DIRECTOR'S REPORT: None. COMMISSIONER'S REPORT: None. CORRESPONDENCE: None. LEGAL RECOURSE STATEMENT: Persons commenting orally or in writing are advised to raise all pertinent issues at this state of review so that possible solutions may be implemented or adopted at the earliest opportunity. If you challenge the action taken by the City of Petaluma in court, you may be limited to raising only those issues you or someone else raised during the public review process, or in written correspondence delivered to the City at or prior to the conclusion of the public review process. COMMISSION BUSINESS FIELD TRIP I. RIVER TOUR/FIELD TRIP (UPSTREAM SEGMENT). Field visit of the Commission and interested public to the Upstream Segment as identified within the Draft Petaluma River Access and Enhancement Plan. Reconvened at 6:15 PM. STUDY SESSION /CITY MANAGER'S CONFERENCE ROOM H. STUDY SESSION: DISCUSSION OF COMMISSION AND STAFF ROLES AND A GENERAL DISCUSSION OF OPERATIONAL PROCESSES AND PRACTICES. 1 Commissioner Wick - Amendment to Zoning Ordinance is needed to increase time period "required" for an appeal to be presented to Planning Commission/City Council to 3 -4 meetings; reports are generally well done - some however, lack the critical analysis of issues and options. Commissioner Torliatt - Staff reports frequently identify problems but should more consistently provide solution/recommendations to "problems "; no more "introductory" sessions on projects; other departments should bring their projects forward - i.e. Wastewater (Planning shouldn't carry); the practice of identifying key issues as bullets works v_yr well; would like to have a preview of pending applications (staff suggested to send out draft agendas and brief project descriptions). Commissioner Thompson - Concern with "promotional" approach when other Departments present a project; Planning provides objectivity. Commissioner vonRaesfeld - Plans need to show relationship to other /existing/adjacent uses to give proper context - amend filing requirements. Commissioner Wick - Suggested that opportunity and constraints analysis (slopes, wetlands, etc. and policy constraints) should be required in some cases. Commission requested a listing of topics - projects being worked on, i.e., Railroad Square, Corona Reach, etc.; more progress reports; joint meeting would be helpful with City Council/SPARC (a joint meeting was scheduled for February 8 at 5:00 PM with SPARC); schedule regular quarterly Commission/staff meetings. ADJOURNMENT: At 8:30 PM adjourned to a Special Meeting on February 8, 1996 at 4:00 PM to commence a field trip of the proposed West View Estates site and then to the City Manager's Conference Room for a 5:00 - 6:30 PM joint meeting with the Site Plan and Architectural Review Committee. min0130 / plan65 2
