DIRECTOR'S REPORT: None.
COMMISSIONERS' REPORT: Commissioner Broad asked staff to clarify
processing /agendizing; clarify legal questions regarding privileged and confidential
memos.
CORRESPONDENCE: None.
APPEAL STATEMENT: Was read.
LEGAL RECOURSE STATEMENT: Was noted on the agenda.

15 11. REVIEW! AND COMMENTS ON THE DRAFT SCOPE OF WORK
16 FOR GENERAL PLAN 2000 -2020.

18 Pamela Tuft introduced Scope of Work to the Commission. Comments can be
19 submitted until September 18, 2000. Consultant contract with Final Scope of
20 Work and Budget will be presented to City Council in October.

28 Commission Discussion:

30 Commissioner Glass This is great. Existing Goals (pg. 2 of current General Plan)
31 should be kept and incorporated as is; referenced other components of the existing
32 General Plan: (pg. 118, objectives D, E & F and policy 8, and pg. 119, programs 4, 7 &
33 8) having value and need to be retained. (Pg. 47, Section 15.6) regarding infill,
34 concerned with Floodplain Management and degradation of flood control measures. Be
35 careful in developing goals for economic sustainability that we don't create future
36 economic liability or a future disaster. Need to insure responsible development occurs in
37 the Central Petaluma Specific Plan area and on the Kenilworth site. The issue of
38 development in the floodplain is a City -wide issue.
39 Commissioner Cader- Thompson — City Council will consider a moratorium on
40 floodplain development. Sonoma County Master Drainage Plan is outdated — needs to be
41 revised. (Response by Pamela Tuft: Water Resources element is currently out for
42 Proposals from interested firms, the effort will catch up to the General Plan by end of this
43 year). City Council will hold discussion on local and regional transportation issues in the
44 near future.
45 Commissioner Feibusch — General Plan should address potential housing yield if
46 accessory units were allowed more easily; (Pg. 12) — UGB, General Plan should include
I discussion on possible need for changes; (Pg. 14) — Community Reader Board needed at
2 Lucchesi Park for Community Center and public announcements, it would be a good way
3 to advertise community assets and a source of information to the public; (Pgs. 16, 33) —
4 maps for seismic analysis — emphasize how does City prepare for events? (Napa was
5 unprepared), can we include spots on public TV to illustrate how to undertake repairs, gas
6 meter location, etc.; (Pg. 36) — ferry service; General Plan should address how are we
7 going to maintain the dredging of the River and preserve river - dependent uses; (Pg. 39) —
8 economic feasibility study — happy to see it addressed, looks good.
9 Commissioner Barrett — Quite an impressive effort. (Pg. 22) — Housing — in -fill
10 policies and programs must be addressed, should be very specific; (Pg. 34) — Traffic —
11 roundabouts are working very well, should be encouraged and look for potential
12 intersections for retrofitting!; (Pg. 44) — Task 15 — impact of traffic on land use and
13 environment, look at whole picture. Notion of businesses within the larger community,
14 what are they doing to promote carpooling, electric car hookups; jobs/housing balance;
15 alternative transportation programs; electric base stations, natural gas. City should look
16 at using electric or natural gas buses for transit systems.
17 Commissioner Cader- Thompson — Outreach to community could be done through
18 notices on the water bill.
19 Commissioner Monteschio — Look at adding more neighborhood meetings; letter
20 outreach, clarify what small group meetings are; copies of existing local plans; (Page 40)
21 mixed use; add home -based businesses to survey, live /work.
22 Commissioner Broad — Very impressive document. In -fill comments — need very
23 creative approaches; for more affordability, look at in -lieu fees for all new development
24 (i.e.: commercial and industrial) how is Housing Element being folded in ?; HCD —
25 extension to 2002 ?; maintain certification; require mixed use projects in General Plan;
26 discussion of the planning process and how it will be carved out in the community;
27 implementation — community impact — bring the public in to the process; expand Section
28 17.3 on cost and revenue resources (Page 52) City's role — need to update Zoning
29 Ordinance; provide clear connection to Zoning Ordinance implementation. How about
30 an integrated General Plan and Zoning Ordinance?
31 Response from Pamela Tuft: The Dyett & Bhatia proposal included an optional task for
32 preparation of a new Zoning Ordinance in conjunction with the General Plan. It has not
33 been funded at this time. Pamela Tuft thanked the Commission for their input;
34 Commission comments will be incorporated into the final Scope to be presented to the
35 City Council.
