(Commission commented on change to previous format).

DIRECTOR'S REPORT: None.
COMMISSIONER'S REPORT: Commissioner Parkerson thanked the. City Council for
making, it possible for. Planning Commission to attend the APA Conference. Commissioner
Bennett complimented Planning Director Pamela Tuft, Principal Planner Kurt Yeiter and
Housing Coordinator Bonne Gaebler on their presentations at the APA Conference. .
CORRESPONDENCE: None.
APPEAL STATEMENT: Was read.
LEGAL RECOURSE STATEMENT: Was noted on the agenda.
NEW BUSINESS:
L DUFFEL COMPANY, FRATES /LAKEVILLE SITE (im).
Review of the proposed scope for a land use alternatives study for the 42.6` acre
property at the northeast comer of the intersection of Frates Road and Lakeville
Highway.
Discussion:
Principal Planner McCann presented the proposed scope of services.
DISCUSSION The Commission discussed the scope of the land use, alternatives study and
raised the following points:

Gateway designation is of primary importance; site lends itself for a destination attraction -
take advantage of crossroads location; less enthused with residential uses, especially higher
density; residential uses should go elsewhere in town; mixed use concept is intriguing but
site not well suited for higher density residential component; commercial recreation uses
lacking fn City (water slides, etc.); should not consider expansion of Urban Limit Line -
preferred uses * should strengthen the longterm presence of the line;
agricultural /agricultural manufacturing use would preserve open space and enhance
agricultural character of the community but may not be compatible with nearby residential
uses (odors, truck traffic, etc); preferred. uses should emphasize pedestrian
circulati6n /access; should not increase traffic volumes; need to provide for some service
commercial uses, eg., restaurants, carwashes, gas stations, etc.; commercial uses must be
practical /viable; should not rule out mixed use alternative (residential /commercial); site
requires ;creative, innovative design approaches; fiscal considerations of alternate land uses
very important; City should be visionary and not be constrained by economic issues of
todays market; special site needs special uses.
Peter Benson - Kaufman and Broad - answers questions; residential use is compatible with
nearby uses.
John Wagstaff taff - Theme commercial (cheese factory), tourist oriented, history oriented,
retail.
Ian Baird - Duffel Financial and Construction - This is .private land; use must be
economically viable; creative landscaping can be used; tourist attraction difficult; site has
only a 90 degree shopping draw; retail dollars bleeding to other communities; regional
draw has to have large tenants.
PROJECT STATUS
1. California Countryside II - City Council opposed.
2. Western Charter Tours- CUP filed for west Casa Grande site.
3. Petaluma Cinemas DEIR - received and scheduled for 10/26 meeting.
4. Kingsfield Subdivision - Update regarding Traffic Committee.
