COMMISSION BUSINESS:
I. PAYRAN STREET RIGHT -OF -WAY ABANDONMENT AT OLD ELM
VILLAGE AFFORDABLE HOUSING COMMUNITY. (File No.
MGR00001)
Finding that abandonment of a portion of Payran Street right -of -way is consistent
with the General Plan.

1 Commissioner Cader- Thompson — How much road improvement will take place?
2 (Answer — Craig Spaulding — project frontage only.) There is a need to review further
3 improvement to the surface of Payran Street.
4 Geoff Cartwright — Concerns with narrowing roadway — will restrict emergency access
5 during flood events.
6 Craig Spaulding — While the roadway ( Payran) is slightly reduced, the added travel lane
7 along the project frontage to access parking could serve as added access in the event of an
8 emergency.
9 A motion was made by Commissioner Vieler and seconded by Commissioner Cader-
lo Thompson to recommend to the City Council that the proposed abandonment of
11 approximately 8,805 square feet of the Payran Street right -of -way in conjunction with the
12 Old Elm Village development is consistent with the General Plan based on the finding
13 listed in the staff report.

23 1. The remaining right -of -way for Payran Street, excluding that portion to be
24 abandoned, is sufficient to handle the existing and future traffic circulation needs
25 of the City. It is not anticipated that Payran Street, in proximity to 359 Payran
26 Street, will change from its current arterial street status. Additionally, the right -
27 of -way considered for abandonment is not needed for Payran Street to
28 accommodate the traffic that uses this street segment as access to surrounding
29 properties and /or east and west bound through traffic.

38 Consideration of a request by Greg McCord for a Certificate of Public
39 Convenience and Necessity to authorize the operation of a 24 -hour, 18 -cab taxi
40 service inside Petaluma City Limits.

2 Commissioner Barrett — Where will the 8 additional cabs be stored?
3 Jane Thomson - In Greenbrae.
4 Commissioner Broad — Regarding fee rates — Can the City Council establish fee rates?
5 Jane Thomson - Yes, the City Council has the ability to regulate.
6 Commissioner Broad — How do proposed rates compare with rates paid in other
7 communities?
8 Walt Watkins — (current owner of A -1 Taxi) — Described rate structure (Novato $3.00 at
9 the flag drop, $3.00 thereafter; Marin $3.20 at the flag drop, $3.20 thereafter; Santa Rosa
10 is $2.00 at the flag drop, $2.20 thereafter San Francisco $2.50 at the flag drop, $2.50
11 thereafter).
12 Commissioner Broad — Our recommendation to the City Council should include a
13 comparison of other communities' taxi fares.
14 Commissioner Cader- Thompson — Please also verify the 10% reduction for senior
15 citizens — Is this standard for other cities?
16 Jane Thomson — We will review and forward to City Council.
17 Commissioner Vieler — Agrees — suggest we use all Sonoma County cities, not only
18 Marin.
19 Greg McCord — (applicant) - Described rate structure applied in other cities, and other
20 fares — normally a ceiling rate is set.
21 Commissioner Cader- Thompson — Are there different rates in the evening?
22 Greg McCord — In San Francisco, yes, but not aware of anywhere else.
23 Commissioner Vieler — Extended a personal thank you to Walt Watkins for all the great
24 service his business has provided him in the past.

28 A motion was made by Commissioner Vieler and seconded by Commissioner Barrett to
29 recommend to the City Council, (after a comparison of rate structures is completed for
30 other taxi services operating within cities in Sonoma County), approval of a Certificate of
31 Public Convenience and Necessity for A -1 Taxi Company of Petaluma, Inc., and On the
32 move, inc. (Yellow Cab, Belaire Cab and Radio Cab) based on the conditions listed in the
33 staff report.

45 1. This Certificate of Public Convenience and Necessity is hereby issued to A -1 Taxi
46 Company of Petaluma, Inc., and On The Move, Inc. (Yellow Cab, Belaire Cab
47 and Radio Cab), authorizing the operation of eighteen (18) taxicabs inside City of
48 Petaluma City Limits.

2. The fare rates as proposed by the applicant are hereby fixed, and may only be
changed by City Council action. They are: $2.00 at the flag drop, 2.20 per mile
thereafter. Senior discount shall be 10% for customers over 65 years of age.
Wait time shall be at the rate of $22.00 /hour.
3. The eight (8) vehicles owned and operated by On The Move, Inc. (Yellow Cab,
Belaire Cab and Radio Cab) shall be subject to an inspection by the Police
Department prior to operation inside City Limits. Any defects uncovered during
the inspection shall be corrected and the vehicle re- inspected by the Police
Department. The ten (10) taxis owned and operated by A -1 Taxi shall be subject
to their annual inspection on June 30, 2000.
4. Any proposal for increase in the number of taxicabs shall be reviewed and
approved by the City Council before expansion of service is made.
