7 jurisdiction. There will be- no Commission discussion or action. The chairman will allot no
more than five minutes to any individual. If more than three persons wish to speak, their

3 (Commissioner Bennett reported that he would view the tape of the October 26 Planning
4 Commission. Meeting prior to the next meeting so that he: may vote; Commissione-r.Torliatt
5 reported that she had reviewed that tape prior to this meeting.)

7 Principal Planner Jim McCann presented the staff report.

11 The hearing was closed.

13 COMMISSION DISCUSSION:

15 Concerns centered around traffic and flooding; obstructions in natural flood areas should.
16 be. avoided, through redesign; alternative - transportation modes to site stressed, e.g. bus
17 service, bicycle facilities, etc. (elimination of emphasis on vehicles); explore concept of
18 small village rather than typical shopping center design concept; revenue generation
19 information for project should be examined; redesign should include better pedestrian
20 access among .the different uses and surrounding :lands; does ;Petaluma need, more new
21 restaurants ?;. redesign through. Preliminary -S'PARC'review very important; encouragement
22 of improved access from Stubb Road (behind center).

24 Principal - Planner Jim McCann indicated that a fiscal analysis will be available prior to final
25 action; Final. EIR discussion anticipated in January, 1994.

34 Request for Conditional Use Permit amendment to allow a 1,134 sq. ft.. convenience
35 store in conjunction with an existing gas station in a Highway Commercial (C -H)
