25 COMM REPORT: Commissioner Shea explained City Council vote on
6 Americana, eliminating one of the pedestrian pass - throughs to the commercial site,
7 because there was insufficient distance between the two.

0 Planning_ Director Tuft - Noted that this was not a hearing, but rather a workshop for
1 Planning Commission discussion; presented the staff report - focus on physical city: the
2 ultimate city size (discussed graphic); before year 2005, Urban Limit Line needs to be
53 revisited, but no change recommended at this time.

Commissioner Shea - Restrictions on fastfood (proximity to one another) is desired topic
for discussion.
Commissioner Torliatt - Strengthen General Plan language for tot lots in developments of
15 + units; Page 34, add a policy 30, encourage use of reclaimed water for irrigation,
commercial and industrial use - add as part of Land Use.
Commissioner Shea - Would like Gateway overlay zones.
Planning Director Tuft - (Above) better addressed with Zoning Ordinance revisions.
Assistant City Manager Warren Salmons - Wastewater best directed at large landscaped
areas, not commercial or industrial use; already have more demand than supply.
Commissioner Torliatt - Add pipes in new streets (e.g. 116); policy should have flexibility.
Assistant City Manager Warren Salmons - Another opportunity is to encourage greywater
reuse on -site.
Commissioner Bennett - Will Planning Commission concerns from last workshop be
addressed by staff? (Answer - Yes).
Commissioner vonRaesfeld - Why revisit ULL in 1997?
Planning Director Tuft - Land for production homes will run out; developers or public
demand for more housing will likely force issue.
Growth Management
Planning Director Tuft - System works.
Commissioner Thompson - Are lower income /senior exemptions tied to density bonuses?
Commissioner Parkerson - (Answer) No.
Commissioner vonRaesfeld - Exemptions also for in -fill?
Planning Director Tuft - (Answer) Yes - Presented reports on Yield. Mixed. Use (including
map highlighting Mixed-Use areas); noted that staff did not recommend any amendments
to Community Character
RECOMMENDATIONS
Ultimate City ize /Urban Limit Line
1. No change.
2. Revisit Urban Limit Policy in 1997 -2000.
Commissioner Parkerson - Urban Limit Line serves purpose; 1997 (10 years after
adoption) is reasonable time to review.
_Commissioner Thompson - Leave it where it is.
Commissioners had no objections to leaving Urban Limit Line as is.
Commissioner Bennett - Revisit policy in 1997 -2000.
Commissioner vonRaesfeld - Any knowledge of non -land locked "city" with a permanent
Urban Limit Line?
Planning Director Tuft - Will research.
Commissioner vonRaesfeld - How are ABAG projections with City?
Planning Director Tuft - In sync, due to growth management system.
Commissioner Bennett - State can amend rules; Bay Vision 2020 used Petaluma as a "bad
example "; old Chamber projections were "right -on ".
Assistant Cily Manager Salmons - City has State - certified housing element, has provided
affordable housing per our plan.
Commission Concensus Concurrence with recommendation.

3 1. Delete Program (10) in Chapter 4, Land Use and Growth Management, calling for
4 revision of Growth Management system to make it more "workable ".
5 2. Stress in -fill or mixed use residential development and /or exempt in- fill /mixed use
6 from growth management control.

8 Commissioner Bennett - Current system excludes public input; now school districts are less
9 informed, were more informed as part of system; in place before "Technical Rating System"
10 (early -late seventies); prefers. that system.
Commissioner Shea - Are commercial uses regulated by Growth Management? (Answer:
No).
Assistant City Manager Salmons - Offered to prepare presentation on older systems; the
new system was streamlined to address only the timing /housing allocations, not all other
issues or public education aspects of old system; cited Twin Creeks as example of where
more iriput from schools needed.
Planning Director Tuft - Discourage site specific zoning and performance zoning - let
market'dictate; Schools not always responsive, we're working on improved coordination;
Tentative Maps are routed to schools.
20 Commissioner Bennett - Shouldn't be staff -to- staff, but also School Boards involved; don't
21 want policy that would exclude in -fill projects from Growth Management System.
22 Planning Director Tuft - Sounds like outreach program, not necessarily General Plan or
23 growth management issue.
24 Commissioner Bennett - Outreach not enough, need mandated participation through
5 procedures; will likely make recommendations later.
6 Commissioner Shea - What about commercial /industrial land use character, where should
7 that be addressed?
8 Principal Planner Yeiter - (Answer) Land Use and community Character sections.
29 Planning:. Director Tuft - May require significant overhaul of Zoning Ordinance, move
30 toward performance zoning.
31 Commissioner Shea - Cite Taco Bell example: such 24 -hour uses not desired in residential
32 areas.
33 Planning Director Tuft - Can do in Zoning Ordinance.
34 Commissioner Bennett - Recommendations? Does not want to exempt larger in -fill
35 projects than we do now.
36 Planning Director Tuft - Explained hardship of phasing 15 -units per year.
37 Commissioner vonRaesfeld - Can loosen in -fill: Growth Management created to stop
38 sprawl riot rate of in -fill development.
39 Commissioner Bennett - Also to slow rate, not too much at once; doesn't want Mixed Use
40 areas to be all townhouses.
41 Assistant Ci , Manager Salmons - Don't need to worry about details now, deal instead with
42 policy; Policy should better encourage true mixed use development where appropriate.
43 Commissioner Parkerson - Should change calculation for in -fill development.
44 Commissioner Thompson - Concerned about densities; wants feathering by Urban Limit
45 Line to support as ultimate boundary.
46 Commissioner Torliatt - Agrees with above.
47 Commissioner vonReasfeld - Is staff concerned with PUD's eliminating feathering?
48 Assistant; City Manager Salmons - No, not many areas left where feathering is a concern.
9 Commissioner vonRaesfeld - Does City encourage fractionalization of property?
0 Planning Director Tuft - No knowledge of attempts to subdivide.
'1 Assistant. City Manager Salmons - Feathering perhaps not a problem, but other policies;
2 east Urban Limit Line pretty well secured.

In -Fill f Mixed Use
January 19, 1994
1. Amend Nature and Character of Development Objective, Page 19, (n) 'Prevent
blight" by adding by encouraging adaptive re -use of vacant or underutilized
_ structures .
2. Add Policy 16.2: Mixed -Use development is encouraged, particularly within the
central area of the City.
3. Develop new zoning district(s) which promote mixed use and in -fill development.
Commission Consensus Concur with recommendations.
Community Character
Add Programs:
1. City staff should continue to work with SCWA to review and modify creek design
and maintenance criteria to support a natural channel habitat while meeting flood
capacity needs.
2. Pursue possibility of creation of City -wide Landscape Assessment District to
maintain street landscaping, parks, and other public landscaping and amenities.
Commission Consensus Concur with recommendations.
Commissioner Thompson - Regarding: visual; views on Sonoma Mountain Parkway not
sufficient; wants views protected, not just on corridors.
Commissioner Bennett - Corridors manageable, stronger policy will be used as argument
against any ,*rowth.
Assistant City Manager Salmons - Outlined possibilities for guest speakers, nationally
recognized experts in fields to be discussed.
Commissioner vonRaesfeld - Will format of discussions change if audience is large?
Commissioner Bennett No. we'll allow public comment before final vote.
Commissioner Parkerson - Newspaper attendance should be encouraged, especially with
guest speakers.
Commissioner Bennett - Would rather have "quality time" in small group with speakers.
