Vice Mayor Nau Ms. Landrum Vice Mayor Nau Julie Oleson, Petaluma, regarding the Dunn Estate property, apologized for her sister, Nile Heath, who she says misrepresented herself as having the authority to offer to sell the property to the City as a park. Ms. Oleson indicated that there are five heirs, and three of them are not willing sellers. Bryant Moynihan, Petaluma, urged Council not to remove Item 4B from the agenda, and read his letter to Council into the record. Mayor Glass Janice Cader-Thompson, Petaluma, spoke regarding Bryant Moynihan, Proposition 218, and the second campaign "hit piece" mailed by Council Member/Mayoral Candidate Mike Healy, which she said was misleading and incorrect. Moved by Pamela Torliatt Council Member O'Brien Bob Patterson, Airport Manager Mayor Glass suggested that the item be brought back to Council with corrections regarding rent reduction and option to extend lease. Council agreed. Council Member Torliatt withdrew her motion. Vice Mayor Nau Public Works Director Vince Marengo Council Member Torliatt thought Vice Mayor Nau was asking for information regarding the time frame and amount of rent reduction. Vice Mayor Nau agreed. Presentation and Discussion Regarding Proposed Changes to Wastewater Service Rates and Charges and Water Rates and Charges. (Ban) Michael Ban, Director, Water Resources and Conservation, presented the staff report. Mayor Glass Director Ban Vice Mayor Nau Director Ban Public Comment James Fitzgerald, Petaluma, uses a fair amount of water in summer for irrigation, and asked about the possibility of an incentive program for installation a tank to collect run-off water in winter. He added that the five-year water/wastewater increases are excessive. Bryant Moynihan, Petaluma, feels that the proposed increases are unnecessary and hurt the people of Petaluma. He also feels tertiary treatment is too expensive and not necessary. He urged Council to control the City's operating expenses, and not to increase compensation packages to employees. He feels the City exercises no cost management on major capital improvement projects. Janice Cader-Thompson, Petaluma, thought the item should have been on the evening agenda. She feels the proposed increases would be a huge burden to the community. Richard Squaglia, Petaluma, said water must be cheap if Petaluma is to be a thriving community, and that the proposed increases are "absurd." Mayor Glass Council Member O'Brien presented the proclamation to Dick Sharke. Dick Sharke Members of the McDowell Drug Task Force passed out red ribbons, buttons and information about their program. • Proclaim October 24, 2006 as United Nations Day, Bob Abramson accepting. Mayor Glass Council Member Torliatt presented the proclamation to Bob Abramson. Bob Abramson, United Nations Association of Sonoma County, presented the City with a flag to be flown during United Nations Week, and spoke of upcoming events. PUBLIC COMMENT Duane DeWitt, Researcher, University of California, Berkeley, thanked staff for finding documents he has used in his research. He also was able to interview several staff members. His research is in the area of citizen involvement in redevelopment. Mayor Glass Margi Sturm Petaluma, concerned that those with the biggest campaign signs win, thinks that all signs should be the same size. Also talked about flooding, water, and safety signs. Dave Swaney, Petaluma, stated the United States Postal Service plans to consolidate operations in the Petaluma area. Hank Flum, Petaluma, does not believe the price it would cost to build Rainier is worth saving five minutes in traffic at 5:00 p.m., and also believes the cross-town connector would increase flooding by encouraging development in floodplain. Diane Reilly Torres, Petaluma, thinks it "disgusting to base an election on a road." She is doing everything she can to get Spence Burton elected for Council. Discussion and Direction on a Potential Moratorium to Prohibit Mobile Home Parks and Apartments in the City of Petaluma from Being Converted to Condominiums. Diane Reilly Torres, Petaluma, has visited the mobile home parks in town. Believes this is just another way for people to make money off our seniors. Thinks it is a form of elder abuse. Lilyan Frank, Petaluma, asked support of Council in any way possible. She is concerned that she may have signed away her rights. Name not given, asked if it was "legal for park owners to sign long-term agreements on one hand and on the other hand take away your rights and make you sign on to a condo conversion." Mayor Glass said he would poll the Council for their concurrence, but he believed the direction to legal staff was to return to Council in a timely manner with the best available advice on what the City can do to protect mobile home residents in terms of both rent control and condominium conversion. Ken Brown, Council Member, City of Sonoma, in support of a living wage ordinance, noted that Sonoma passed one in 2004 and "has been the better for it." Steve Benjamin, Santa Rosa, candidate for SRJC board, in support of a living wage ordinance. John Crowley, Petaluma, in support of a living wage ordinance. Steve Wilson, California Faculty Association and instructor at Sonoma State University, in support of a living wage ordinance. Nick Caston, President, Progressive Student Movement, in support of a living wage ordinance. Julia Prange, Accountable Development Coalition, in support of a living wage ordinance. Sandy Benson, League of Women Voters, Sonoma County, read a statement in support of a living wage ordinance. Tim Keligren, Petaluma, a pastor in Petaluma and connected with the Sonoma County Clergy and Laity United for Economic Justice, urging adoption of a living wage ordinance, which allows all to participate equally in the community. Revered Norman Cram, Sonoma, former pastor of St. John's Episcopal Church, suggested that the Golden Rule applied to wages would mean that anyone doing a job should be paid a decent wage. He called it an "ethical and quality -of -life issue." Carl Patrick, Petaluma, United Students Against Sweatshops, in support of a living wage ordinance, said this is a "very modest proposal," and there are other rights that workers deserve. Vol. 42, Page 148 October 16, 2006 Amanda Carlies, Petaluma, in-home support service worker and mother of a disabled child, in support of a living wage ordinance. Marion Hodge, Petaluma, business owner, in opposition to a living wage ordinance. She stated that if her business was affected by such an ordinance, she would have to lay off employees. Mayor Glass Ms. Hodge Barry Bussewitz, Petaluma, teacher of early childhood education, in favor of a living wage ordinance, noted that Head Start teachers are often dependent on food stamps, etc., and said that teachers must be paid adequately. Larry Modell, Petaluma, Petaluma Tomorrow, in support of a living wage ordinance. Richard Coombs, Petaluma, Rooster Run Golf Course, was concerned that the proposed ordinance, as written, states that any amendment to a lease in effect creates a new lease. Teresa Hernandez, Petaluma, parishioner at St. Vincent's Church, in support of a living wage ordinance. People working two or more low- paying jobs do not get to spend enough time with their children and she believes problems with youth are a reflection of this. Alfredo Sanchez, Petaluma, in support of a living wage ordinance. Sandra Shand, Petaluma, said it is very challenging to keep a business alive these days, but the biggest threat to businesses is not a living wage ordinance, but "unbridled" development that would bring in big -box stores. We cannot have an economy "built on the backs of workers constantly afraid of homelessness and hunger." She urged Council to set a good example as other cities have done. Michele Ahnburg, Registered Psychiatric Nurse, spoke of a study that found that 2/3 of Americans are sleep -deprived. Sleep -deprived, underpaid workers working more than one low-paying job to make ends meet have a negative impact on their families and the work force. She added that when "we begin to pay people a living wage - we will have a healthier nation."
