George White, Planning Manager Anne Windsor, Secretary APPROVAL OF MINUTES: Minutes of August 28, 2001 were approved as amended. Commissioner Barrett added an audio transcript from the meeting since it was not filmed. PUBLIC COMMENT: Susan Zanotti, 1420 Sarkesian Drive: At the June 18, 2001 City Council Meeting concerns regarding the Salvation. Army being an eyesore to neighborhood. Salvation Army has not kept their word - trailer still there; weeds and lights are a problem. Concerns also regarding no notification of meeting. . Richard Bush, 716 Park Lane — am adjacent to Salvation Army property. Thanked City for listening to neighbors and thanked the neighbors for coming out. DIRECTOR'S REPORT: None COMMISSIONER'S REPORT: Commissioner Vouri - glad to see Council Members and City Manager return safely from Washington, D.C. CORRESPONDENCE: Letter from Lieb & Miller requesting continuance to 10/09/01 meeting; letter from Vin Smith requesting continuance to 10/9/01 meeting. Letter from Jerilynn Johnson, 277 Redwood Circle re: Washington Creek; Letter from Susan E. Kirks re: Paula Lane Development. APPEAL STATEMENT: Was noted on the Agenda. OLD BUSINESS SALVATION ARMY, 721 South McDowell Boulevard. Review of Condition of Approval for Salvation Army Conditional Use Permit, APN: 007 -570 -028 Planner: Betsi Lewitter "The applicant shall submit an alternative site plan whereby the childcare center shall be relocated to the general area of the proposed social services building and the social services building shall be moved to the rear of the site. The applicants shall also consider parking alternatives to increase the number of parking spaces on site. The alternative design shall be considered by the Planning Commission prior to SPARC submittal." The applicant requested a continuance to the October 9, 2001 Meeting. A motion made by Commissioner Monteschio and seconded by Commissioner Vouri. SOUTHGATE BUSINESS AND RESIDENTIAL DEVELOPMENT, LAKEVILE HIGHWAY AND FRATES ROAD, GENERAL PLAN AMENDMENT AND REZONING, APN: 017 - 030 -017 & 017 -150 -019 Planner: Jayni Allsep The applicant requested a continuance to the October 9, 2001 Meeting. LIAISON REPORTS: 2 3 ® City. Council: None 4 ® SPARC: Both public hearing items were continued 5 ® Petaluma Bicycle Advisory Committee: None 6 ® Tree Advisory Committee: None 7 8 9 IV. FUTURE AGENDA ITEMS: 10 11 Commissioner Vouri: Read in paper that Basin Street downtown project on hold until CPSP 12 complete. Thinks issues regarding shared parking, region -wide policy on increased traffic and 13 payment for infastructure are not resolved by CPSP. Would like to help get Basin Street back on 14 track by asking Basin Street to come to Planning Commission to discuss. 15 Commissioner Monteschio: Asked that meeting be open to all developers in CPSP and asked 16 that transit be added to list of issues. 17 George White: Suggested Planning Commission comprise a letter. 18 Commissioner Vouri: Dividing line could be CPSP boundary. 19 Commissioner Barrett: Issues better dealt with in General Plan? Why would this not go to 20 CPSP Committee? 21 Commissioner Vouri: Not aware that the Committee meets regularly. 22 Commissioner Vouri: Speaking directing to implementation and a formal agreement to have the 23 projects go forward. 24 Commissioner O'Brien: Not sure the above items are in purview of PC — think going with 25 General Plan discussions makes more sense. Concerned about overstepping bounds — CPSP 26 Committee is doing good job. 27 Commissioner Monteschio: Problem with the CPSP is implementation — no defining points. 28 Need to talk with developers. 29 Commissioner Vouri: Entire responsibility of Planning Commission is to make 30 recommendations to Council. Effort here is to do some of the legwork and find out issues and 31 proposed solutions. 32 George White: Some of the items being discussed are being dealt with by CPSP. Suggested 33 Community Development Director come talk to Commission so we're not duplicating our 34 efforts. 35 Commissioner Vouri: The original idea was to hear from developers. 36 George White: The original Scope of Work for CPSP included getting end users involved. 37 Commissioner Barrett: Can we get Mr. Moore on 10/9/01 agenda for discussion? 38 9 Commissioner Vouri: Have comments regarding staff reports for projects: Regarding developer 0 fees — asked for specific fees instead of a phone number to contact. Would like to know what 1 fees are being charged to developers. Hence, the voices are assumed to be those of Planning Commissioners Theresa Barrett, Mike O'Brien, and Scott Vouri. Any use of these should be reviewed by the participants to confirm they are correct. The subject is the ratification of the minutes, and there has been some discussion by Commissioner Barrett about what had transpired at a previous meeting. COMMISSIONER BARRETT: ...and so we want make sure that those issues that have land use issue will come before the planning commission I don't know if anybody else remembers anything that they said that they don't see reflected in the minutes. COMMISSIONER O'BRIEN: Commissioner Barrett, Regarding the um, ah the taking of more comprehensive minutes I can tell you right now that is not gonna fly. The council's gone to action minutes, because staff is overworked, they have more than enough to do, ah, we're generally taped, on video, we have audio capability, the staff does not need more work in taking more comprehensive minutes then what they're already doin', their doin' an excellent job. And the majority of the Council will not support that recommendation COMMISSIONER BARRETT: Well, um, in this case there was no video, and, was there an audio tape? COMMISSIONER O'BRIEN: We have audio capabilities, there's not going to be video [garbled] we can put, we can put in the audio, 'cause we don't need to overwork staff. COMMISSIONER BARRETT: No, I don't think I'm asking for overworking, what I'm asking for is that because this is a recommen... recommending body, I think the City Council needs to understand the thinking that is in the recommendation COMMISSIONER O'BRIEN: Then, they can pull the tape then. In this case, this is one rare case where . we don't have a tape. And , ah, I hate to put it this way: this is not open for discussion. The majority of the Council will not go for extra minutes, we're trying to take the workload off the ... COMMISSIONER BARRETT: [garbled] I'm not asking for extra work, I'm asking for [completion ?]. COMMSSIONER O'BRIEN: These are complete, and these type of minutes [garbled] COMMISSIONER BARRETT: Well, it didn't include everything that was said. COMMISSIONER O'BRIEN: OK, what part of "this is not open for "discussion" is not understood here. I am the Council representative. I can tell ya, I have talked to a majority of the Council. We are not putting more work on staff. It's that simple. COMMISSIONER BARRETT: Thank you for your opinion Commissioner. COMMISSIONER O'BRIEN: That's my direction, not my opinion. COMMISSIONER VOURI:`Commissioner O'Brien, you're completely out of line. You're a member of thi commission, not it's boss, and this is the chairman. We understand your posi [cut off by O'Brien]. COMMISSIONER O'BRIEN: [ garbled] Point of order, Madame uh, acting chair. COMMISSIONER BARRETT: [garbled] COMMISSIONER O'BRIEN: OK, I don't need correction from Mr. Vouri . Um, I'm tellin' ya, The Council is trying to cut back on staff, I understand your concerns, we have audio and video capability, we don't need to direct staff to do extra work.
