21 MINUTES OF April 28, 1998 were approved with one typo error on page 2 (line 40)
22 PUBLIC COMMENT: Mike Silblum, 632 Nikki Dr. - Sunrise and McDowell needs a
23 stop sign or stoplight.
24 DIRECTOR'S REPORT: UGB tour and May 30th meeting: Who's Who Star Review -
25 May 1.6.
26 COMMISSIONER'S REPORT: Commissioner Torliatt - Goal setting session ASAP;
27 suggested a Request Form be developed and forwarded to Planning commission to list
28 goals and including suggestions from staff; top then forward to City Council.
29 Commissioner Broad - Agrees both goal setting and getting them completed during
30 budget is a good idea. Commissioner Bennett - Suggests we go back and review rules
31 of order to re- familiarize ourselves. Commissioner Healy - Agrees with the
32 recommendation- long term thinking is needed (proactive rather than reactive) with a
33 sensitivity to staff resources and capabilities. Commissioner Thompson - Think about it
34 in the next weeks- next two meetings- have a half hour of direction to staff.

36 CORRESPONDENCE: Various correspondence relating to grading compliance for
37 Holmberg Roofing, 16 Cedar Grove Parkway.

STREET.
Status report presented by Bonne Gaebler, Housing Administrator.
30 -day Conditional Use Permit status report.
Commissioner Bennett - Master plan introduction is a good idea. Evaluate programs
for effectiveness and address whether these programs are really addressing the problems
of our community; overall needs of some homeless may be falling through the cracks.
Bonne Gaebler - Agrees.
Commissioner Bennett - Get leadership of various groups to insure coordination.
Bonne Gaebler - Agrees, hopes community support position will achieve this.
Commissioner Bennett - Thanked Kay Russo for the progress made.
Kay Russo- Thanked the neighborhood for interest and support. Suggests that the non-
profits ,do need to get together and coordinate their efforts to further address the unmet
needs.
Commissioner Heah- - Hopes site relocation committee is open and known throughout
community; establish goals and objectives (to avoid repetition of Petaluma Blvd. North
proposed site).
Commissioner Broad - Missed the last meeting but watched the tape. Suggests that the
Police 'Department further break down crime statistics; need a better comparative basis
for neighborhoods and areas. Try to tap into other resources (state or national) for food
and shelter services rather than reinventing the wheel. Look at other counties,
communities and cities for alternative ways of providing service.

III. ZONING INTERPRETATION; 741 WESTERN AVENUE; AP NO. 008-
031 -001.
Interpretation of the Zoning Ordinance to determine that a retail pottery store is a
less intense use than a bar.

1 Commissioner Broad - non - conforming from parking; Are pottery sales a permitted
2 use? (Answer, yes.) No problem with interpretation - Mr. Freitas letter- No impact to
3 neighborhood- Expressed concern that request appears to be a use that doesn't
4 necessarily fit in with the types of uses found in neighborhoods - doesn't want
5 neighborhood commercial spaces converted to more standard commercial uses.
6 Commissioner Thompson - Asked about kiln and parking; How to correct the
7 intersection visibility question?
8 Vin Smith - Refer to Traffic Committee
9 Greg Freitas- Urban Planning Associates - Discussed parking at length. Expressed
10 concern about repeat trips to the Planning Commission to obtain similar interpretations.

12 A motion was made by Commissioner Torliatt and seconded by Commissioner Broad to
13 find that a retail pottery store operating Monday through Friday from L OAM to 5PM with
14 one employee is a less intense use than the previous use at this location (as provided by
15 Section 25 -402 of the Zoning Ordinance).

31 water? What's Floodway and Flood Plain.
32 Craig Spaulding - Floodway is moving water, Flood Plain is floodwater storage.
33 Commissioner Broad - Auto row stockpiling - is all Flood Plain in zero net fill?
34 Craig Spaulding - Old maps are used for establishing pre development grading levels
35 Commissioner Torliatt - February 1998 floods - What was the rank of the storm?
