NEW BUSI'NES'S: PUBLIC HEARING I. CITY`OF RAINIER DRAFT ENVIRONMENTAL IMPACT REPORT HEARING; FILE NO. 11.863. Public comment on the Draft Environmental Impact Report for the proposed Rainier Avenue Extension /Interchange. The public hearing was opened. Jennifer Barrett - presented the staff report, reviewed EIR process, background' information and overview of project. 1 15 . 1 Ted Adams, EIP - Consultant - Added project to be built in a single phase, reviewed major 2 EIR findings and recommended mitigation measures, floodplain analysis (computer) il 3- recommended. 4 Steve We inburger, TJKM - traffic consultant - reviewed traffic findings and mitigation. 5_ The public hearing was opened 6 7 De nnis Kelley - 107 Lassen Place - Understood there would be an overpass, but not off /on 8 ramps as proposed; traffic has increased in this area; will impact land values; concerns with 9 safety for children due to increased traffic in Park Place area; EIR should take a better 10 look at impacts to Park Place residents. 11 Doris Povkv - 1549 Rainier - new resident; lot of people in this area will be impacted; noise will exceed noise standards;'keep people that will be affected in mind on this project. Mitch Barnes - 501 Acadia - moved to Park Place in 1978; backyard backs onto Rainier; traffic noise is very loud now; can't have a conversation in the back yard; Rainier need6 1 soundwalls. Dr. Charles Syres - Owner, Plaza North - responsible for improvements at shopping center in recent years; Rainier overpass superior to Corona area; overlooked existing traffic problems at Washington /McDowell, Washington /McDowell should be the priority; would work with the City to develop an alternate plan; consider alternative of overcrossing only or 20 phased project. 21 John Ouinn - Cinnabar School Board - concerns regarding school bus patterns; need signal 22 at Sycamore /Petaluma Blvd.; no mention in EIR that overpass will be 800 -1,000 feet from 23 entrance to Factory outlet; need to address now new signals interact; alternate route for 24 traffic will n Skillman be onto S an (where school is located); sound walls not always the best 25 answer. 6 Ed Sawicki - 425 Yosemite - one interchange would only be a band -aid; both interchanges 7 should be done now 8 Craig Wool mington-Smith - 259 B McDowell Blvd. (Plaza North Shopping Center) - L9 McDowell. /Washington problems are being ignored, they should be first; money will 30 run out for other work if Rainier is done now. 31 B.J. Kumar - 1633 Rainier - children play in "quad" areas in cul -de -sacs off of Rainier, more 32 traffic in this area will make situation unsafe for children; 50 -60 children /40 -50 pets will be 33 at risk; information from 1963 General Plan no longer pertinent; DEIR trivalizes traffic 34 impacts1'safety concerns not discussed in cover overlay of DEIR. _ _ 35 Jim Donald - 433 Yosemite - concerns with quality of living in Petaluma; safety .of children; 36 Corona lovercrossing would not impact as many people; ,need improvement at E. 37 Washington /McDowell. 38 Casimer, Silewicz - (Park Place) - why weren't developers in area required to inform 39 potential purchasers about this overpass if it was discussed since 1982? Was a cost benefit 40 analysis done on both overpasses? 41 Rebecca. LabottoDeFaira - 1601 Sequoia - corner of Rainier /Maria; noisy already, can't 42 hear now; SRJC traffic should use Sonoma Mountain Parkway; children cross Rainier to go 43 to Bernard Eldredge, what has been studied on this? 44 Bar1y McCarthy - 105 Prince Albert - What is impact on side streets? New signal at Maria? 45 What will speed limit on Rainier be? 46 Allan Tilton - City Traffic Engineer - It is now 35. 47 Pete Newcome - 1577 Rainier - Agreed with neighbors who have spoken; higher density of 48 people it this area; danger to children with increased traffic; when SRJC is built, traffic will 49 be unbearable; Don't see why everyone is concerned with through traffic on Corona Road, 0 priorities are askew. 1 Jim Schaffner - 333 S. McDowell - At pre -EIR hearing at' Lucchesi people and traffic 2 concerns were voiced - they were not addressed in EIR; sight distance at Prince Albert 3 Court. 2 e 1 Sante Trisciuzzi - 1601, - Rainier This area will look like S. McDowell soon! Sonoma* 2 Mountain Parkway is beautiful, runs right into Corona. 3 Vince Landof - Several study sessions were set up before tonight; ­staff promised that 5 99% were afup p Rainier and hav would -h ave heen ignoreing � on the choice of Rainier' or Corona - P. g ' d; it'has been predecided against - Corona; 6 mayor developers in the area need the Ramier overpass for development in area - want us 7 to pay the 'bill in taxes; much less impact" at Corona. 