3 Planning Director Pamela Tuft - Summarized staff report discussed transit routes.

5 Principal Planner Kurt Yeiter - Discussed bike system.

7 Transit! Coordinator Jim Ryan - Hamilton!, Ohio has a model system that Petaluma is
8 studying (passengers on call); system is more linear, less loop routes (example: Kaiser to
9 downtown).

11 Assistant City Manager Warren Salmons - Provided history of CMP /Proposition 111;
CD balancing regulations with costs and practicality; have not stepped back to view where we
want transit system to be; new /proposed short range transit plan will be appropriate place
to study this; if Planning Commission wants new mission, it should be stated.
COMMISSION DISCUSSION: Transit system needs to better service working people;
inter -city transit not addressed in staff report; need to look at future conditions; presently
provide', services that seniors and kids need; report says "transit of minimal use to citizens ",
this should not be the case in the future; what can we do to accommodate these changes ?;
20 if CMPstarts charging for parking (or assessing employers), how can we respond to provide
21 better transit service ?; current system caters to people without cars; should also cater to
22 people with cars to provide an alternative mode of travel; government needs to allocate
23 money to transit; inter -city transit is not working, Golden Gate Transit no longer stops at
24 Park &Ride on Lakeville, no walkways /crosswalks at bus stops (Sonoma Mountain
25 Parkway); need to make transit convenient, safe, and comfortable; plan ahead for
6 Park &Ride areas (existing lighting inadequate, particularly when foggy); Bike Committee
7 could have expanded powers (i.e. where additional east /west paths are desired); paths are
8 needed in front of fairgrounds and Kenilworth Recreation Center, also "D" Street and
29 Payran;' express bus for lunch from east to west side needed; industrial parks should be self
30 sufficient (allow restaurants, etc. in M -L to serve employees) with transit facilities;
31 recognize big box uses are auto dependent; much higher density needed to support
32 " pedestrian oriented" community; what are standard street widths?

34 Traffic Engineer Allan Tilton - Residential streets are 36' (32' -28' in some areas) more if
35 bike lanes included; collectors /arterials are 48' with bike lanes; no one program solves all
36 problems; implementation depends on quality of General Plan - it supports CIP budget and
37 provides policy direction; example: Corona /Ely, people may drive, but not as far; may be
38 able to provide some parking for transit riders; upcoming Marin /Sonoma meeting for
39 Transit /Land Use Plan will help provide guidance.

41 Planning Director Pamela Tuft - discussed Level of Service (LOS) and suggested changes;
42 evaluate corridors rather than intersections or segments.

44 COMMISSION DISCUSSION: General Plan trying to reduce dependence on automobile;
45 should get ahead of regional regulations (recognizing that budgets are limited); need better
46 link between planning and transit; quit planning on past practices /trends; curvilinear
47 streets will become albatrosses to City; future generations may not be auto dependent;
48 large stores, large purchases equal auto dependency; do we have parking areas for buses ?;
49 Corona /Ely should be more pedestrian - oriented; Level of Service options.

1 Assistant Cily Manager Warren Salmons - Commission has expressed several different
2 perspectives, all correct; staff will pursue all; not much production home land left within
33 General` Plan; critical decision point as City builds out; General Plan already provides

1 framework; discussed Corona /Ely; we should provide maps with distances from Corona
2 Ely homes to transit.

4 Concensus of Commission was to. direct staff to prepare amendments to LOS Definitions
5 and Standards for review by Commission. Remaining issues will be summarized for
6 Commission review at end of workshop (May or June, 1994).
