FIELD TRIP OF THE PROPOSED WEST VIEW ESTATES SUBDIVISION SITE; BODEGA AVE., BETWEEN N. WEBSTER STREET AND RUTH COURT. Field visit by the Commission of the subdivision site and surrounding area. ADJOURN to The New Yorker - 3 Petaluma Blvd North - for dinner. Reconvene at 7.00 PM. PLEDGE OF ALLEGIANCE. Present: Feibusch, Rahman*, Read, Thompson, Torliatt, vonRaesfeld (arrived at 7:20PM), Wick STAFF: Pamela Tuft, Planning Director James McCann, Principal Planner * Chairman 1 I PUBLIC COMMENT: Mike Morgenlaender - 1731 Zinfandel - Because of the lack of 2 connection of Colombard Drive to Maria Drive, Zinfandel has become too busy; traffic on 3 Zinfandel is unsafe; Zinfandel is now being used as a collector; the residents of this area 4 cannot tolerate overloaded residential street; petition. submitted August, 1994 requested 5 City to solve problem; issue never resolved; still no answerslaction; City Traffic Engineer 6 recognizes this as a serious problem; Planning Commission indicated they would create a 7 task force. Planning Director Tuft - (responding to Mr. Morgenlaender) - Colombard was 8 closed allowing access by school bus only; some traffic diverted to Zinfandel; City staff 9 has worked with School Board regarding possible improvements; neighborhood is caught 10 between City and School Board; willing to add this situation to an upcoming agenda and 11 invite School Superintendent and School Board members to attend. Commissioner Read - 12 This is not an agenda item tonight; would be in favor of discussing this when it is placed 13 on an agenda. Commissioner Torliatt - Are we discussing something that City Council has 14 already discussed? Chairman Rahman - When this is agendized we also need to review 1s graphics and discuss all areas closed ( Colombard and Maria). 16 17 DIRECTOR'S REPORT: None. 18 19 COMMISSIONER'S REPORT: Commissioner Torliatt - Economic Plan, status? 20 Commissioner Thompson - SPARC discussed the negative impacts of creating a "tunnel" 21 effect if too many two -story homes were allowed along Sonoma Mountain Parkway. 22 23 CORRESPONDENCE: None. 24 25 APPEAL. STATEMENT: Was read. 26 27 LEGAL RECOURSE STATEMENT: Was noted on the agenda. 28 29 30 NEW BUSINESS 31 PUBLIC HEARING 32 33 IL GATTI GENERAL PLAN AMENDMENT; RICHARD GATTI; 701 34 SONOMA MOUNTAIN PARKWAY; AP NO. 137 - 070- 0586cm). 35 36 Consideration of a Mitigated Negative Declaration and a request by Richard Gatti 37 to amend the land use designations on the 65± acre property to rearrange existing 38 land uses and to establish an alternate alignment for the new collector road through 39 the site. 40 41 Principal Planner McCann presented the staff report (project history). 42 43 The public hearing was opened. 44 45 SPEAKERS: 46 47 Commissioner Feibusch - Requested clarification regarding proposed connection of the 48 collector road to Sonoma Mountain Parkway. I Principal Planner McCann - Described existing and proposed circulation/collector road 2 alignment. 3 Commissioner Torliatt - Questions regarding the development of the Retail site; is retail 4 about 80,000 sq.ft.? (answer: yes) 5 Commissioner Read - Concerns with retail center; one large "box" proposed - this is last 6 piece of puzzle to supply "neighborhood" shopping area; type of retail needs to be 7 clarified now. 8 Planning Director Tuft - Total square footage approximately 80,000 sq.ft.; one major 9 tenant plus mix of ancillary neighborhood - serving retail uses. 10 Commissioner Feibusch - Architect/applicant are well aware of SPARC design concerns. 11 Commissioner vonRaesfeld - Questions regarding density overall development yield; will 12 number, of driveways/roads be limited on Sonoma Mountain Parkway between junior 13 college.and project? 14 Principal Planner McCann - Yes, General Plan severely limits number of roads/driveways 15 on arterials. 16 Planning Director Tuft - During preliminary review of shopping center (and at SPARC) 17 access was discussed. 18 Principal Planner McCann - During preliminary .review of commercial center possible 19 mixed -use was discussed. 20 Commissioner Wick - Open Space corridor - how much land is to be designated Open 21 Space? Have we allowed overlap like this on other projects? Fee dedication? 22 Principal Planner McCann - The City has not allowed this approach in the past; Open 23 Space areas are typically dedicated to the City. 24 Commissioner Wick - Concerns with intensity of use of park area/creek; concerns with 25 economic consequences of Urban High uses. 26 Commissioner Read - Define whether park will be community or neighborhood; how 27 many potential homes in this area? 28 Principal Planner McCann - Development potential of Gatti property - 154 detached 29 single- family and 88 townhomes (mid- range); 160 -340 (full range). 30 Mike Morgenlaender - Are results of Traffic Study available? Park should be truly 31 functional; should better Rohnert Park definition of functional park; will neighborhood be 32 notified regarding design of park? 33 Principal Planner McCann - Music, Parks and Recreation Commission definition of a 34 functional park is - flat, no improvements to interfere with activities (power lines, etc.); the 35 Parks Commission will seek neighborhood input regarding design prior to park 36 development. 37 Ed Haworth Applicant's representative - Described circulation; listened to neighborhood 38 concerns at series of City- sponsored meetings; plan presented tonight is consensus of best 39 alternatives presented in past; neighborhood park was shown more centrally located 40 originally; more active park desired, that is why -site was moved to Sonoma Mountain 41 Parkway frontage; commercial center is being rethought /redesigned; PUD Standards will 42 allow opportunities for this unique site; further opportunity to comment during Zoning 43 change; one entryway next to park makes most sense; would like to know any concerns of 44 Planning Commission as soon as possible; Open Space in relation to Capri Creek - channel 45 about five feet deep, planted with significant trees by applicant; project engineer indicates 3 I channel can handle water /flood flows as is; park site needs to be flat for an active park; 2 significant amount of Open Space on this site; plan reflects consensus of Planning 3 Commission/City Council/staff/citizens; allow flexibility on bus turn -in sites. 