8 Richard Davis 708 "Carlsbad Court ` New owner, home was assessed low because of 9 existing traffic noise; property values will go down even more. 10 JaneyCalvo 192 :B.anff Way - .Concerns with child safety /traffic: . 11. Jeff' Muchow - 306 Olympic Court: - Works at Tegal; quality of life in Petaluma very 12 important- for attracting professionals to Tegal; EIR 'does not discuss impact. to families in . 13 Park Place;, don't rely on the traffic models; go id the area; 11 driveways with quads.. 14 Manual Brazil 84.,•Corona Road -`.Is the •1% : who. -feels Rainier alternative is better; has 15 livestock, auction and rendering businesses in the Corona area; Corona overpass would 16 disrupt his business; mot against - interchange" at Corona, need to discuss impact to - his 17 business'. 18 Jim Becker Is part of 3% here tonight that :believes Rainier is better choice for 19 community; City needs to look at current problems on Rainier and work out some solution; 20 Corona would involve two construction sites, cost m ore, and not offer as much benefit to 21 retail, housing and industrial development; Corona would disrupt family business; Rainier 22 consolidates local traffic; Rainier is more central, better serves Petaluma residents. 23 Mike Roumas 1573 Rainier Ave: - -Some traffic pressure would be taken off • of the 24 Washington Street area.if the overpass was at Corona; interchange at Corona for auto sign. 25 Lisa Allen 470 Pipestone - property backs onto Rainier; new property owner, did not 26- know�,about this project, can't afford an assessment; issue should be put on ballot to decide 27 location: 28: Kim Scarsfeld - 568 Acadia : Backs onto Rainier; no problem with an overpass if the 29 :::.proposed interchange is 'at rainier; families will' be impacted in Park Place; access to 30 freeway at Rainier contradicts the idea of Sonoma Mountain Parkway. 31 011ie Fleet - 315 Olympic Ct. - Do: -not want to impact Corona; public opinion is clearly 32 against Rainier; family /safety issues; EIR inadequate, does not consider Corona Road 33 interchange only as an option; Rainier would destroy Petaluma River; build -out of 34 Corona /Ely, Factory Outlet; decrease in water equality, flooding, new concrete cumulative 35 development; major traffic flow should be directed away from where children cross. 36 Tom Sm ith - 22 Jason Ct.- - Cannot" understand why all the people here are against the 37 Rainier site; Rainier wide enough, need to travel down McDowell to freeway; makes sense 38 for an interchange at this location; has expected this project and would like to see it built 39 (at Rainier). 40 Mark Rhodehouse 201 Prince Albert - Too many speeders on Rainier; concerns for 41 safety of children because of existing traffic; against Rainier. 42 Ruth Staudenraus 109 Prince Albert - Why were so many houses allowed to be built along 43 Rainier ifit was going to be an interchange ?; fix.the existing interchanges first. 44 Marisue Venable - Against-both interchanges; Why continue to build .homes in this area? 45 Losing'confidence in planning process. 46 Ron Staudenraus - 109 Prince Albert - Need to correct existing intersections before a new 47 overpass is built; Rainier interchange will ruin a residential area; overpass should be in an 48 industrial area. 49 Janis Thompson - 732 Carlsbad - Traffic noise level in the last 15 years has gone up 50 tremendously;.SRJC traffic will add :speeding problems along Rainier; Corona has better 51 access down Sonoma Mountain Parkway to. SRJC; truck traffic is noisy = not proposing 52 sound walls, nice residential area will be ruined: 53 Tammie Hollingsworth - Olympic Court - This residential area will be severely impacted. J I F! 1 & E 6 7 8 9 10 Y - I k Bob Parr - 276 Banff - Rainier was not designed for the amount of traffic proposed with this interchange; this is a residential area that contains a residential street, not a major arterial;!, does not make sense in this residential area; long term planning process has failed. Victor beCarli - 200 S. McDowell (Petaluma Inn) - Traffic problems in area of McDowell and Washington need to be addressed; problems will become even more severe at .McDowell and all along Petaluma Boulevard; Corona is not the solution, maybe there is a third solution? Mark Rhodehouse - 201 Prince Albert everyone should say a prayer tonight and go with what is 'Hight in your heart - you can't go wrong with that.
