HomeMy WebLinkAboutStaff Report 3.D 11/18/2019DATE TO: FROM: Agenda Item #3.D November 18, 2019 Honorable Mayor and Members of the City Council through City Manager' - Dan St. John, F.ASCE — Director, Public Works & Utilities Jeff Stutsman, P.E. — Senior Civil Engineer SUBJECT: Resolution Approving Purchase of an Advanced Traffic Management System (Transparity) from McCain, Inc. in the Amount of $99,850 and Authorizing the City Manager to Execute all Documents Necessary to Complete the Purchase RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Approving Purchase of an Advanced Traffic Management System (Transparity) from McCain, Inc. in the Amount of $99,850 and Authorizing the City Manager to Execute all Documents Necessary to Complete the Purchase. BACKGROUND Since 2006, the City's Traffic Signal technicians have been using software that centralized signal management with limited capabilities. With increased street maintenance funding from Senate Bill I (SB 1), improvements to the existing traffic management system are possible. As the traffic industry moves into the future and new technology standards are adopted, the QuicNet software once used has now become obsolete by the industry, which is currently used by the City and therefore needs to be replaced with McCain, Inc's Transparity TMS. This software fully supports the City's existing equipment and McCain 170 traffic controllers. The proposed action supports City Council Goals workplan # 17 and #79: `Upgrade traffic signal management by re-establishing full-time traffic engineer position.' and `Improve traffic safety through proactive education, engineering, and enforcement strategies.' DISCUSSION On July 31, 2019, City staff released a request for proposal (RFP) for procurement of Advanced Traffic Management System (AIMS), services and support. The City received four proposals from Econolite, Kimley Horn, McCain, and Western System. The RFP's were reviewed and rated based on ATMS features, references, cost, and schedule. The Transparity AIMS software by McCain, Inc. was ultimately selected because McCain Transparity TMS provides a cost effective and seamless solution for the City to bridge the gap between the City's existing traffic management infrastructure installed in the mid -1990's and new infrastructure that the City planning to build. McCain Transparity TMS is fully compatible with the City's existing McCain 170 Traffic controller, 233 traffic signal software and communication equipment. Software provided by other vendors required the 233 software and firmware be upgraded for it to be compatible. Transparity will greatly expand City staff's capabilities and leverage technology to include remote monitoring of the traffic signals, remote uploading/downloading of traffic signal timing, and make real-time adjustment to traffic patterns without the need to purchase new equipment. In addition, Transparity TMS will provide the City with modern capabilities that the QuicNet system lacked, such as adaptive signal control, system performance measures, live video feeds, high resolution data and connected vehicle technology. McCain, Inc. has a long history in the City and staff has been satisfied with their products and responsiveness. Transparity TMS is currently be utilized by Sonoma County and in the implementation process for the City of Santa Rosa. This software upgrade is part of a larger program to modernize the City's traffic signal system. This program includes upgrading and improving our communication with our signals by installing fiber connections; working with fiber carriers to lease fiber lines thm existing infrastructure; new signal equipment like controllers; video detection CCTV cameras and battery back-up systems to better communicate and manage our traffic system to improve traffic operations. IN THE AMOUNT OF $99,850 AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS NECESSARY TO COMPLETE THE PURCHASE WHEREAS, the Public Works and Utilities Department has identified the need to upgrade its Traffic Management System; and WHEREAS, the traffic management system requires new software; and WHEREAS, the City of Petaluma circulated a Request for Proposals on July 31, 2019 and four (4) proposals were received; and WHEREAS, upon evaluation of the proposals, McCain, Inc. was determined to be most qualified; and WHEREAS, staff recommends the City execute a purchase order with McCain Inc. for new software for the City's traffic management system; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby approves the purchase of an Advanced Traffic Management System in the amount of $99,850 from McCain, Inc. and authorizes the City Manager, or her designee, to execute any necessary documents to complete the purchase.
