Mayor Glass announced that at Council Member Torliatt's request, the meeting would
be adjourned in memory of Margaret Tuttle Brown and Louis F. Giacometti.
PUBLIC COMMENT
Bill Phillips, Petaluma, regarding river dredging, and potential problem of river silting up if
companies that use the river commercially leave town.
Spence Burton, Petaluma, regarding campaign signs currently posted illegally in
Petaluma, according to sign limitations in the City's zoning ordinance.
Geoff Cartwright, Petaluma, regarding the floodplain development moratorium and his
preference for Council Member Torliatt's version. The ordinance that was adopted, he
believes, is "something less than a moratorium."
David Keller, Petaluma, regarding the proposed rezoning of the Pomeroy property, which
he feels in contrary to the Central Petaluma Specific Plan.

Pamela Torliatt joined the meeting at 8:04 p.m.
Public Comment
H.R. Downs, President, O.W.L. Foundation (Open Space Water Resource
Protection Land Use), Penngrove, provided a letter to Council regarding
development of a water budget pursuant to A133030.
Steve Arago, Petaluma, former RMPC member, spoke regarding potential
water savings from reducing the percentage of turf in City parks.
David Keller, Petaluma, Friends of the Eel River, thanked Director Ban and
staff for an excellent and honest presentation. He said that the Sonoma
County General Plan draft E.I.R. states there will be insufficient water for
the growth predicted and enabled by the County General Plan, but
presents NO alternatives. He added the Russian River is over -appropriated.
He said SCWA does not own Lake Pillsbury. SCWA has said it does not
need Eel River water to satisfy customer demands. A friend of his said, "I'm
not going to take a five-minute shower so that some developer can take
my water and make millions on it." He asked that Council demand that
the County do long-range planning to show where water will come from,
and ask them to cease gravel mining in the Russian River.

Geoff Cartwright, Petaluma, warned Council that if development is
allowed to continue at the present rate, Petaluma will end up with a
drought situation similar to that suffered in Marin County in the 1970's. He
said the City continues to allow development in the floodplain, causing
flooding, while at the same time selling water rights to developers.
Spence Burton, Petaluma, complimented Director Ban and staff on their
report. He believes that no current businesses or residents in Petaluma
should be asked to pay higher water rates or be coerced into tearing out
their landscaping because new development has increased demands on
the water supply.
Bryant Moynihan, Petaluma, urged cooperative action with the Sonoma
County Water Agency. He believes moratorium and increasing
development fees are not the answers. He thought the projections in the
report were poor and suggestions were as well.
Charlie Carson, Homebuilders Association, does not think the State can
increase allocations to counties until a lot more effort toward conservation
is shown. All municipalities are going to need a better system of
conservation and need to educate residents on landscape irrigation, low -
flow toilets, etc.
Ira Bennett, Santa Rosa, suggested properties with existing will maintain
them for irrigation.
Janice Cader-Thompson, Petaluma, said the real issue is "what is the
cost to the local rate payer?" The ratepayer should be protected, and
development should pay its fair share.
