Pamela Tuft, Planning Director James McCann, Principal Planner Jennifer Barrett, Senior Planner Vin Smith, Senior Planner * Chairperson PLEDGE OF ALLEGIANCE. APPROVAL OF MINUTES: Minutes of March 25, 1997 were approved as printed. PUBLIC COMMENT: None. DIRECTOR'S REPORT: Chairman Wick presented AICP Planning Landmark Award to the City Council on behalf of the Planning Commission and Planning staff. COMMISSIONER'S REPORT: Commissioner Rahman stated the importance of Planning Commission and staff attending the APA and League of California Cities Conferences. CORRESPONDENCE: None. APPEAL STATEMENT: Was noted on the agenda. LEGAL RECOURSE STATEMENT: Was noted on the agenda. 1 Planning Commission Minutes - April 22, 1997 1 2 3 DEPARTMENT REPORTS / COMMISSION DISCUSSION 4 5 I. GENERAL PLAN MIDTERM REVIEW DISCUSSION; CITY OF 6 PETALUMA. 8 Discussion of recommended workplan to pursue conducting a midterm review of 9 the General Plan. 10 11 Planning Director Tuft presented the staff report. 12 13 DISCUSSION: 14 15 Commissioner Maguire - City Wastewater Committee may not need to be involved in 16 the midterm review - they are nearing completion of their work. 17 Commissioner Bennett - What is the anticipated timing for this effort? 18 Planning Director Tuft - Timing of review may be up to a maximum of two years - 19 much of the information will occur in conjunction with the three pending Specific Plans; 20 initial outreach to public is proposed to be this year•, documents will be prepared for 21 review early next year. 22 Commissioner Maguire - Can we find an analogy better than automobile tune- ups? This 23 doesn't stress our pedestrian centered orientation. 24 Commissioner vonRaesfeld - What is Commission's general consensus of the four 25 options presented? Are there any oversights? 26 Commissioner Maguire - Document looks good; concur with recommendations. 27 Commissioner Bennett - Methodology important; outreach is critical; hold several 28 sessions east of Highway 101; concur with staff recommendations. 29 Commissioner Rahman - Sessions east side of town a good idea; concur with staff 30 recommendations. 31 Commissioner Thompson - Projection of population and employment needs seems 32 emphatic; the City has the ability to control the rate of growth. 33 Planning Director Tuft - Will be looking at ABAG projections; wording may be too 34 strong in Land Use /Growth Management section. 35 Commissioner Feibusch - Community Health and Safety section needs to be reviewed 36 in regard to public safety levels of service. 37 Commissioner Rahman - Good opportunity to involve young people in local 38 government and planning policies; suggests that staff contact both high schools for 39 student participation. 40 Planning Director 'Tuft - Staff will contact instructors of Government classes at both 41 high schools. 42 Commissioner vonRaesfeld - Agrees that "time -up" is the right approach for review. 43 Commissioner Thompson - Should the Economic Development Plan section be more 44 fully addressed? 45 Planning Director Tuft - Proposed workplan suggests expansion of Economy Chapter; 46 market analysis may be done; will be a function of workplan presented to City Council. 47 Commissioner Rahman - Economic Vitality Conference Report (Sonoma County 48 Economic Development Report) should be referred to and used as a resource document. 49 Planning Director Tuft - Staff has background information from Economic Vitality 50 Conference, will obtain final report. 51 Commissioner Maguire - Let's not lose sight of larger concept - referenced on -going 52 global/economic changes. 53 Commissioner Bennett - Probably no problem using Economic Conference Report, it 54 presents a good overview of economic trends county -wide. Commissioner Bennett - Economic Development Department (EDD) is a good place to get economic figures. Planning Director Tuft - Economic demographics will be supplied; will look at ABAG information, statistical survey done in 1992, and Finance Department figures. Senior Planner Barrett - Large number of statistical resources available; workplan envisions two sections regarding economy: fiscal impact analysis and market demand. Commissioner Rahman - Transit needs should be emphasized, commuting will continue. This item was continued to the Planning Commission meeting of May 13, 1997. II. PLANNING COMMISSION/PLANNING DEPARTMENT GOALS. Discussion of Planning Department goals for 1997 -98. DISCUSSION: Commissioner Rahman - Regarding item No. 5 - Service to Public - City needs to make sure that staff has adequate tools to do their job well. III. LIAISON REPORTS: Commissioner Bennett - Central Petaluma Specific Plan Advisory Committee hosted a walking tour of the study area (public was included) very well attended and worthwhile; will meet again in June. IV. PROJECT STATUS REPORTS: 1. Willow Glen PUD - Approved by City Council. 2. Allocation Pool - 432 allocations awarded. 3. Noise Ordinance - City Council reviewed recommendations of Planning Commission and offered input; continued to May 19 City Council meeting for staff response. 4. Corona Reach Specific Plan - Consultants working on constraints /opportunity analysis; upcoming public workshop; specific area neighborhood meetings are planned. 5. Hillside Village (Varnhagen) - EIR being prepared; Initial Study has been available for some time; project will be noticed to properties within 1,000 feet of the site.
