Council Member Harris announced that he would recuse himself from the vote on the Cambridge Lane and Victoria Homeowners Association properties. Vice Mayor Canevaro announced that he would recuse himself from the vote on the Lynch Creek properties. Council Member Torliatt announced that she would recuse herself on the entire item and left the dais. Vice Mayor Canevaro opened the Public Hearing. David Keller, Petaluma, felt that there was sufficient data to say, "stop building in the floodplain." Geoff Cartwright, Petaluma, spoke regarding the moratorium, which is feels is inadequate.
