rogers - 5 Chaucer - Didn't attend 2/23 meeting due to work conflicts; need to 29 conduct new traffic study; change the center location with park; widen Riesling; post 30 "Driveway - Keep Clear" at Chaucer, Stratford and two other driveway /streets for 31 Canterbury Subdivision. 32 Michael Rogers - 2 Stratford - Center will be too intense; not a neighborhood anymore. 33 May Cook - 13 Stratford - Construct a second road into project. 34 Victoria Idiart - 1 Chaucer - Attended 2/23 meeting and understood project was not 35 approved but would be discussed and redesigned over next 3 -5 years. 36 Dan Hale - 1 Sheffield - Not present at 2/23 meeting, flip center location with park. 37 Laurie Kawamura - 1790 Inverness - Detention ponds concerns. 38 Lawanda Harris - Didn't speak at 2/23 referred to her 5/3/99 letter identifying notice 39 issues; appeal process has been violated; SPARC should allow any and all concerns to be 40 voiced. 41 Chair Bennett - Gave a clarification of Planning Commission and SPARC roles; asked 42 for public comments to be summarized and forward to SPARC and City Council; 43 summary and make video available to SPARC. 44 Commissioner Vieler - Verbatim Minutes would be better. 45 Commissioner Healy - Heard bulk of concerns in more length and detail at City Council. 1 City of Petaluma Planning Commission Minutes - May 11, 1999 1 Geoff Cartwright - 55 Rocca - Concerned with detention pond at Parkway; 2 encroachment into Denman Flats area - don't permit development in this area. 3 Lawanda Harris - Tried to get Minutes and ones she received weren't accurate; last 4 SPARC meeting comments were not complete; would like verbatim Minutes. 5 Commissioner Healy - Don't rely on Minutes to properly convey your issues and 6 concerns; write your own document to introduce issues. 7 8 9 DIRECTOR'S REPORT: Planning Staff Project Log/Number and Type of Projects in 10 progress. 11 12 COMMISSIONERS' REPORT: Commissioner Broad updated on Sprint antenna; 13 Commissioner Barrett received letter from Sunnyslope Road resident - what is protocol? 14 Chair Bennett - Treat letter as a personal communication. 15 16 CORRESPONDENCE: Revised Planning Commission Rules and Regulations; Tuxhorn 17 Estates IUCanterbury notices. 18 19 APPEAL STATEMENT: Was read. 20 21 LEGAL RECOURSE STATEMENT: Was noted on the agenda. 22 23 24 COMMISSION BUSINESS: 25 DISCUSSION: 26 27 I. COUNCIL ACTION REGARDING MARTIN PROJECT REDESIGN. 28 29 COMMISSION DISCUSSION: 30 31 Commissioner Broad - Doesn't recall regular event of Planning Commission 32 recommendations being significantly changed; in the case of the Martin project; neighbors 33 came to Planning Commission but not to City Council; expectation that Planning 34 Commission details would not be substantially changed. 35 Chair Bennett - Agrees with Commissioner Broad's concerns; if Planning Commission 36 suggests substantial redesign, should be sent back to staff for analysis before Planning 37 Commission approves; send letter to City Council that substantial changes to Planning 38 Commission recommendations should come back to Planning Commission, then 39 recommendations back to City Council. 40 Commissioner Healy - An aspect of this project is that Petaluma Bicycle Advisory 41 Committee comments came between Planning Commission and City Council meetings; 42 agrees with Commissioner Broad's point and that Planning Commission should review 43 City Council actions if substantial questions. 44 Commissioner Barrett - Likes idea of addressing City Council, how should it be done? 2 City of Petaluma Planning Commission Minutes - May 11, 1999 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 Chair Bennett - Will write to City Council - give copy to each Planning Commissioner before'sending letter to City Council. II. ADOPTION OF REVISED PLANNING COMMISSION RULES AND REGULATIONS FOR THE TRANSACTION OF BUSINESS. COMMISSION DISCUSSION: Commissioner Vieler - What is resolution of video versus audio records retention length - how long do we have to store them? Planning Commission wants to keep records for a substantial period of time (5 years). Planning Commission would like above question answered and changes made to Section 603 before adopting. III. MEETING DATE S - SCHEDULING Yearly meeting schedule was approved. IV. CITY COUNCIL ACTIONS. Old Elm Village Parkway Plaza Flood Control Project Status V. LIAISON REPORTS. - City Council (Commissioner Healy) - Parkway Plaza - City Council struggled with issues and did what they could; driveway clear possibility; stripe bike lanes; City Council was concerned with size of store - primarily oriented to northeast quadrant of Petaluma; detention pond issue was addressed - 90 day study - pond can be modified. May 24 joint meeting with Novato City Council; May 26 meeting with Petaluma School Board; Year 2000 residential Allocations. SPARC (Commissioner Feibusch) - Reviewing Historic District Guidelines; Parkway Plaza Shopping Center - Long meeting, reviewed all items under SPARC's jurisdiction. 3 City of Petaluma Planning Commission Minutes - May 11, 1999 1 2 3 4 5 6 8 9 10 11 12 Petaluma Bicycle Advisory Committee (Commissioner Broad) - Bicycle Advisory Committee wants to send comments to Planning Commission; send referrals to Bicycle Committee; Bicycle Committee will review Draft Bicycle Plan on May 19.