4 Paul Bayless - 1605 Zinfandel - Bought home because of quiet street, has 2 small children; 5 how many more cars will be put on Zinfandel? Has there been a traffic study? 6 Christian Clark - Staff has answered most questions - still has concerns with traffic flows, 7 proposed plan will allow another inlet off of Sonoma Mountain parkway; plan carefully for 8 future growth. 9 Mike Morzenlaender - These are same types of problems that were discussed 2 years ago; 10 should not let these traffic problems go unanswered. 11 12 The public hearing was closed. 13 14 Chairman Rahman - Planning Commission has discussed traffic issues in this area in the 15 past. 16 Commissioner Torliatt - This is an area where there is a real opportunity do things right; 17 Park and Ride facility for commuter parking needed in this area; good pedestrian and auto 18 circulation to Jr. College /schools needed; successful retail center - smaller fully occupied 19 center desirable; transit stop needed; safety a priority; integrate uses (mixed use); develop 20 pedestrian access along Capri Creek; need functional/active park with tennis courts, 21 basketball courts; collector street needs to have a deceleration lane from Sonoma 22 Mountain Parkway; pedestrian/public access to retail site without driving should be a goal; 23 suggests looking at entire site again. 24 Commissioner Read - Gatti property has been surrounded by building; issues still need to 25 be addressed; Park and Ride provisions; what can we do better? This last piece of 26 property should be better than ever. 27 Commissioner Feibusch - Right turn lane already in proposal? Addressed at SPARC - 28 recommended parking lot not face Sonoma Mountain Parkway; most neighborhood 29 concerns are being addressed. 30 Commissioner Wick - The site (and this proposal) have many good components, but not 31 flowing together well; better integration of uses on site is needed; look at incentives to 32 applicant to encourage mixed use; regarding park site - do not "double count" one -acre 33 Open Space site; creek protection should be high priority; retail/commercial area could be 34 reduced; can't have identified total acreage with one acre unidentified; Urban High density 35 should be 7 acres, not 6 acres. 36 Commissioner Read - Planning Commission has been done a disservice by not having a 37 plan of whole area layed out tonight - this is only one small portion of the Specific Plan 38 area. 39 Commissioner Torliatt - More density needed to support retail - emphasized that 40 Commissioner Wick did not suggest lowering density. 41 Commissioner Wick - Urban High Density should be maximized. 42 Commissioner Thompson - Road behind center needs more discussion; deceleration lane 43 from Sonoma Mountain Parkway necessary; existing turn lanes (Sonoma Mountain 44 Parkway/Ely Blvd.) are not wide enough - avoid this situation from occurring again. 4 I Traffic Engineer Tilton - City is aware of this problem and is getting bids to correct/widen 2 roadway lanes; road behind center - needs to serve viable function, move traffic over to 3 collector road. 4 Commissioner Thompson - Local/service road behind commercial area should not open on 5 to Sonoma Mountain Parkway. 6 Planning Director Tuft - Many comments heard tonight will be discussed during PUD 7 discussion, specific site rezoning; no Park and Ride proposed because of easy walking 8 distance to mass transit; regarding deceleration lane into commercial area - traffic counts 9 barely required two lanes; physical barrier needed in median to discourage pedestrian 10 crossing in areas without lights /intersections; staff has had many discussions with 11 developer after preliminary and SPARC reviews; working with. new architect - very 12 responsive. 13 Principal Planner McCann - Studies show intersection into commercial area will operate 14 on an LOS A without need for a deceleration/turn lane; will include map to show overall 15 area (per request of Commissioner Read). 16 Commissioner Read - Did we meet density diversification of Specific Plan? Is this the first 17 General Plan Amendment of 1996? 18 Planning Director Tuft - No - McNear Landing and the 1st Street area were acted upon in 19 January. 20 Commissioner Torliatt - Regarding transit stops on Sonoma Mountain Parkway - N 21 soundwalls won't allow access; existing traffic speeds on Sonoma Mountain Parkway are 22 way too high; agrees with Commissioner Wick on not allowing "double- counting" of 23 Open Space/flood corridor with Park lands. 24 Commissioner Rahman - Busses are already full; soundwalls prevent access to transit 25 stops; can't hold this (last developer) responsible for miscalculations in past; difficult to 26 cross Sonoma Mountain Parkway on foot: busses leave passengers off on east side of 27 Sonoma Mountain Parkway and they need to cross roadway without crosswalks. 28 Traffic Engineer Tilton - Golden Gate Transit has been in touch with City regarding bus 29 stops opposite Chehalis. 30 31 This item was continued to the Planning Commission meeting of March 12. 32 33 Ed Haworth - requests applicant be allowed to respond if new information is presented on 34 March 12. 35 36 37 III. PROJECT STATUS: 1. Undue Concentration Criteria - Adopted by City Council last week with one significant change - Planning Commission will be decision - making body. 2. Kodiak Jack's Conditional Use Permit - First monthly meeting was held. 3. Petaluma Queen Conditional Use Permit Amendment - Litigation closed on some aspects of Use Permit; other aspects of amendment will go forward when complete application is received. 4. Cross Creek (Parks and Recreation Commission review) - Discussed at February 21 Parks and Recreation Commission meeting - recommended Urban Limit Line be moved to accommodate 2 ball fields at no expense to City; to Planning Commission on April 9.
