PLEDGE OF ALLEGIANCE.
APPROVAL OF MINUTES: Minutes of October 8, 1996 were adopted; Principal
Planner James C. McCann asked for clarification of line 31 regarding the prohibition of
using the same floor plan within the Tuxhorn Project: Commissioners stated it was
accurate.
PUBLIC COMMENT: None.
DIRECTOR'S REPORT: Planning Director Pamela Tuft announced we received an
award from the APA for historic planning significance for our Growth Management
System.
COMMISSIONER'S REPORT:
Commissioner Feibusch - Asked status of reader board at Lucchessi? One is needed.
Commissioner Rahman - Agree, should address the need/interest for reader board.
CORRESPONDENCE: Memo from Planning Director Pamela Tuft regarding a listing
of General Plan Amendments over the past eight years.

I. CROSS CREEK DEVELOPMENT AGREEMENT; ivlardel LLC; Ely Blvd.

Consideration of a request for approval of a development agreement for the Cross
Creek Subdivision.
Continued to the November 12, 1996.
A motion was made by Commission Member Wick and seconded by Commission
Member Bennett to continue consideration of a request for approval of a development
agreement for the Cross Creek Subdivision to November 12, 1996.

Discussion of history and issues specific to this annexation area.
James C. McCann presented Staff Report
SPEAKERS:
Commissioner Bennett - Believes that staff is seeking discussion or direction that would
more appropriately be given after a public hearing so that all interested or affected would
be aware of the discussion. (Commissioners agree.)
Commissioner Wick - The formal discussion of this issue should include: a comparison
between 1989 fire safety issues /assumptions in the annexation FEIR and 1992 fire safety
measures /differences such as: road width, fire flow, etc.; rural character issues - how to
design appropriate infrastructure and retain. character; circulation - area wide circulation
needs, get a clear set of expectations.
Commissioner Feibusch - Requested copies of Sunnyslope EIR and legislation, General
Plan, etc.

John Fitzgerald - Requested to speak this evening.
Commissioner Thompson - Not a public hearing, not going to take action or receive
testimonv tonight.
Continued to a noticed public hearing tentatively on December 10, 1996.
III. LIAISON REPORTS Commissioner Feibusch - Tree Advisory Committee
discussed the Washington and Caulfield soundwalls as requested by the Planning
Commission. Neither wall plan allows for tree planting of much significance:
climbing vines will be included.
