APPROVAL OF MINUTES: Minutes of March 11, 1997 were approved as distributed. PUBLIC COMMENT: None. DIRECTOR'S REPORT: Planning Director Tuft reported her participation in the Petaluma Issues Forum last week on Banking on the River - How Do We Implement the Plan COMMISSIONER'S REPORT: None. CORRESPONDENCE: None. APPEAL STATEMENT: Was read. LEGAL RECOURSE STATEMENT: Was noted on agenda. COMMISSION BUSINESS I. EAST WASIUNGTON/ELY INTERSECTION; CITY OF PETALUMA. Discussion of the function and design issues /constraints present at the East Washington Street/Ely Boulevard intersection. Commission Discussion Commissioner Rahman reported her field trip with Allan Tilton, City Traffic Engineer at the intersection of Sonoma Mountain Parkway/Ely Boulevard South and East Washington Street. Several solutions were suggested (restriping and test signal changes 1 Planning Commission Minutes - March 25, 1997 2 3 4 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 to provide improved pedestrian safety). Summarized changes agreed. to with Traffic Engineer - will move crosswalk (southeast side) of E. Washington Street toward intersection and modify signal timing (5 -7 AM) to provide longer pedestrian crossing time with protected time. City needs to address problem with quick response to public inquiry/comments. Commissioner Rahman spoke regarding her concern with responsiveness of City staff to concerns from public including phone calls. Commissioner Bennett afternoon and evening backup - left turn on E. Washington northbound onto Sonoma Mountain Parkway - signal is too quick - sometimes backed past Sutter Street - only 4 -5 cars per signal cycle. Traffic Engineer Tilton noticed that problem today in field and corrected it immediately (will monitor). II. TRAFFIC MODEL; CITY OF PETALUMA. Introduction and general discussion of the revised City Traffic Model. Traffic Engineer Tilton presented the Traffic Model M. Corona Reach Specific Plan. Central Petaluma Specific Plan. Redwood Crossroads Master Plan inners Barrett and Smith presented staff reports. Commission Discussion South Petaluma Boulevard Specific Plan Commissioner Bennett Urban Limit Line question was a hang -up several years ago - is this issue still holding up progress on the plan? Senior Planner Barrett - Not now, we're addressing this through options in the Specific Plan. Commissioner Rahman - Steering Committee hasn't met in a long time (1+ year ago) - feel unattached from process - need quarterly meetings. Commissioner Wick - Public dollars committed also through staffs participation in Plan preparation ($50,000- $60,000 approximately); need to make sure that this continues and that the Plan comes to fruition. Corona Reach Commissioner Wick - Timing of commencement of public participation. (Public workshops anticipated in May.) IV. LIAISON REPORTS Bicycle. V. PROJECT STATUS REPORTS: 1. Willow Glen Planned Unit Development - being reviewed by City Council, first hearing was continued.
